The 2020 Election is coming soon
General Election November 3
he city, county and state are encouraging
residents to vote absentee by mail. Voting
absentee (AB) by mail is easy, safe and convenient
and the very best option during the COVID -19
pandemic. There is no exposure risk to you, city
employees or city election judges when you vote
AB by mail. To request an application for an AB
ballot, go to www.mnvotes.org and select "other
ways to vote" or contact the city, 952.960.7900.
If you find voting by mail is not an option for you,
in- person absentee voting will be available at
Shorewood City Hall beginning September 18,
2020 for the General Election on November 3,
2020. City Hall is open Monday through Friday
8:00 a.m. to 4:30 p.m.
To vote in person, you are required to wear a face
covering and follow social distancing guidelines.
If you are COVID - positive or symptomatic, do not
enter city facilities. If you require curbside AB
voting call 952.960.7900 for an appointment during
regular business hours.

2020 Program Begins in September

City Audit Results of Shorewood Water Funds
Water fund: Water has sufficient revenue for operating
costs, but does not have adequate resources for planned
capital improvements and related debt service payments.
The water fund's net cash was in a deficit position at
December 31, 2019.
Sewer fund: The sewer fund has adequate reserves to
fund operations and short -term debt service. However,
since the audit report, the city has received notice from
Met Council that the amount they charge the city for
sewer treatment will increase 20.5% in 2021 over the
2020. The amount paid to the Met Council for sewer
treatment is the largest expense of the fund, $826,307 in
2020, increasing to $995,899 next year.

Storm Water fund: Over the past several years, storm
water has emerged as a significant issue for the city. The
issues are particularly acute in the western part of the city,
which led the city to engage Barr Engineering to identify
the issues and propose solutions to help mitigate the
major storm water issues. The recommendations in that
report identify over $5 million dollars of storm water infra-
structure work. The revenue for the storm water fund will
have to increase every year to fund upcoming costs.

Last year, the city reported that utility rates for water, sewer, and storm sewer were going to be increasing each year.
The increases are necessary to cover the utility fund expenses, including increasing operating costs, capital outlay, and
debt service payments. These three utility funds are considered to be enterprise funds. This means that they function
and operate as businesses, and the rates that each of the funds charge are expected to cover the expenses of that fund.
Property taxes are not used to support the activities of enterprise funds.
The city normally considers utility rates early in the year, with the effective date of July. With the COVID -19 pandemic,
the council decided to wait until later in the year to consider rates. At the September 14, council meeting the council is
expected to approved the rate increases detailed in the tables on the back of this insert. The rates will go into effect for
usage beginning October 1 and billed on the final quarter bill sent to residents in January.
Most cities in this area bill on a quarterly basis. The city examined the cost to go to a monthly billing as a way to even
out utility costs. The result of the analysis was it was cost prohibitive. The city's utility billing system, however, can accept
partial payments. If you prefer to divide your quarterly bill by three and pay on a monthly basis, that option is available
to you. If paying by check, please write the account number on the memo line. The city also offers electronic payments

Conserve clean drinking water
Adjust irrigation programs to conserve water
To encourage rooting and drought tolerance, you should be
irrigate your lawn infrequently (one time or less per week) with
a sufficient volume of water to wet soils to a depth of six inches,
assuming no rainfall has occurred. Depending on your soil type,
your lawn may only need as little as a half -inch of water. Set
irrigation programs to water during the morning hours. Watering
during the heat of the day reduces the amount of waterabsorbed
by the soil and made available to plants.
Audit your irrigation system
Using a grid of catch cans, measure waterfrom sprinklers to
audit the amount of water going on to Iawns.Auditing your
irrigation system is a good step toward water conservation.
Irrigation contractors will perform this service for you if you
contract with them.
There are three basic steps:
1. Check system components (sprinklers, valves and controllers).
2. Conduct a performance test using the catch cans.
3. Program the controller.

Find leaks and fix them
A leak in your house can waste hundreds of gallons of water.
You'll also be paying for water that you aren't even using!
Here is how to find out if you have a leak at your house:
• Turn all water -using appliances off so that no water is
being used. This means turning off all water inside and
outside the house, including showers, sinks, washing
machines, and any appliance that uses water.
• Find your water meter and watch it. Your meter will have
a red or black round disc that is commonly called a "leak
indicator." If it is spinning, you have a leak.
Toilets are a common source of water leaks. To check a
toilet for a leak, flush the toilet and while the reservoir is
still filling, add 2 or 3 drops of food coloring to the water in
the reservoir. Wait 15 to 30 minutes. If the water in the bowl
changes colors, the flapper valve needs to be replaced. You
can buy a new flapper, with installation instructions, at your
local hardware store.
