Following are sUggestions for the future that might ease the budget process, thuS
allowing more time for you to evaluate major budgeted projects or programs,
1) Consider determining what the across the board % of salary increase
should be, including union personnel, prior to formal meetings. ~e can
easilY provide to yoU the number of Council authorized positions and
the history from previous years. This would then allow this portion of
the budget to be intact prior to formal budget meetings.
2) Consider a study session of all Councilor perhaps just laisons to
budget and finance, to review budget prior to formal meetings. Then,
small details could be worked out prior to formal budget meetings. This
would alloW staff to have immediate responses at meetings rather than
having to set additional meetings for responses.
3) More specific direction on what you plan for the coming year. Such as'
Examples:
A) No more than ~ of increase in previous years budgeted expend-
itures.
B) Specific Goals such as:
1) Street improvements for a specific area.
2) Increased enforcement of animal control or other programs.
3) storm water for a specific area.
4) Reduction of a specific program yoU noW deem~ecessary.
5) Your desire to decrease mill rate.
C) providing budget to Council at an earlier date for review. Each
year this seems to be a difficult task. However, if we were to
eliminate current year to date figures, we could provide the
majority of budget earlier. At times, January-June figures are
distorted as they may include only five months of exPenses.
Example, Bills paid in June are often for May expenses. Therefore,
January to June might reflect only five months of expense.

Attached is your copy of the final 1986 Adopted Budget. Due to questions that
arose during the budget process, I have included additional explanations to
clarifY specific line items. ExpeciallY, note "Summary of Estimated Revenues".
Due to the great amount of confusion and time spent this year in attempting,
during budget sessions, to compare salaries in a variety of ways, I have
provided SUggestions that might ease this task. Comparing bottom line salaries
and fi ures b de artment or in total to revious ears in nearl im ossible
due to:

A portion of public ~orks salaries have, in past years, been charged
to water and sewer. Therefore, General Fund budgeted expense is now
higher due to that change.
All of these items distort comparison of bottom line salary expenses from one
year to the next, therefore, it is necessary to budget for salaries on the
basis of a certain percent across the board or individually.

Presumably, you are all sleeping well now that you have gone
through the budget process. Having witnessed the entire affair,
we have a number of suggestions for your thoughts.

First of all, it is nothing short of amazing that you were able
to 'balance' the budget. At no time were you in possession of
accurate financial data, by way of example-salaries. It is
further painfully obvious that few of you even have a modicum
of ability to analyze a financial report, and even more distressing-

work with than past administrations and still are unable to

The only honest remark during the budget process was the comment
by Councilperson Shaw on September 30th when he stated, "I, for
one, am not proud of the job we have done on this budget." At
no time was anyone other than Shaw willing to really dig into
the $300,000.00 police budget. You completely dismissed any
thought of cutting the travel and conference monies in spite of
the fact that it represents over $11,000.00 in cost-enough
to fund a year at an Ivy League College. Also in spite of the
fact that you are training two city clerks for one city clerk
job.
You have not responded as to the exact amount of penalties which
the city paid as a result of premature redemption of a large t)QJL----
investment deposit--and you have provided no documentation. .
You have not indicated in any respect the long term plans under
which this city is supposed to operate. You have not addressed
the plight of the water situation during the budget process,
You continue to leave budget monies in the budget even though
in certain areas they have never been fully spent--we characterize

The situation involving our city engineering firm is nothing short
of a disgrace. Thus far in 1985 they have qeen paid more than
$180,000.00 as a direct and proximate result of their affiliation
with our city, and yet, Shorewood still pays them at full price--
the fat cats get fatter.

We cannot help but wonder whether the "Urhammer Affair" has
impacted on overall morale. We also find it interesting to note
that the city made no attempt to appeal the award of unemployment
benefits to Mr. Urhammer and that at no time has the true cost
of his departure been disclosed--we calculate it at just about
$20,000.00. We know that Shorewood will pay a dear price for

bankrupt at the end of the first year. We have expended thousands

yet to be a softball game played. We have ignored our city streets

to save 5 or 10% of budget would go a long way toward changing the
present motivation by our employees. By the same token, a reward
system ought to be established for cost savings suggestions by
our employees.

RESIDENTS OF SHOREWOOD:
The 1986 proposed Shorewood City Budget is presented to you for review,
comment, and approval. Once adopted, it serves as the guide for the
direct delivery of services to the residents of Shorewood. Therefore,
the Budget is the most important financial planning document existing in
the City.

A direct relationship exists between the policies set by the decision
making bodies of Local Government and the overall financial position of
the City. Realizing that as staff members, we must work within the
existing City policies, we made financial projections within fiscal
constraints that are based upon need assessments. This forms the basis
for the expenditure levels found in this document.
The staff's approach is to provide service in an efficient and fiscally
responsible manner. Staff attempted to allocate funds to those areas
where the City Council has expressed concern over the past twelve months
in order to meet public needs.
The next three (3) pages following this cover letter will attempt to explain
the dollars available for 1986, summarize the mill rate calculation, and
recap revenues and expenses for 1986.
The format of the 1986 Budget continues similar to previous years with expanded
explanations to aid in your review. The Budget was done by the City's
computer with the only major change being the explanations to the right
of the Budget numbers rather than to the left.

EXPLANATION OF DOLLARS AVAILABLE FOR 1986
Cities under 5000 population, per 1980 Census, are exempt from the -8% levy
limit increase per year. However, two other levy limits remain.
L Per Capita Levy Limit: This allows taxing of $260.28 per capita.
So, 4646 people x $260.28 = $1,209,261.
2. Mill Levy Limit: Based upon staff calculations, this limit exceeds
per capita limit. Therefore, Shorewood must remain under the per
capita levy limit as shown above.
The City of Shorewood will use the Per Capita Levy Limit amount of $1,209,261
to calculate total tax. This will translate to a 1986 City Mill Rate of 24.24
as compared to a 1985 Mill Rate of approximately 23.
The small increase in assessed valuation as determined by the City Assessor,
held the increased value of a mill to 3%. The small valuation increase, plus
increased general revenues, result in total additional revenues available of
$107,415 for 1986.
