CONVENE WORK SESSION MEETING Mayor Love called the meeting to order at 11 :22 P.M. A. Roll Call Present: Mayor Love; Councilmembers Garfunkel, Lizee, Turgeon, and; Administrator Dawson; Engineer Brown; Finance Director Burton; and Planning Director Nielsen Absent: Councilmember Zerby and Attorney Keane B. Review Agenda Without objection from the Cowlcil, Mayor Love proceeded with the Agenda for tlus evelung. 2. CAPITAL IMPROVEMENT PROGRAM 2004-2008 Administrator Dawson explained the Council had reviewed the fIrst rough draft of the 2004-2008 Capital Improvement Program (ClP) during a Work Session on June 23, 2003. At the request of Council, Staff had revised the CIP to include items related to the Mmucipal Water System, Municipal State Aid Roadway System, Storm Water Management, Public Facilities and Office Equipment, Parks, and Land and Open Space Acquisition. He also noted the ClP did not automatically commit the COtfficil to implement any of the projects listed in it; rather it was to be used as a planning docunlent to focus resources for flllancial planning. Individual projects were to be approved in the annual budget process and later authorized for purchase or award of contract as appropriate. Mayor Love thanked Staff for its efforts in bringing forth such a comprehensive ClP and stated he appreciated the work completed. Cowlcilmember Turgeon also thanked Staff for its efforts and requested clarifIcation in the CIP to designate where "negative borrowing" occurred within the MSA segment of the CIP. Engineer Brown also stated he would be revising the certain costs for the County Road 19 intersection project and would identify appropriate funding sources within the ClP. 3.
