This 10-minute video includes an overview of street projects and other city improvement projects, park updates, budget information, public safety updates, the current status of our desired Highway 7 improvements, and more. The biggest change is that the farm animal license must be renewed every year, much like dog licenses. Another change is that chickens must be kept in areas that are fully enclosed either by coops or enclosed pens. Nets may be used as an alternative to roofed structures. Setbacks from enclosures to property lines and other structures have also changed. Permitting is now fully online using the same permit portal used for building permit applications. To make the new rules easy to understand, the city has a new handout to help explain the requirements, which you can find on the city’s website under Government/City Departments/Planning and Protective Inspections/Building and Zoning Handouts/Checklists. Recreational fire permits needed annually A FREE recreational fire permit from Excelsior Fire District is required for any wood-burning recreational fire in Shorewood. This includes backyard fire pits. Permits are not required for barbeque grills or natural gas or propane fire pits. Fires used to dispose of debris are not considered recreational fires. Yard waste, including grass, leaves, branches, twigs, garbage and recycling, must be disposed of through your trash or recycling hauler, a drop-off location, or backyard compost. It is important for air quality that these materials not be burned. Download a free permit form at excelsiorfire.org, or pick one up at Shorewood City Hall. New permits are issued each calendar year. Please leash your dogs Dogs using Shorewood parks, trails and public spaces must be on a leash six feet or less in length. Voice command, retractable or electronic leashes are not permitted substitutes. None of Shorewood’s parks are off-leash dog parks. Please use the free dog park in Lake Minnewashta Regional Park, 6900 Hazeltine Blvd., Chanhassen (Hwy 41). To report off-leash dogs in Shorewood, please call 911 for the animal control officer. Does your summer landscaping project require a zoning permit? Many popular summer projects require zoning permits even when they don’t require a building permit. Examples include: small sheds, at-grade patios, sport courts, pergolas, driveway expansions, retaining walls between two and four feet, swing sets and play structures over 64 square feet or six feet in height, outside fireplaces and cooking facilities. Even if your contractor tells you that these are just landscaping projects and don’t require permits – beware! The property owner is always liable for projects that don’t meet the city’s zoning requirements. Handouts for many projects are included on the city’s website under Government/City Departments/ Planning and Protective Inspections/ Building and Zoning Handouts/Checklists. Yard Self-Evaluation Now that the snow is melting, it’s time to take a close look at the outside of your property the way your neighbors see it. To avoid being the subject of complaints and code enforcement action, please take action to properly dispose of the following: • Piles of pet waste that are now visible after being buried by snow all winter. • Construction materials left over from a project that was long-completed or never begun or those piles of hobby materials you never quite get to. • Vehicles and recreational vehicles/ equipment stored on your property that are not licensed or operable. • Indoor furniture and items that weren’t designed for outside use. • Ripped up tarps and garbage that may have blown into your yard. • Discarded appliances and televisions. SPRING CHECKLIST Warm weather is just around the corner! Here are a few items to remember this Spring... Get ahead of outdoor activities by purchasing a recreational fire permit. Learn if your summer construction project(s) will need a permit. Self-evaluate your property and do some spring cleaning. Obtain or renew dog and farm animal licenses. Reserve rental space for an upcoming event. Register for a program or event with Parks and Recreation. Bring confidential papers to be shredded at the city’s FREE paper shredding event on May 20! Curbside Dumping Although reuse is encouraged by the city, having free items dumped at the curb is not. The city gets many complaints about items left for periods of time at curbs and in the public rights-of-way. Please use tools such as Facebook Marketplace and NextDoor.com to give away your usable items instead of leaving them by the curb. Organics Drop-Off Shorewood residents can take advantage of free residential organics drop-off sites. Visit our website to learn more and register. A limited number of container trees will be sold individually at wholesale prices. Ordering for the annual tree sale is available only to Shorewood residents beginning at 8am on April 3. Orders are taken in the order they are received until all trees are sold. The trees must be picked up from Shorewood Public Works the first week of September. Shorewood residents and previous year gardeners have the opportunity for priority registration, followed by non- residents. All garden plots are 10’ X 15’ in size. Garden sites are prepared by the public works department and ready for planting in May, weather dependent, and must be completely cleaned out by the gardener in October. Rebate funds are limited and processed in the order they are received until all funds are spent. Learn more about the rebate program on the city’s website. Market Value Notices from Hennepin County You likely have received your property value notice from Hennepin County or will be receiving it very soon. If you have any questions regarding this notice, please call the phone number provided on your notice to speak to the appropriate appraiser or assessor for your jurisdiction. Many times, questions can be answered, and concerns resolved during this initial phone conversation. If circumstances warrant additional valuation or classification review, or a virtual inspection, the assessor may arrange for that as well. Taxpayers may call their assessor (contact information is on the notice) any time up until the County Board of Appeal and Equalization (CBAE) deadline for appointments on May 17, 2023. Rental Housing program and need for license Short term rental of homes in Shorewood (under 30 days) is prohibited. Additionally, every home that is rented out must be licensed. ROADS & CITY PROJECTS Birch Bluff All trees anticipated for removal have been marked with a dot of pink paint at the base of each tree. If residents have any questions on trees, please contact City Engineer, Andrew Budde at 952.960.7910 or cityengineer@ci.shorewood. mn.us. Trees will be marked with a large “X” a few days prior to actual removal. Strawberry Lane, Strawberry Court & Peach Circle Trees have been trimmed around the power lines to allow for Xcel to relocate their poles and lines ahead of the street and utility construction. In March, the contractor began clearing trees needed to allow for street and utility work. Once the trees are cleared, private utility companies (Xcel, Centerpoint, Lumen, etc.) will begin their relocation work. This relocation work will continue through the end of the month of April with companies coming to the site at different times. Please anticipate a lot of noise and some short duration obstructions in the street at times during this work. Watch for road weight restrictions Visit the city website for road weight restrictions this Spring. The City of Shorewood follows the MnDOT guidelines for restriction dates. If you have construction work performed, are moving, or having heavy deliveries, make sure the contractors know the restriction weights. Mayor Labadie Visits the White House On March 1, 2023, Shorewood Mayor Jennifer Labadie attended a meeting at the White House “Communities in Action: Building a Better Minnesota.” The meeting provided local Minnesota leaders the ability to discuss and learn how federal legislation such as the bipartisan Safer Communities Act, the American Rescue Plan, the bipartisan Infrastructure Law, and the more recent Inflation Reduction Act impacts their local communities. Congressman Dean Phillips invited Mayor Labadie to attend this meeting where she represented not only the City of Shorewood but the entire Lake Minnetonka area in Washington DC.
