CITY OF SHOREWOOD CITY COUNCIL WORK SESSION MEETING MONDAY, APRIL 22, 2002 5755 COUNTRY CLUB ROAD COUNCIL CHAMBERS 8:30 P.M. or immediately following Regular meeting MINUTES 1. CONVENE CITY COUNCIL WORK SESSION MEETING Mayor Love called the meeting to order at 9:24 P.M. A. Roll Call Present: Mayor Love; Councilmembers Garfunkel, Lizee, and Turgeon; Administrator Dawson; Attorney Keane, Engineer Brown, Finance Director Burton, and Planning Director Nielsen Absent: Councilmember Zerby B. Review Agenda Without objection from Council, Mayor Love proceeded with the Agenda for this evening's Work Session Meeting. 2. DISCUSSION ON SMITHTOWN ROAD IMPROVEMENT PROJECT Administrator Dawson explained the purpose of the meeting this evening was to gather Council's input regarding providing a firm direction to the City's consultant for the design of the Smithtown Road Improvement project. Mayor Love stated he had attended the City's Open House meeting regarding this project and found a compelling number of residents interested in having an offstreet walkway along Smithtown Road. He believed it important to examine the issue further as he had seen a number of names submitted to the City indicating interest, and had also spoken with the principal of Minnewashta School regarding the impact of the project as well. Councilmember Garfunkel stated a design for the road reconstruction had been received, and he also noted neighborhood interest had arisen regarding an offstreet trail; however, he was concerned that the projects need not necessarily be linked together, as he did not want to delay the reconstruction project to decide if a walkway would be constructed as well. Engineer Brown explained a number of possible options regarding the design phase of the reconstruction project as it related to a trail along Smithtown Road. He noted various State Aid monies were available depending on which options were chosen for the trail. Engineer Brown also stated the reconstruction of the roadway was to be funded through Minnesota State Aid monies regardless of options chosen for a trail. . . . "" CITY COUNCIL WORK SESSION MEETING MINUTES April 22, 2002 Page 2 of 2 Much discussion ensued regarding the process of the project as well as concern for acquiring right-of- way for the project. Attorney Keane stated it would be prudent to begin to address right-of-entry issues at this time. Councilmember Lizee suggested phasing the project over the next two years, or constructing the westerly end of the trail before the easterly end. Attorney Keane questioned Engineer Brown as to how field conditions affected the placement of the trail on the northerly or southerly side of the road. Engineer Brown responded that, based on field conditions of the western end of Smithtown Road, it would be make sense to construct the trail on the north side of the road. This also applied to the eastern end of Smithtown Road as well. Councilmember Garfunkel questioned the need for a two-part reclamation project on the roadway. Councilmember Lizee stated it was important to put trails where they were wanted. It would make sense to do all the construction work at one time and be able to work within the granted right-of-entry and right-of-way. Councilmember Garfunkel questioned the utilization of the City's trail process in this matter. Mayor Love stated numerous names had been submitted in wliting to stmt that process, and a groundswell of interest had been indicated for a trail in the western m'eas of Smithtown Road. Additional discussion ensued regarding differing styles and locations for a trail on the eastern end of Smithtown Road. Engineer Brown stated as a result of this evening's discussion, a design proposal would be available from WSB & Associates, with a four-foot-wide shoulder on the easterly portion of Smithtown Road extending from Country Club Road to Eureka Road, and continue from approximately Eureka Road to the City border with an offstreet walkway. He further explained, what type of walkway to include, either a six- foot concrete walkway or an eight-foot asphalt walkway, for the westerly portion of the project would be determined as part of a Neighborhood Meeting with residents. 3. ADJOURN Turgeon moved, Garfunkel seconded, Adjourning the Work Session Meeting of April 22, 2002, at 10:20 P.M. Motion passed 4/0.
