October 2014 Shore Reporti� 16 Shore Rena gns'l gl 011M City Budget and Levv Proaosal The Shorewood City Council, at its August 27th meeting, adopted a preliminary property tax levy for 2015 of 2.5 %. The proposed 2015 budget is available for inspection at City Hall during normal business hours, or on our web site, www. ci.shorewood.mn.us. A Truth -In- Taxation public hearing is set for Monday, December 1, at 7 pm, at Shorewood City Hall. Staff will present information regarding the budget, property tax levy, and the property tax impact on a variety of property types and values. Residents are encouraged to contact Finance Director Bruce DeJong at 952.960.7903 with questions or comments on the proposed budget and tax levy. zeara Muscles Found in Christmas Lake espite city and homeowners association efforts, zebra mussels have found their way into Christmas Lake. After discussion with staff of the Minnehaha Creek Watershed District, the Minnesota Department of Natural Resources, and at the suggestion of water quality professionals, it has been decided to close access to Christmas Lake and to use an experimental chemical treatment for Zebra Mussels Christmas Lake's infestation was caught early and is currently considered concentrated to a small area, which makes this treatment potentially viable. The pesticide being used is Zequanox, a product that uses dead bacterial cells to kill the aquatic pests that eat it. Various applications and concentrations will be used in the treatment. The cost of the project is being covered through funds from Minnehaha Creek Watershed District and the Minnesota DNR. Chanaes to Garbage Collection in Shorewood n response to resident complaints, the city council has made changes to the garbage collection hours allowed for Shorewood residential properties. Currently, collection of refuse may begin as early as 6 am. Beginning with the November 5/6 collection, residential refuse collection will not be able to begin until 7 am. Recycling collection was previously set at 7 am. All licensed garbage haulers in the city have been notified. If you notice garbage trucks collection before the allowed collection hours, please take note of the company and contact city hall. Staff will work with the hauler to try to bring them into compliance. Shorewooa i-rails Updatt ity Council has decided to delay the construction of the planned Galpin Lake Trail until next year. Bids came in higher than expected, and it was determined that having a longer construction window available in 2015 would likely result in lower cost. The proposed trail will begin at the stoplight on the south side of Hwy 7; run west to Galpin Lake Rd; continue up Galpin Lake Rd to the Chanhassen border, where Chanhassen will be continuing their current trail to make a complete connection. The Smithtown east trail is due for 2015 construction. The Planning Commission will do a trail walk of the proposed area on October 21 to make final decisions on trail specifics. Help Pollinators and Reduce Japanese Beetles According to Penn State Extension Service author, Quentin Stocum, reducing lawn area and planting pollinator - friendly plants can help reduce the population of pesky Japanese beetles. The Japanese beetle fight is one that has been going on for over a century. There is a way that is proving safe and effective in controlling Japanese beetles, and will help our pollinator population at the same time! Japanese beetles are fond of well mowed, well watered and fertilized lawns. Reducing the lawn area and replacing the grass with flower beds, trees and shrubs will go a long way in reducing the number of beetles. By planting something other than grass, you can increase nectar sources for pollinators and reduce the number of Japanese beetles. A win, win situation! A quick Google search on reducing the size of your lawn provides numerous sites providing information on how to reduce your lawn size and a suggestion of plants that are pollinator friendly and great for the landscape. The licensing procedure includes an application and inspection and was developed to correct and prevent h o u s i n g conditions that may adversely affect the health, safety and general welfare of Shorewood's rental population. The rental housing license pertains to all rental dwelling units, including apartments, duplexes, double bungalows, single family homes and accessory apartments within homes. Licenses must be renewed every three years or upon change of ownership, whichever occurs first.
