EXECUTIVE SUMMARY The Enchanted Island and Shady Island Street Reclamation Project, City Project No. 18 -11, was initiated by the City Council at their September 24, 2018, regular City Council meeting. Improvements proposed for construction in 2019 include street reclamation of approximately 10,300 feet (1.95 miles) complete with bituminous paving along the following roadways: • Enchanted Lane / Shady Island Road • Enchanted Point from Enchanted Lane to the east terminus • Enchanted Drive from Enchanted Lane to the cul -de -sac • Dellwood Lane from Enchanted Lane to the cul -de -sac • Enchanted Cove from Enchanted Drive to the cul -de -sac • Shady Island Circle • Shady Island Point from Shady Island Circle to the cul -de -sac • Shady Island Trail from Shady Island Circle to the cul -de -sac A map illustrating the project location can be found on Figure 1 in Appendix A. The total estimated project cost for the Enchanted Island and Shady Island Street Reclamation Project is approximately $1,621,300. Funding for the project will be provided through the City's Street Reconstruction Fund, Storm Water Fund, Sanitary Sewer Fund, and Special Assessments to benefitting properties along Enchanted Point. Proposed special assessments were based on the City of Shorewood past practice to assess for paving roadways that are currently gravel. One hundred percent (100 %) of the total surface and drainage improvements proposed to be assessed to benefitting properties. Properties along Enchanted Point are proposed to be assessed approximately $13,620 /unit. The project reconstruction can be completed, including bituminous paving and restoration items, in 2019. This project is feasible, necessary, and cost effective from an engineering standpoint and should be constructed as proposed herein. Financial feasibility will need to be considered by the City Council. INTRODUCTION 2.1 Authorization On September 24, 2018, the Shorewood City Council authorized the preparation of an engineering Feasibility Report for the Enchanted Island and Shady Island Street Reclamation Project. This project has been designated as City Project No. 18 -11. 2.2 Scope /Project Location The proposed project consists of street and minor drainage improvements along the following roadways: • Enchanted Lane / Shady Island Road • Enchanted Point from Enchanted Lane to the east terminus • Enchanted Drive from Enchanted Lane to the cul -de -sac • Dellwood Lane from Enchanted Lane to the cul -de -sac • Enchanted Cove from Enchanted Drive to the cul -de -sac • Shady Island Circle • Shady Island Point from Shady Island Circle to the cul -de -sac • Shady Island Trail from Shady Island Circle to the cul -de -sac The proposed improvements include reclamation of the existing street section and full -width bituminous overlay. A map illustrating the project location can be found on Figure 1 of Appendix A. 2.3 Data Available Information and materials used in the preparation of this report include the following: • City of Shorewood Pavement Management Plan • City of Shorewood record drawings • City of Shorewood Assessment Policy • City of Shorewood base and topographic maps • Field observations of area and discussions with City staff • Private utility maps • Neighborhood Open House held November 28, 2018 2.4 Project Background This project was initiated through the continued development and implementation of the City of Shorewood's Pavement Management Plan. The Pavement Management Plan provides a schedule for the various roadway improvements that are necessary to maintain the City streets in an effective and efficient manner. The City of Shorewood evaluates all roadways within the City periodically using the Pavement Surface Evaluation and Rating ( PASER). City streets are evaluated, and the pavement management plan schedule revised according to the pavement condition ratings. The ratings of the roadways within the Enchanted Island and Shady Island neighborhoods range from 4 to 7. The PASER ratings for each roadway segment can be found in Appendix B. The following conditions have been identified within the project area: • Existing streets do not meet City minimum roadway standards with concrete curb and gutter. • Deterioration of the existing streets including alligator cracking, edge cracking, transverse cracking, and longitudinal cracking. • The roadway exhibits drainage issues due to roadway deformation and inadequate drainage systems (ditches or storm sewer). EXISTING CONDITIONS 3.1 Surface Roadways within the Enchanted Island and Shady Island neighborhoods were originally constructed in 1973 and are experiencing various severities of distresses including alligator, block, transverse, and longitudinal cracking, along with localized drainage issues. All roadways within the Enchanted Island and Shady Island neighborhoods identified to be reclaimed consist of 16 -22- foot -wide rural section (no curb and gutter) bituminous roadways apart from Enchanted Point. The existing roadway conditions can be found in Appendix B. Enchanted point currently exists as a 16- foot -wide rural section gravel roadway to approximately mid - block. This section of roadway was Otta sealed prior to 2011. Otta sealing is the application of emulsified asphalt to a gravel surface. As a result of the Neighborhood Open House held November 28, 2018, property owners along Enchanted Point indicated approximately mid -block to the roadway terminus was paved roughly 10 years ago by the individual property owners. These improvements were completed without City approval or oversight and there is no indication these improvements were completed to City standards. Pavement cores taken within Enchanted Island and Shady Island indicate the existing asphalt thickness ranges from 2.5 inches to 6.5 inches and aggregate base thickness ranges from 1.0 inch to 6 inches. A copy of pavement forensic report is included in Appendix C of this report. The project area is surrounded primarily by residential properties that contain landscaping, trees, and numerous other private improvements beyond the edge of the roadway and within the City right -of -way. 3.2 Drainage Enchanted Island and Shady Island roadways are currently graded as rural road sections consisting of ditches and culverts to convey storm water runoff to the adjacent wetlands and ditch system ultimately discharging to Lake Minnetonka. 3.3 Sanitary Sewer The existing sanitary sewer system in the project area consists of 9- inch - diameter polyvinyl chlorinated (PVC) pipe sewer and 8 -inch diameter ductile iron pipe (DIP) gravity sewer and 4 -inch diameter DIP forcemain constructed in 1973. An internal inspection, with a specially designed television camera, will be completed with final design to determine the structural condition of the existing pipe and individual services. 3.4 Water Main There is no existing watermain along Enchanted Island and Shady Island and properties are served by private wells for water supply. 3.5 Private Utilities Private utilities within the project area include communications, gas, and electric facilities. A meeting will be held with the utility companies during the final design stage to coordinate utility conflicts and construction schedule. Private utility companies that have been identified with facilities in the general project area include: • Mediacom (Telephone /Internet) • CenturyLink (Telephone /Internet) • Frontier Communications (Telephone /Internet) • Centerpoint Energy (Gas) • Xcel Energy (Electric) Feasibility Report Enchanted Island and Shady Island Street Reclamation Project City of Shorewood Project No. 18 -11 WSB Project No. R- 012809 -000 Page 3 4. PROPOSEDIMPROVEMENTS 4.1 Roadway Improvements to the existing roadways are intended to improve the design strength of the pavement system and provide a street surface with an extended life. Improvements proposed within Enchanted Island and Shady Island consist of a bituminous pavement reclamation apart from Enchanted Point. This roadway is proposed to be an aggregate reclamation. Reclamation is the process by which the existing deteriorating roadway surface is reused as aggregate roadway base for the new street section. The proposed roadways have been classified as residential roadways and will be reclaimed and paved to match existing pavement widths with a 1 -foot gravel shoulder to preserve the bituminous edges of the newly paved roadway, in accordance with City design standards. Improvements to the roadways will consist of the following section: 2 inches of bituminous wearing course, 2 inches of bituminous base course, and 8 inches of reclaimed aggregate base over of an acceptable, compacted subgrade. Figure 2 in Appendix A shows the proposed typical section for Enchanted Island and Shady Island. Street grades are proposed to very closely match the existing grades to minimize construction impacts to adjacent properties. Minor adjustments to some of the existing roadway vertical profiles will be proposed to improve drainage conditions. Additionally, Public Works has indicated the existing wood retaining wall along the access to Lift Station 17 (off of Shady Island Road) has restricted plowing operations as the retaining wall has begun to "lean" towards the access road. The retaining wall was installed as a private improvement. Staff will coordinate with the individual property owner during final design to address the restricted access. 4.2 Drainage The proposed project will maintain the existing drainage patterns and discharge points to the greatest extent possible. Drainage ditches will be maintained by clearing and regrading. Culverts will be replaced with reinforced concrete pipe (RCP) as necessary to convey storm water runoff. 4.3 Sanitary Sewer The proposed sanitary sewer improvements include adjusting existing manhole castings to the new roadway surface with chimney seals to reduce inflow and infiltration of storm water into the manholes. It is also proposed to repair damaged sanitary sewer as necessary following internal inspection (televising). 4.4 Water Main Extension of the watermain is not proposed as a part of this project. The Water Fund is not sufficient to fund watermain extension for these projects along with other projects within the City's Capital Improvements. The project area is not contiguous to Shorewood's watermain system; water service to this area would likely extend from the City of Mound through the City of Minnetrista and is not available at this time. 4.5 Wetlands Minor wetland impacts are anticipated as part of the construction and coordination /replacement will be investigated further during final design. 4.6 Easements and Right -of -Way It is anticipated that work will take place within the existing roadway right -of -way or within areas where the City has prescriptive rights established for roadway and drainage. Additional permanent right -of -way or easement acquisition may be required and will be determined during final design. Feasibility Report Enchanted Island and Shady Island Street Reclamation Project City of Shorewood Project No. 18 -11 WSB Project No. R- 012809 -000 Page 4 4.7 Permits and Approvals The anticipated permits, approvals required, and the respective regulatory agencies are listed below: • Minnesota Pollution Control Agency (MPCA) (NPDES) Erosion /Stormwater Permit • Minnehaha Creek Watershed District (MCWD) Erosion /Stormwater Permit 4.8 Mailbox Replacement / Relocation It is the City's intent to salvage and reinstall the existing mailboxes and mailbox supports that may be impacted with construction. In the event the condition of the existing mailbox support warrants replacement prior to reinstallation, the City is proposing to salvage the existing mailbox and install a new mailbox support that will meet both City standards and United States Postal Service (USPS) requirements. 4.9 Construction Access / Staging Construction of the proposed improvements will require limited resident access during the work day when construction activities are in progress. However, the contractor will be required to provide access to properties to the extent possible. City staff will work with the contractor to provide notice to residents for activities that may affect access. 4.10 Public Involvement A public informational open house meeting for the proposed project was conducted November 28, 2018. Preliminary information was presented to attendees regarding the proposed improvements, schedule, impacts associated with the project and what to expect during construction. Residents were encouraged to share their knowledge of the project area, specifically any known areas of concern. FINANCING 5.1 Opinion of Probable Construction Cost A detailed engineer's opinion of probable costs for the proposed improvements can be found in Appendix D of this report. The opinion of probable cost incorporates bid prices from the 2018 construction season projected to a 2019 cost basis including a 10% construction contingency. Indirect costs are typically budgeted at 25% of the construction cost and include engineering, legal, financing, and administrative costs. These costs do not include the easement and acquisition process or the actual easements themselves, if necessary. The method used to determine the special assessments to benefitting properties utilizes the "Per Lot" method and includes properties adjacent to Enchanted Point. This method is consistent with past City practice. Properties along Enchanted Point are proposed to be assessed approximately $13,620 /unit. The total estimated cost for the Enchanted Island and Shady Island Street Reclamation Project is $1,621,300, funded through the City's Street Reconstruction Fund, Storm Water Fund, Sanitary Sewer Fund, and Special Assessments to benefitting properties along Enchanted Point. Right -of -way or easement acquisition costs are not included. This project is feasible, necessary, and cost - effective from an engineering standpoint. The project funding is subject to financial review by the City. Based on the information contained in this report, it is recommended to proceed with the improvements as outlined herein. The various characteristics of the pavement cores were analyzed in order to assist in determining the appropriate pavement rehabilitation method for each roadway segment. A total of 16 pavement cores were taken within the roadway segments.
