Mr. Lind- holm has recently had the property surveyed and discovered th t the lot was smaller than an earlier survey had shown. Mr. Macklin has ag eed to give Mr. Lindholm an additional 23 feet from his southerly parcel 0 make Lind- holm's lot the size which was originally agreed upon. An 18 oot easement along the east side of Lindholm's lot provides access to the outherly parcel. Eric Canton and Richard Sathre were present for the request. Mr. Canton stated they had made no changes since the last meeting but were present to address the staff report received in the mail. I Q. Had the developer considered making any changes based or the staff report? A. Canton pointed out how the proposed houses fit on 65' atd 67' lots, with a 10' side yard on each side. I Q. How many lots were less than 10,000 feet? I . A. Possibly 10 lots in the core of block 1 area, (center ates) . Q. Have you considered a secondary access? A. Developer is willing to address. I I Q. Have they looked into water in any more detail? I A. Trying to ascertain how to do that. Need direction fro the Council. Considering cost and feasibility. Hookup to Minnetonka Water seems to be most economical. , ,. f . . . PLANNING COMMISSION - 2 - I I I J~NUARY 10, 1984 Q. If developed, how much increase in traffic? A. Approximately 25% maximum increase. Q. Have they considered a zero lot line concept? A. A zero lot line tends to make the structures more similar to one another. Allowing for variation in architectural design in a tradi ional single family home people can afford, developing the lots with a normal 10' side yard, allowing 20' between houses. Q. Is this a valid P.U.D.? A. The Planner went through a number of items in his report, listing aspects of the project which lend themselves to a Planned Unit De elopment. Watten: Proposed that if approved, the minimum lot size shou d be 10,000 feet (not establishing a precedent that can be used in ot er parts of the city) . All the changes, except the elimination of the C-2 D strict at Smithtown Road and Eureka, reflect existing development. Jim Heiland of "Heiland's Automotive", 25575 Smithtown Road, requ sted that his property remain zoned C-2, instead of being changed to R-1A, as p oposed on the new zoning map. They are proposing a new collector street to t~ke the load off of Vine Hill Road, this would involve new intersection on Highway 7 in the approximate vicinity of "Brom's Market". The ity of Shorewood and the developer are working on a traffic study concerning the pr~lposed intersection at this time. They also propose to aid the residents in Shady Hills by helping to improve the Shady Hills Road/Vine Hill Road intersection, thus pre enting.the present flow d..f tra.ffic from Stratford Woods APar.. tments. They wish to wor~ with the residents of Shady Hills and be as cooperative as possible. They plan on holding more . neighborhood meetings as they progress. Many r;esidents were present to ask que~tions and make comments: TRAFFIC Gary Mize - Shady Hills Q.Whats to prevent the traffic from the collector street from swin~ing around Covington Road and taking Radisson Road all the way to Excelsior?1 A.There will not be a direct route onto Covington. The intersecti~n would be the quickest and safest route. Without the collector road it would Ie more of a problem. There is a large vacant piece of property behind (south) t~ Heiland property. due to the fact that, if this property is ever . vided it would be landlocked, Mr. Heiland must consider the possibiloty that when he subdivides a platted road to the South property may be n~cessary. This should be reflected in the resubdivision sketch. I I Based upon the preceding comments, it is recorIimended that the s bdi vi son and variances be granted subject to the conditions listed herein be' included in a development agreement between the City and the owner. The applicant should have a new survey prepared, containing new legal descrip ions for the three parcels and combining the 5800 square feet with his busin ss property. Th~ Upper Lake Minnetonka Yacht Club borders one side, and there is a questio on the boundary on that side. Planner Nielsen suggested that the Yac t Club survey be examined to determine the exact property line. The beach i quite sandy and flat. It is felt that there may not be a need on the isla d for a beach as everyone already has lakeshore, and a parking problem would be created by outside use. I I #2 - Shady Island I This is approximately 15' wide with a lift station on the lake~end. It was used as a beach at one time. The residents have taken care of it. Similar to #1, the residents already have lakeshore, and outside use w uld create a parking problem. #3 - Grant Lorenz This had a blacktopped surface at one time and boats could be ~railered in one at a time. This area is wooded. A neighbor indicates tha~ he can document that the width is 25'. The beach has a pebbly sandy ~ottom. There appears to have been some erosion, and the neighbor has done s me landscap- ing to prevent his yard from eroding into the "fire lane". : The Commission discussed the fact that there is a definite pro lane. Q. Benson Why is your building located so far back? A. Moore - for security reasons. Q. Les lie - Do you own it? A. Moore - Yes. Q. Reese Would repair of vehicles be done there? A. Moore - No, it would be hired out. Q. Watten - How good a metal building do you propose putting upr A. Moore - I'm dealing with Lester's (At this point Mr. Moorel passed literature from Lester's amongst the Commission). Q. Watten - Have you considered other building material? A. Moore - I like and prefer a metal building. Q. Would raising the building elevation 3 feet make a ['difference in the number of cars and parking? Planner Nielsen - No. There is adequate room for the requir~d parking as per the Zoning Ordinance requirement. Boyd A. Commissioner Reese showed concern over how the building would bel classified as long as it can be sold. Planner Nielsen said that actually the Irequirements are more for an auto sales building than an office or retail bUif'lding, an office building would require 20 parking spaces, an auto sales b ilding requires 36 parking spaces. He also questioned the driving surface. Pia ner Nielsen said that the City has no requirements for paving, the decision is up to the City Engineer. I I SETBACK VARIANCE - STEVEN TURNER - 23980 YELLOWSTONE TRAIL Mr. and Mrs. Steven Turner were present to request a 10' front y~rd setback variance to build a third attached garage onto the two existing garages. Mr. Turner wants a third garage to store snowmobiles and boat trailers. He said there is no other way to place a third garage, that he would havpto cut down a 100 year old sugar maple. He said the house was put on the lot wrong 25 years ago, it would be very difficult to build a detached garage because of the steep hilly banks. One corner of the garage would be 44 feet from the road. The expense would be a lot greater on a separate garage, he would keep the same lines as the other two garages so it would blend in. I . . Bob McDougall-25110 Glen Road - Mr. McDougall is concerned wit the direct effect of opening Glenn Road. The road is not designed to carry more traffic, the surface on the 12'-13' Glen Road would present a problem. Entering unto County Road 19 would be dangerous as the traffic on it is already bad. He recognizes the valid concern over the length of the road regarding emergency vehicles, but feels the negative aspects involved in connecti the roads outweigh the good that would be done. He feels that to attac the roads, widen the road, assess the Glenn Road residents to benefit the new property would indeed be ironic. Roger Fishbasch-24885 Glenn Road - Glen Road is almost a singlle lane road. There are no sidewalks and our children have no place to ride Itheir bikes and play except in the road. Added traffic will create a dangerol's situation. It also seems as if the City is out to benefit developers and doesn't care about it's longterm residents. Whether the proposed road should connect to Glen Road. It is the recommendation of the City staff, the Engineer and ~yself that the new road should connect to Glen Road. Glen Road was designed for this, thats why no cul-de-sac was put in at the time.
