Background:
In March of 2022 the Council commissioned a study by the IPM Institute pf North America, Inc. to assist
the City in developing an integrated pest management plan to provide guidance and recommendations
for the City’s pesticide and herbicide practices that would be consistent with the 2014 and 2022 council
resolutions. Following completion of the study and initial discussions with the Council at its 2023 retreat,
staff has prepared the attached workplan to begin implementing and evaluating recommendations from
the IPM study during the 2023 growing season.
Evaluation of the various actions, including their effectiveness, cost-benefits, and degree of alignment
with community expectations, including Resolution No. 22-135, will inform workplans, budgets and
areas of focus in subsequent years. It is important to note that activities proposed in the workplan may
be limited by budget and resources. The 2023 workplan is proposed with the long-term goal of providing
high-quality, well-maintained parks, fields and amenities in Shorewood that meet community
expectations in an environmentally conscious manner.
Following discussion and Council direction at this work session, staff will hold an open house in early

April to take comment on the draft workplan. A final workplan will be presented to Council on April 24.
Financial or Budget Considerations:
The City has budgeted $45,000 in 2023 for the work included in the draft work plan. Additionally, a DNR
grant for buckthorn removal will supplement the budget, and the hopefully existing relationships with
athletic associations for field maintenance will extend resources.

Feedback on the draft plan is requested.
