1993 Procedures for Meetings• Steven J. Dzurak 19570 Vine Ridge Road Shorewood, Minnesota 55331 January 6, 1993 City of Shorewood Park Commission 5755 Country Club Road Shorewood, Minnesota 55331 Ladies and Gentlemen: As Chair of the City of Shorewood Park Commission, I will use the following procedures for our meetings in 1993: 1. All meetings will start at 7:00 p.m. sharp (unless another time has been designated) regardless of who is absent. If a quorum is not present, Sue and the Commissioners present should make their reports, if any, until a quorum is present. Due to my schedule, it is likely that I will be a few minutes late from time to time. If a quorum is present, the Vice Chair should start the meeting promptly • at the designated time. 2. Matters from the Floor and Reports should take less than five minutes each. Commissioners who have matters that will take more than five minutes to discuss should call Sue (no later than the Wednesday before the meeting) and have them placed on the agenda. 3. Commissioners should do their best to stick to the subject being discussed, and avoid bringing in irrelevant matters. 4. Commissioners who know that they will be absent from a meeting should call Sue, Jim Hurm or me as soon as they are aware of that fact. This is necessary so that if a quorum will not be present Sue can warn residents or guests that no action can be taken at that meeting. In addition we can decide whether to reschedule certain agenda items or simply cancel the meeting. 5. Continued interruptions by residents will not be tolerated. If a controversial matter comes before the Commission, speakers will be asked to sign in and indicate their general position on the matter (usually whether they are for or against it). Speakers with opposing views will be called on and will alternate until all speakers have spoken. Time permitting, speakers will be allowed to make additional comments. This is my response to the free- for -all that we had at the snowmobile hearing in January, 1991. 6. Commissioners should read their packets carefully before each meeting. The meetings will go better if we all know what we are talking about. Park Commission 2 January 241993 • 7. Commissioners should avoid excessive, unnecessary absences. At my interview in December, the City Council asked me about attendance at our meetings. The City Council may begin to exercise its power to remove Commissioners for excessive, unnecessary absences. I want to avoid that. 8. The agendas will have an estimated discussion schedule in the left margin. The schedule will be used with discretion, i.e. we will move on when the discussion ends before the indicated time, and we will continue the discussion when it exceeds the indicated time if it remains relevant and nonrepetitive. 9. Every Commissioner should state his or her position during the discussion of every agenda item. If a Commissioner agrees with the remarks made by a Commissioner who has spoken previously, the Commissioner may so indicate and we will move on. 10. From time to time I may forget to follow these procedures. If I do, feel free to point that out to me. These procedures may be revised after we see how well they work (or don't work).
