SECTION VI VI. IMPLEMENTATION PLAN RECOMMENDED ACCESS PLAN FOR TH 7 The recommended access plan for the TH 7 corridor from TH 101 to TH 41 is shown on Figure 35. The recommended plan between TH 41 and Minnewashta Parkway is for a five- lane highway with a center left-turn lane and consolidation of access points. In this plan major signalized intersec- tions would be located at TH 101, Vine Hill Road, Christmas Lake Road, CR 19 and TH 41. This would provide approxima- tely one mile spacing between signalized intersections. Grade separated access to TH 7 would be provided at St. Alban's Bay Road/Covington Road and at Mill Street. The ' incremental costs of providing these interchanges is not significant and they result in a higher level of mobility and safety on TH 7. The intention of the recommended access plan is to provide a framework for the improvement of TH 7 by specifying the locations for access to TH 7 and the manner in which this ' access might be accomplished while still providing reaso- nably convenient and suitable access for existing residen- tial and commercial land uses which currently have direct access to TH 7. It is not the intention of the plan to spe- cify a particular design at a given location or to determine the exact placement of frontage roads or other roadways shown in the plan. ' For example, the plan indicates an interchange at St. Alban' s Bay Road and Covington Road and shows hook ramps ' providing access to the adjacent frontage roads. The recom- mendation is that access be provided to TH 7 at this location through an interchange rather than another signalized at- grade intersection and the plan shows one way in which this ' might be accomplished. However, there may be other designs which would accomplish this objective and better meet other objectives in this area. Another example is the recommended half diamond interchange at Mill Street. The recommendation is that the current ' design be modified to provide access to and from the east on TH 7 from Mill Street through right-hand entrance and exit ramps. The plan shows one way in which this might be accomplished. However, other designs are possible which 113 would accomplish these same objectives and need to be eva- luated relative to the goals of the affected cities and agencies at the time detailed plans are developed for this project. Other projects which fall into this category include the extension of the north frontage road to TH 101 in the TH 101/Minnetonka High School area, the widening of Delton Avenue, the realignment of Galpin Lake Road to intersect with TH 7 at Water Street, and the upgrade of the Vine Hill Road intersection. The recommended plan for upgrading the Vine Hill Road/TH 7 intersection is shown on Figure 36. This plan shows how the intersection could be upgraded with a minimum of impacts on the existing residential and commercial areas. The plan would not require any right-of-way from existing residential properties and would not require relocation of any of the existing businesses at this intersection. The recommended functional classification of roadways is ' shown on Figure 37. The recommended functional classifica- tion of roadways is the same as the existing except for designation of Covington Road and St. Alban' s Bay Road as a collector roadway. A list of the projects and construction costs involved in implementing this plan are outlined below. ' i 122 II IFUNDING PLAN I Outlined below is an identification and brief description of candidate sources to fund the recommended improvements to TH 7. IIo Federal-Aid Primary (F.A.P.) - This funding program is only applicable to the state primary highway system, which includes TH 7. The program is 76.74% federally II funded and 23.26% locally funded. Mn/DOT generally uses these funds for major improvements to the Trunk Highways. Mn/DOT developes a six year statewide program; no funds Iare currently programmed for TH 7. o Hazard Elimination Safety (HES) - This safety program is designed to fund smaller improvements that are oriented II to reducing accidents. The federal share is 90% and the local share is 10%. Mn/DOT prepares a two year statewide program; presently three projects are programmed: I Christmas Lake Road/TH 7 intersection ($250,000) , County Road 19 signal ($80,000) , and Vinehill Signal Revision and Channelization ($70,000) . Io Bridge Replacement - This program is exculsively designed to replace bridges. The federal share is 80% and the local share is 20%. Mn/DOT prepares a six year (state II and/or city funds) statewide program. Presently $1,150,000 is programmed to replace the bridges into and out of Excelsior. 1 IIo Cooperative Agreement - This program covers projects in which both Mn/DOT and the city have an interest. The II city initiates the process by requesting the improvement and/or indicating its willingness to share in the cost of a state project, or indicating the municipality' s inten- tion to make certain improvements and requesting state I cost participation in the municipal project. 1985 Tthas has issued a Position Statement dated August 7, defines the division of cost for projects; the percent IIpaid by the state for construction items not paid for 100% varies from 90% to 60% depending upon whether or not the city is eligible for Municipal State-Aid Street Funds. Projects typically include roadway surfacing, II medians, intersections, frontage roads, curb and gutter, drainage, sidewalks, etc. I The following list relates the possible funding sources to the various projects to which they could be applied. ' LAKE MINNEWASHTA AREA CANDIDATE ' FUNDING PROJECTS SOURCES o Upgrade to five-lane section. Includes consolidation of access F.A.P. points. ' STAGING PLAN The recommended access plan includes several projects which ' have been programmed by Mn/DOT and where immediate improve- ments are needed. These projects include: o Upgrading of Vine Hill Road/TH 7 intersection. o Upgrading of Christmas Lake Road intersection. o Reconstruction of the existing ramps and interchange into Excelsior at Mill Street and 2nd Street. o County Road 19 traffic signal . It is recommended that these projects be implemented as soon as possible. The remaining projects are divided up into two levels of priority; high and low. The high priority pro- jects include: o Upgrading of Delton Avenue from Excelsior Boulevard to Vine Hill Road. o Closure of Slip Ramp to High School from eastbound TH 7. ' 126 1 i o Closure of Sparrow Road access and loweringof grade on p g a e frontage road. o The construction of the interchange at St. Alban' s Bay Road/Covington Road. o Closure of right-in/right-out access between Vine Hill Road and Covington Road. o Realignment of Galpin Lake Road intersection to Water Street and extension of Chaska Road to Galpin Lake Road. o Closure of Chaska Road access to TH 7. o Upgrade of isolated intersections on TH 7 between TH 41 and Minnewashta Parkway. o Upgrade of Minnewashta Parkway intersection with TH 7. As part of these projects any of the existing access points to TH 7 should be closed where reasonably convenient and suitable access is provided by the project. ' The projects on the lower priority list include: ' o The extension of the frontage road on the north side of TH 7 through or behind the 7-HI Shopping Center. o Closure of the slip ramp to eastbound TH 7 from the south frontage road by Minnetonka High School . o Closure of the right-in, right-out access from and to ' westbound TH 7 just west of TH 101. o Upgrading of south TH 7 frontage road between Old Market ' Road and Vine Hill Road. o Construction of frontage road on the south side of TH 7 from Christmas Lake Road to Old Market Road. Io Five-lane section on TH 7 between TH 41 and Minnewashta Parkway. Implementation of the various projects would follow the nor- mal Mn/DOT project development process. 127
