CONVENE PARK COMMISSION MEETING Chair Mangold convened the meeting at 6:03 p.m. 6000 EUREKA ROAD FREEMAN PARK EDDY STATION 6:00 P.M. A. Roll Call Present: Chair Mangold, Commissioners Vassar, Rock, and Hirner; City Planning Director Darling; Public Works Director Brown; Public Works Supervisor Baumann; Park and Rec Coordinator Grout B. Review Agenda Hirner moved to approve the agenda. Rock seconded the motion. Motion carried 4 -0. 2. APPROVAL OF MINUTES A. Park Commission Meeting Minutes of May 14, 2019 Mangold moved to approve the minutes of the May 14, 2019 meeting as written. Vassar seconded the motion. Motion carried 4 -0. 3. MATTERS FROM THE FLOOR There were none. 4. NEW BUSINESS A. Review Alcohol and Food Truck Amendments Planning Director Darling went over the status of the alcohol and food truck draft ordinance, and said that City Council is willing to have food trucks at any of the parks, and that Badger Park will be the only park for alcohol. It was asked if the Park Commissioners had any suggested changes to the ordinance. There were no recommended changes. Rock moved to approve the Alcohol and Food Truck Ordinance. Hirner seconded the motion. Motion carried 4 -0. B. Determine Liaison for the June 24 and August 26 City Council Meeting Park Chair Mangold will be the liaison at the June 24th City Council meeting and Park Commissioner Vassar will be the liaison at the August 26th City Council meeting. 5. OLD BUSINESS No old business to report. PARK COMMISSION MINUTES TUESDAY, JUNE 11, 2019 PAGE 2 OF 3 6. STAFF AND LIAISON REPORTS / UPDATES A. City Council There were none. B. Staff Planning Director Darling gave an update on Badger Park, stating that the pre- construction meeting took place and that within a week to ten days construction should start. Public Works Director Brown reported that Tonka United Soccer tournament the police issued around 20 parking tickets, but all in all the tournament went smoothly. 7. FREEMAN PARK TOUR Eddy Station: • Outside the building a. Drainage issue - Concrete connecting picnic area to concessions — suggested to do this on both sides b. Fascia work c. Clean inside d. Recycling bins by garbage cans. Staff later saw the recycling carts on the north side of the building. Soccer and 4, 5 and 6 Ball Fields: • Seeding soccer fields — Can Tonka United Soccer seed • Signs need maintenance on ball field fences — see if sports organizations will freshen them up • Fields 4 and 5 drainage issues o Could install drain tile/ need a dollar amount for CIP • Safety strips on some fields, but not on others. Back Trails: • Not much goat impact, but they will be on site later in June to attack the buckthorne again. Freeman Picnic Shelter: • Needs maintenance along the concrete /ground • Suggested they may want to plant trees near the structure as the three ash trees will probably need to be taken down South Playground: • Realign shape of playground • Determine edge control — Park Commissioners will visit other parks and take pictures of other edge control • Review plan for playground PARK COMMISSION MINUTES TUESDAY, JUNE 11, 2019 PAGE 3 OF 3 South Ball Fields: • Fence posts — Public Works is looking at options on how to repair • Gravel parking lot needs filling • Paved road by little league fields — where is this in the budget • Turnaround by barrier to trail Little League Concessions: • Public Works Director Brown mentioned they would be getting cement quotes to fix concrete pad Community Gardens: • Need compost bin South Parking Lot: • Restripe lot — Instead of parking at the ends of the lot, stripe parking down the middle 8.
