082118 CITY OF SHOREWOOD PARK COMMISSION TUESDAY, AUGUST 21, 2018 MEETING CANCELLED ONGOING PROJECT UPDATES: Please contact either Planning Director Marie Darling (952-960-7912) or Parks and Recreation Coordinator Twila Grout (952-960-7902) with any questions. 1. Update on Manor Park Pond: Staff will contact Minnehaha Creek Watershed District and various organizations and firms to determine the scope and estimates to dredge the pond and find a water resources professional to test the algae for toxicity. This item will be future discussion item. 2. Update on Badger Park: a. The parking lot project is nearing completion. The concrete walkway was added between the sidewalk north of the Lacrosse field and the South Shore Community Center, some of the concrete work was replaced, and landscaping assessments have been completed. A few of the planted trees are showing signs of stress and may need to be replaced. One section of sidewalk near the playground and trail will remain gravel until the playground project has been completed. b. The City Council authorized an agreement with Loucks, Inc. to provide final construction plans for the playground project, bid the project, provide construction management services and inspections as needed to complete the trails and playground area. A schedule for completion is forthcoming. c. The City Council received a complaint regarding the amount of noise produced by players and coaches during games. Staff contracted with WSB to provide a noise study to determine if the noise levels required abatement or remediation to remain within State standards. The noise study determined that the games are within the allowed level of sound, but did include some options for reducing noise, included increasing plantings, installing a 6-8 foot berm or constructing a noise barrier. Staff did not recommend the City Council implement the options as the site is under the allowed noise threshold, there is inadequate room to plant an effective tree barrier to absorb noise, installing berms would complicate adding a trail and the noise barrier is very costly to install. The City Council did not direct staff to look further into these options. 3. Status of Silverwood ½ Court and Cathcart Tennis/Basketball Court Resurfacing: Staff have discussed the previous estimates with DermCo Levine. The estimates to complete the resurfacing projects were higher than budgeted. Staff also asked for a cost estimate to overlay the tennis courts with Versatile, similar to Manor Park. However, the time project is more expensive than resurfacing and can be completed when the tennis court surface is at the end of its life. Consequently, staff will increase the amount in the CIP to be able to move forward with the proposed resurfacing in the spring of 2019. When the surface of the tennis courts is ready to be replaced, staff would recommend reviewing the tile option again over the cost to replace the tennis court surface. 4.
