080817 Park Minutes CITY OF SHOREWOOD 5755 COUNTRY CLUB RD PARK COMMISSION MEETING SHOREWOOD CITY HALL THURSDAY, AUGUST 8, 2017 7:00 P.M. MINUTES 1. CONVENE PARK COMMISSION MEETING Chair Mangold convened the meeting at 7:00 p.m. Roll Call Present: Commissioners Mangold, Rock, Barr and Gorham; City Council Liaison Deb Siakel; City Planner Marie Darling Absent: Vassar B. Review Agenda Motion moved to approve the agenda as written. Motion made to second the motion. Motion carried 5-0. C. Introduction of New Park Commissioner, Nathaniel Gorham Mangold introduced new Park Commission member, Nathaniel Gorham who gave a background. 2. APPROVAL OF MINUTES A. Park Commission Meeting Minutes of April 11, 2017 B. City Council and Park Commission Work Session of April 24, 2017 Motion moved to approve the April meeting minutes. Motion made to second the motion. Motion carried 5-0. C. Park Tour Notes of June 27, 2017 D. Park Commission Meeting Minutes of June 27, 2017 Motion moved to approve the June meeting minutes. Motion made to second the motion. Motion carried 5-0. E. Park Commission Meeting Minutes of July 6, 2017 F. Park Tour Notes of July 11, 2017 Motion moved to approve the July meeting minutes. Motion made to second the motion. Motion carried 5-0. 3. MATTERS FROM THE FLOOR None PARK COMMISSION MINUTES TUESDAY, AUGUST 8, 2017 4. OLD BUSINESS A. Recap of Park Tours Mangold noted a recap of the ideas that came out of the park tours have been summarized in a handout. He asked if there was anything specific Commissioners would like to highlight. Commissioners discussed long-term items and the tree at Manor Park. Darling suggested holding a public meeting to discuss with the neighbors the possible removal. Mangold stated whatever happens, there should be a plan ready for what will happen next. He believed this should be a "hot button" item. Darling stated the Commission should talk about the bigger items such as goats used for buckthorn removal. Mangold stated the trail deterioration at Freeman Park should be an item. Darling believed that should be included in the CIP. She said the use of goats can be researched. It was asked if planting trees at the skate park would also be an option. Darling suggested a public meeting to discuss the future of the park. She stated a pickle ball court would be a possible option. She also discussed a possible fitness center park and possible grants for the installation. Darling discussed splash pads in the park. Commissioners discussed the possibility of updating the Master Plan and reviewing what was recommended for South Shore Park. It was suggested requesting ideas from residents through the newsletter. It was asked how we would keep track of maintenance items. Mangold stated that is the reason Brown is invited on the tours. Darling stated one of the sports leagues has suggested that metal roofs be installed on the dugouts at Freeman Park. Commissioners stated they would need to ask before they go ahead. Mangold discussed the possibility of using a tree house sculpture from the Arboretum once they are done with it. We would need approval to install it. B. Badger Park Improvements Picnic Shelter/Restrooms/Relocated Electrical Service 1) Tennis Courts 2) Parking 3) Darling stated this item will be going out for bids on the 17th. She stated we are very hopeful that a number of companies will bid. She stated landscaping would be finished next year. Darling stated the relocation of the electrical service is required because of the parking construction. The final location is yet to be determined. Mangold reviewed the timeline for construction over the next two years. He asked if there are other questions from Commissioners. It was asked when the playground will be installed. Mangold noted it is part of the final section. It was PARK COMMISSION MINUTES TUESDAY, AUGUST 8, 2017 noted the playground is in worse shape than the tennis court is in. Mangold stated the playground is well used during lacrosse practice and games. He asked if there was any way the playground equipment could be installed first which the Commission discussed. They also discussed having a playground plan. They discussed installing the new playground before the tennis court is replaced. Rock believed that Freeman and Badger Parks are the current priority parks. Commissioners discussed flushing out what the park shelter might look like. Darling stated we would need to get an architect on board for a conceptual design. Mangold suggested that be done this winter. Mangold moved to recommend to the City Council that an architect be hired to prepare design for park shelter. Motion seconded, and the motion carried 5-0. Commissioners discussed the parking lot construction. Darling reported the contractor should be known by the next meeting. It was asked if there was some way to get help from the Park Foundation for signage. C. Update on Freeman Park Improvements Ice Rink 1) Darling stated they are working at getting bids from contractors. Mangold asked if it would come to the Commission for approval. Darling replied it could be brought to the next meeting. Darling stated the contractor has the go-ahead to construct a partition between the food area and the warming house. Mangold noted there will be a free skate area. It was hoped there will be ice for the 2017-2018 season. Parking Lot 2) Darling stated the paving will be done as contractors have time. Shelter Improvements 3) Darling provided an update. 5. NEW BUSINESS Review CIP A. Commissioners discussed the Cathcart tot lot, south playground at Freeman Park, and cleaning up the titles in the CIP so they read playground and not jungle gym, tot lot, etc. Mangold stated he wanted to move Cathcart improvements to 2021 behind Freeman Park. The priority would be Badger, Freeman, and then Cathcart. Commissioners agreed. Commissioners continued to review CIP items. Mangold suggested this be reviewed again in September. Determine Liaisons for City Council Meetings B. Liaisons for future City Council meetings were discussed. PARK COMMISSION MINUTES TUESDAY, AUGUST 8, 2017 6. STAFF AND LIAISON REPORTS/UPDATES A. City Council No update. B. Staff Darling stated bids have been let for Badger Park. 7.
