AN ORDINANCE PROVIDING
FOR A TRAFF!]C VIOLATIONS

The Village Council of the Vil-
lage of Shorewood ,ordains,:
SECTION 1. Traffic Violations
Bureau Authorized. The municirp!al
caurt of the Villaiges of Sho,re-
wo{)d, Excelsior, Tonka Bay and
Greenwood may hy ru1e adoplted
in accordance with laws 1953,
Chwpter 527, es!taJblish a traffic
violations bureau to aSlSdlst su~h
court in di!spos1ing of violillJtions of
traffic laws or 'Ordinances as, pro-
vided: in such law and 1Jhe court
rule. The traffic violations, bureau
hereinafter re:ferredto, as th~
bureau, lShaJIl 'be located in the
Village Office in 1fue Village HaIl
Village of E'Xce~sior O'r such othe;
p~ace as may be set aside for
such purpose by raso,luition of the
council.
SECTION 2. Bureau Director
and Personnel. The cleTk of mu-
nicipal court shaH be d'ire>Ctor 'Of
ti.l1e bureau. He may as,sign BlUb-
ordinates in Mi'l office to perform
the WIOlt"k of the <bureau under his
direction or he may, subject to
approval by the council of ewch
village, employ such ad(litional
helrp ,as may 'be needed to sltarff

open for bU'sinesli'l f'rom. 4:00 to
6:00 p.m. on Mondays and from
8:00 to 10:00 p.m. on Thlll1sdays,
and sllch other time or times as

SEOTION 3. Records and Re-
ports. The bureall shall keerp a
record of all OOIse1s of violation

ord of the collection and dilsiposi-
tionof all fines. The bureau slhall
submit summM'ized monthly re-
ports to the court anJd the villa,ge
clerk of each village of all traf-

bur-eau, of all fines collected by
ilt and of the final di'srpositiQn or
pl'es!ent ISJtatus of eV'ery cas,e under
its jUTisdiiction. Such rewrds
shall be 50 maintained as to show
aJUtypes of violationsl and the to,t-
als of each, and !shall he pubHk: rec-
oms. 'Fines and: ,costs and all other
recei!pts of the bureau shall be
diis'pQlsed of in the same manner

SEGTJON 4. Obligations. Ohli-
gatioDls may be incurred from the
J?int munic~pal courl appropria-
tion.
SECTION 5. Effective date.
This ordinance is in furtherance of
a r-eS'olution of the Village of
Shorewood authorizing and €IS!.
tablishing the joint municipal

shall be in force and elf!fect from

OF HIGHWAYS WITHIN THE
VILLAGE OF SHORE,WOOD IN-
CORPORATING PROVISIONS
OF THE STATE HIGHWAY
TRAFFIC REGULATION ACT
BY REF'EREiNGE AND
IMPOSING A PENALTY FOR
THE VIOLATION THEREOF.
The Village CouncH of the Vil-
lalge o,f Shorewood, Minnesota,
do'es ordain as follows::
SE,CTION 1. Highway Traffic
Act Incolrpomted by Referene!e.
The regulatory prorvlsiion of Min-
neso,ta Statutes, 19'45, Ghap'ter 1619',
as 'amended by Laws 1'9,47, Laws
19'49, Laws 1951, LaWiS' 1953, Laws
19515, Laws 1957, LaWis 1959, and
Laws 1'961, are hereby adopted as
a traffic oJ)dinlance reguUating the
use .of highways.,. streets, and aI.
leyis in the village and al1e hereby
incorporated and made a pam of
this Ol'dinance as 'complelooly as if
set out herein in full.
SECTION 2. NQ P'arkiIllg and
Lmited Parking ZQnes,.
The Village Council may, from
time to ,time, by motion or l'eSIO-
lution designate PQimiQins. of the
highways and stree:bs within the
Village of Shorewood as no park-
ing zones or limited parking zones
and 'shall cause such zones to be
marked by appropdalte signs,. The
location of Isuch si,gns: limiting
parking shall be prima facia evi-
dencethatthe Village Council ihas
iby prQiper resolution or mQition au-
thorized the establishment Qif such
no parkiing or limited parking
?lQines. The Council ,shall make a
determination ,of :su,ch no parking
zones 0'1' limited parking zones, on
Ithe b:asl~sQif convenience to the
,puiblic and tmiffic hazards. No
person shall park any vehicle in
'a no parking zone, OT any limited
parking zone for a longer period

SECTION 3. Palssing SchoQl
Buses.
The driver of a vehicle upon a

way fQir the purposle of receiving
or discharging any school child or
children, 'shaH s:top the vehicle

SECTION 4. Driver's Licens,e -
Vehicle Ownel'ship - Licens:eRe-
qurired.
No person shaill drive or operate

SECTION 5. Stopping or Park-
ing On Park Or Public Lands,.
No person ,shaill stop, stand, or
park a vehicle or Qipera,te any ve-
:hicle, or ride any :bicycle 0'1' horse,
eXjcept in compliance with the di-
rections of a PQilice offker, on
any park property or Qither public
'grounds within the limits: of the
Village of ShQirewood,ex.ciept when
sUich areas are designated fOT any
ofsiUch uses, and Is,igns poohihiting
any .of such uSies on .any park pro-
perty 'or public grounds. IS1hall be
complied with.
SECTION 6. Careless Driving

Any pel1sQin who <kives any .ve..
hide in such a manner on any
publi,c or private grounds or p!ark-
ing lot or on the frQizen surface
of anybody .of wateT within the
limits 'Or the harbor limits of or
adjacent to the limits of the Vil-
lage, so as :tQi ind:icate a disre-
gard for the slaf'ety of personlS or
property, shall he guilty of care-
less driving and such clarelesls: driv-
ing is a misdemeanOT.
SECTION 7. Pena,lty.
Any violation of the pTovisio'IJjs,
hereof or of the statutes adopted
by recfe,rence in SectiQn 1 is a vio-
latiQin 'Of tMs ordinance when it
occurs within bhe Village of
8hoTewood. Any perSQn thus vio-
h\;ting any prQivisliQin of this mxli-
nanceshall be guilty o.f a misde-
me!anOT and shall be punished by
a fine of not to' exceed $100.00, or
by imprisonment in the County
J ail not to exceed 9.0 days'; hut, if
a minimum fine or imprisronment
is prels1cribed by the StlJate Higlh-
way Tra:D:Dic Act for ,an offens,e,
such penalty :shall apply to a. per-

under this ordinanc'e.
SECTION 8. Repeal.
OJ)dinance No. 17 .of the Village
of ,ShQirewood is hereiby repealed.
SECTION 9. Effect.
This ol'dinance Ishall take effect
from and after its! pasSlage and
publication by law.
