ADJOURN Item 2 City Council Work Session Item Title/Subject: Council Candidate Applications and Interviews Meeting Date: June 12, 2023 Prepared by: Marc Nevinski, City Administrator Background At its meeting on May 22, 2023, the City Council declared a vacancy following the resignation of Council Member Johnson. The Council then directed the vacancy to be noticed and solicited applications from eligible residents interested in completing the term. The deadline for the application was Friday June 9 at 12:00 PM. However, this deadline is being extended to Tuesday th June 20 at Noon due to technical concerns with the application software and the need to ensure that no applications were missed. T wo options were provided for residents interested in filling the vacancy to apply. One option included a PDF form which could be completed and then emailed or delivered to City Hall. A second option was to complete a fillable web-based form which generated an email submission. Three individuals applied to fill the vacancy. One individual opted to email a PDF application. The other two individuals reported using the web-based form and experienced a problem with the submission not being processed and emailed, despite receiving confirmation their submission was successful. The applicants reported seeing a flash and then a blank form after submitting it. They ultimately completed the web-based form and emailed screen shots of their application. Tests of the web-based form by both staff and the website host indicated the form was functioning properly and emails with the test submissions were received. Review of email deliveries by the City’s IT consultant located the test emails but did not locate emails from the applicants. Similarly, the web host could not determine if other parties (other than the test emails) had attempted to submit an application. Due to this technical concern with the web-based form, and to ensure that all interested residents have been able to apply successfully, Council should interview the three candidates who have submitted th applications as planned and extend the application deadline to Tuesday June 20 at noon. If additional th applications are received by the deadline, the Council can interview those candidates at the June 26 work session and select a candidate at its regular meeting. This will maintain the current schedule to fill the vacancy and ensure all interested applicants are considered. Staff will inform the public of the extension using all available media. Item 3 City Council Work Session Item Title/Subject: Appointment to Minnetonka Community Education Advisory Council Meeting Date: June 12, 2023 Prepared by: Marc Nevinski, City Administrator Background The Minnetonka Community Education (MCE) Advisory Council advises and supports the MCE Executive Director by providing input on current and potential programming, and on community needs and interests. The advisory council serves as a forum for discussion of community opportunities and challenges. Members actively participate in four to five meetings per year. Furthermore, members advocate for Minnetonka Public Schools, and the Minnetonka Community Education program to neighbors, friends and community members and volunteer as time permits. Appointment to this advisory board is historically an annual appointment by the City. Currently the seat is open and the term expires January 31, 2024. The MCE Executive Director has expressed the importance and value of the advisory board to Community Education. Following adver?sement of the opening in the City newsle?er, social media, webpage, and message board, the City Council conducted interviews on June 12, 2023 of one interested applicant.
