CONVENE BOARD OF REVIEW WORK SESSION MEETING Chair Love called the Work Session meeting to order at 5:36 P.M. A. Roll Call Present: Chair Love; Board Members Turgeon, Garfunkel, Lizee (arrived at 5:40 P.M.), Zerby (arrived at 5:50 P.M.); Administrator Dawson Absent: None B. Review Agenda Board Member Lizee arrived at 5 :40 P.M. 2. PRESENTATION OF REPORT TO BOARD OF REVIEW BY HENNEPIN COUNTY ASSESSOR'S OFFICE REPRESENTATIVES BILL DAVY AND TOM KUNIK Senior Assessor Davy reported that market values throughout the Twin Cities are up. He passed around booklets containing the pertinent sales study statistics in regards to Shorewood for the 2002 assessment period running October 1,2000, until September 30,2001. He stated that during that period there was a total of 88 residential sales, 11 of which were on the lake. Davy explained that the County takes all of those actual sales and compares them to the sale prices on January 2, 2001, which gives them an idea of just how much the market had changed by looking at the sale price versus the assessment. Davy reported that offlake properties were adjusted approximately 15.1 % and on lake properties 11.3% in order to meet Hennepin County sales ratio standard of 95-96%. In comparison to other cities, an adjustment of 11 % is low, which can be attributed to previous years of adjusting lake shore properties more accurately. He added that six of the City's 49 double bungalows sold this year, which is a good sample of over 12%, and showed an increase of20% in assessed value. In regard to phone calls received by Hennepin County, of the 85 calls, over half have been purely of an informational nature. Since notices were released, 27 interior inspections have been performed by Davy and Kunik, 15 of which were adjusted downward. The remaining 12 have been notified that there will be no change upon review. Others may simply require a call back to the owners to explain the changes. While Davy pointed out that Hennepin County has just about wrapped up all of its reviews, Kunik added that a few late calls tend to trickle in that they will be continuing to follow-up with. Chair Love asked if they and the County have found they are able to resolve the questions that arise with the home visits and discussion. Davy stated that much of the concern centers on the need to explain to people where they compare City-wide and point out to them that they have not been singled out among their neighbors. . . . .. BOARD OF REVIEW WORK SESSION MEETING MINUTES April 8, 2002 Page 2 of2 In the past, Chair Love stated that a few property owners have come before the initial meeting of the Board of Review, asking for an appeal process in which the Hennepin County staff have come back with information regarding comparable properties and been able to discuss the assessment point-for-point. While the sales booklets are useful tools, Chair Love questioned how the staff would handle the situation if property owners came to the meeting and what sort of data would Hennepin County provide when reporting back on these properties. Davy stated that they would want to perform interior inspections on the properties, defme sales and provide a comparable grid to the homeowners. While the Board has been very supportive of past assessments by Hennepin County, Chair Love believed in the need to show the process to the public. Davy stated that although they use a mass appraisal system, individual concerns could be addressed more thoroughly. Often times by merely helping people focus on the percent increase year-to-year makes a difference. Board Member Zerby arrived at 5:50 P.M. Chiar Love inquired whether it would be possible to meet again if there are any unresolved reviews to examine. Davy stated that currently there are four to eight reviews that could be followed up. 11.
