January 2014 Shore ReportOIKW Citv Council Approves 2014 Qudaet n December 3, the Shorewood City Council approved the 2014 general fund budget and tax levy. The operations of the city are being funded with a 2% increase in the city property tax levy. The increased taxes total $95,266 and are spread over almost 3,000 properties. This is the first increase in the property tax levy in five years. The council and staff worked hard to hold the line on property taxes, while providing the same level of front -line services. The City of Shorewood gets approximately 23% of each property tax dollar. The remaining 77% goes to Hennepin County, the Minnetonka or Westonka school districts, and taxing districts such as the Met Council, Metro Mosquito Control District, Minnehaha Creek or Riley Purgatory Bluff Creek watershed districts, and others. recreation, road maintenance, snow plowing, election administration, newsletter and website publications, ball field maintenance, and other services. Mainland residents recycle January 2, 15 and 29; Island residents recycle January 3, 16, and 30. There is a one day delay due to New Years Day. Reduce Waste in the New Year: Organics For the past two years, the City of Shorewood has worked with two of the city's licensed garbage haulers on organics collection. Residents have the opportunity to subscribe to an organics collection service for a fee of $6 per month even if you are not agarbage customer of the service provider. As of 2014, the service will be offered by these haulers as part of their garbage program. The pilot program has moved slowly. Many residents do not feel they have the space for another container, or do not want the added cost. There is also the education component of learning what they can put in the organics collection container that discourages some from signing up. Residents who have participated in the program have generally found that it made a huge difference in their waste stream. Many have reduced their garbage container to the smaller 30 gallon size, and are finding that most weeks even that is only half filled. Several participants in the program combine the service with the use of backyard composting that they were already doing in the summer months. The curbside service allows many items to be composted which should not be put in the backyard compost system including meat, bones, dairy, bread, egg cartons, frozen food boxes, and pizza boxes. T w n h A ii I P r C Christmas Light Recycling As you test holiday lights this season, there is a resource to recycle non - working lights or unwanted lights. The Recycling Association of Minnesota has partnered with an organization to collect the wire from non - working lights and extension cords. Council to Discuss Some Rate Increases In January, the City Council will consider an increase to sewer and stormwater utility rates. Rates for sewer have not been increased for over 10 years and stormwater was increased 7 years ago. Rate increases are necessary to ensure the city is able to fund future operations, upgrade systems, make equipment improvements and maintenance, and for the increase in cost for storm water pond maintenance. The meeting will be held as part of Shorewood City Council's work session Monday, January 13, 6 p.m. and the regular meeting held at 7 p.m. in the City Council Chambers. By keeping a four -foot clear space around the fire hydrant, fire fighters will have easy access to your neighborhood hydrant in case of a fire. The time saved could be just the time needed to save a home or a life. Snow Plows and Garbage Day T he evening before garbage day is typically when residents place garbage and recycling curbside. Clearing Your Driveway of Snow Wen shoveling or blowing from your driveway, please do not blow snow into the street. This is especially crucial when snow plows have already cleared the street.
