" SHOREWOOD PLANNING CmU1ISSION -M~Ru:bes July 2, 1969 e The last meeting of the Shorewood Planning Commission was held in the Conference Room at the offices of the Planners in Minneapolis at 7:45 p.m. - July 2, 1969. l/[embers Present: Chairman-Donald Erickson Secretary - Elsa Wiltsey Ed Abramson Bob Siegler Jack Cooper Russ Lindquist others: Dick Fredlund and Assistant After polling the members, the second Thursday of each month was favored by the majority as the best night for the regular monthly meeting. Due to extra meetings being held during the planning program this night could also be changed from time to time. Don Erickson reported that the rqquest of Bud Andrus for a proposed subdi vislon had been .L'c?fe:n'ed (.. t:i:18 pl::L.111Eir and the Village Engineer but to date no report had been received. MEETING NIGHT 2nd Thurs. BUD ANDRUS REQUEST The proposed road plan on the land use plan was studied as to ROAD relocation and those designated collector routes. The commission PLAN agreed to the placement of the roads and also agreed that Smithtown Road (old No.7) should have a larger right of way than Birch Bluff Road but no recommended width was established for either until more study is made into traffic counts and feasibility of widening these routes that are already pretty well built up. Before such time that a road plan is adopted it will be turned over to the engineer for his study and recommendations. e It was generally agreed that if Manor Road were to be improved it would also need straightening - due to the future development of the Amesbury property. Several sites for village centers were discussed and they were narrowed down to two (2) with an alternate. Attempts should then be made to obtain this property on a long term basis whenever available - preferably sites from 5 to 10 acres in size. Dick Fretllund agreed to contact the school district and attempt to obtain any commitments they already have on future building sites and also their long range building program affecting our area. This plan when adopted aill be forwarded to the school district for their information and comments. e 'Planned ~ Development' was again explained by Dick whereby the developer plans his own area - actually zones the area. It could consist of mixed multiple, single residential, and might even include some commercial. However final approval is still the village council's responsibility but the developer would have the advantage of one large tract of land to work with that has no prior zoning or lot size minimums. 'Density Development' - strictly residential with smaller lots and more open space aroulld. it - usually association types of development. VILLAGE CENTERS SCHOOL SITES . e . - 2 Minutes 7/2/69 Planned Qll!i Development and Density Development both give a broad control within a certain area with decision to be made at the time of the proposal.by the developer. The commercial zones at Co. Rd. 19 - Country Club Corner were discussed as well as that area at No. 7 and 41. Discussion of commercial and multiple development will continue at the next meeting set for July 17, 1969 at 7:30 p.m. at the Village Offices on Manor Road. We recommend the following revisions and additions prior to accepting the preliminary plan. 1. The sub-divider shall give a statement to the Village Attorney indicating that he has the area under ownership or control. 2. Ownership of all adjoining property should be shown on the preliminary plat. 3. All property lines shall have 10' utility easements centered on the property lines. 4. 5. Lots to be consecutively numbered in a clockwise direction. The ~wner is requested to submit percolation tests for each of the proposed lots. 6. We reco~mend that the Owner investigate the possibility of putting sanitary sewer in the street prior to surfacing the street and installing a drain field, septic tank system at the end for future connection to the sanitary sewer system. 7. The Planner, Dick Freidlund reco~nends requiring a 50' street easement for the extension of Maple Knoll Lane through the plat and also a 35' street easement on the north line of the plat across Lots, 2, 3 and 4.. vie concur lid th this recommenda- tion. "1//1 L./f "l V 11/5/69 ~ Notice of Meeting Shorewood Planning Commission . e A meeting of the Shorewood Planning Commission will be held Friday, November 14th, at 7:30 p.m. at the Shorewood Village Office on Manor Road. There are several important matters to consider, so you should be there. Phone Don Erickson if you cannot attend (Home 474-9063 and office 926-1651). Agenda Land Use Map We are to review the council's comments on the Land Use Map. Copies of these comments and map are enclosed. Be prepared to express your opinion. Shorewood Public Sewer Bernie Mittelsteadt will be there to explain the plan to us so that we can give it our approval, which is required in order to apply for Federal Funds. Double Bunqalows Two separate requests have been received for double bungalow approval. The first is from Carrouthers for Lots 2 and 3, Block 1, Shorewood Acres, 1st Addition. These lots face Valley Wood Lane. The second request is from Clifton for Lots 7 and 8, Clifton Acres. These two lots each have 100 ~ frontage on Grant Lorenz Road and are the southernmost lots in Clifton Acres which was originally plotted from Lot 83 along Grant Lorenz Road. Both of these requests can be located by referring to Page 15, on your Half Section Maps. Be sure to look at these sites cefore our meeting so that we can make a decision. To simplify relating in letter form what was discussed with a map before us at our meeting, I have numbered in red certain areas on th~ enclosed map, and will make comments on each a.rea in the summary which follows: Area #1 The general concensus seemed to be that this should be left primarily residential. Even though it abuts Highway #7, there is no natural barrier separating it from the dwellings in the rear. The concept of "Planned Unit Development" may be the beet means of preservlnc; .+ f'OT such use on a quality basis. We cannot forget that allowable uses other than single family within a residenti21 may act as the highw~ buffer. Area 112 This is the property in the south side of Smithtown Road bordering on the Country Club Golf Course,(Randall, etc.). The thought occurred that scheduling this for single and/or two-family dwellings may be a means of upgrading the erea. I, g 0)( 10 553;] I Dear Don: This letter is written after an extended telephone conversation with you concerning the role of the Planning Commission in' the affairs of the Village and my role as an individual member of the Planning Commission. Concerning the role of the Planning Commission in the affairs of the Village, I believe the Planning Commission should (i) study, and advise the Council concerning, the land development needs of the Village and the methods best suited to attend these needs, (ii) recommend to the Council ways to implement the methods (whether by the adoption of ordinances, policies or otherwise) and (iii) subject to Council affirmation, administer the ordinances and policies adopted by the Council. . If the Planning Commission is to fulfill its role in the best possible fashion, it must proceed in each instance as if everything it will recommend to the Council will be adopted. Only by proceeding in this fashion will the members of the Planning Commission tr~ly understand and feel their responsibility without wh~ch the quality of their efforts will be diminished. By the same token, the Council must, in accepting or rejecting recommendations of the Planning Commission, keep in mind how important it is that the members of the Planning Commission understand and feel their responsibility. Unless the Planning 'Commission proceeds in this fashion and unless the Council encourages this procedure, I am convinced that, at best, the Planning Commission will serve only a limited affirmative purpose, and, at worst, will serve a negative purpose. . . The Planning Commission has, to some degree, been performing its role in the study and in the recommendation which it has heretofore made in connection with the rezoning study; presumably this will continue. In the meantime, however, daily problems are arising which need immediate" answers. The daily problem that triggered our telephone conversation arises out of two requests for permits to con- struct two family houses in areas heretofore developed primarily with single family houses~ To treat this problem in an ad hoc fashion will, in my judgment, be a mistake. Except by chance, ad hoc decisions will not result in sound long-term planning. In fact, except by chance, ad hoc decisions will result in poor long-term planning. Before intelligent answers to these requests can be formulated a study must be made -- not just how will the answer to these two requests affect the areas immediately involved, but rather how will the answers to these two requests affect the areas immediately involved and, more importantly, how will the answers affect future requests of a similar nature involving other areas. In other words, the Planning Commission must study the long range consequences of its answers. It must review the problem as if its ultimate recommendation will be adopted by the Council. The Council must treat the recommendation in this same light. To the best of my kriowledge, the Council has never adopted a general policy to aid the Planning Commission in formulating its answers to the above mentioned requests. If such a policy has been adopted, the Planning Commission should be aware of it; if such a policy has not been adopted, the Planning'Commission should recommend to the Council a policy for adoption and should concurrently therewith formu- late its answers based upon the recommended policy. After the policy has been adopted by the Council, all future questions of a like nature should be considered in the light of the adopted policy. Without proceeding in accordance with the foregoing, no one knows from day to day what answers will be forthcoming on any question. The man who owns undeveloped land and the man who owns developed land are entitled to a better shake in Shorewood than such lack of planning will afford. Concerning my role as an individual member of the Planning Commission, I should be expected to act in a manner which will permit the Planning Commission to proceed in the fashion which I have outlined above. By the same token, I should be entitled to believe that all members of the Planning Commission will proceed in a like fashion and that the Council, by the means outlined above, will encourage such procedure. . This letter is intended to outline my understanding of the respective roles to be played by the Planning Commission, the Council and the individual members of the Planning Commission. If I am wrong, whether in degree or otherwise, in what I have stated, I would like to be corrected. I did not favor the special meeting proposed for November 5th when I learned that a bare quorum of the Planning Commission could be present after only 48 hours notice on a question \hat I felt involved a policy decision -- not just an application thereof. To leave it, however, zoned other than for single family purposes would be highly objectionable. It should be considered at this time and should be zoned solely for single family purposes. The existing motel would, as stated above, continue as a non-conforming use for at least some period of time. . Area ff9 If we are to have a two family residential classification, I think this area might well be included in such a zoning. I would prefer that to multiple. Area fflO I agree, but isn't this inconsistent with the Council's thinking concerning Area ffl? " Area ifll This should not be a trade area beyond the current limits. Like Area ff9, if a two family residential classification is to be created, Area ffll might be appropriately zoned in that manner.
