Dear Glen/Amlee/Manitou Road Neighbors, As the Shorewood City Council moves forward on Glen/Amlee/Manitou Road's 61h water, curb and gutter project feasibility plan (completed every 4 years since 1988) at a cost of $90,000+ for each, all with same conclusions, please consider the following facts: The calculations expressed in current city letter skews the number of residents on Glen/Amlee/Manitou who want city water or curbs/gutter. Under <20% responded yes. 2. Shorewood will use the same plan as 2007 due to the restrictions on one of Shorewood's oldest street. This plan shows the destruction of 200 trees on Glen Road alone, reducing property values, as trees are often cited as adding significant value to property values in a neighborhood. Much of the push for adding city water to Glen/Amlee/Manitou comes from a recent presentation to council where they learned that major capital improvements of $2,000,000+ are needed for delayed repair/maintenance of aged city water infrastructure including where residents have not hooked up yet. Only a small portion of Shorewood is connected to city water. Watch past City Council planning meetings for full details. 3. Since 1.988, the City's engineering firm, WSB has stated that any water runoff mitigation will only achieve, at best, a 25% reduction in run off due to the water -laden areas in proximity to Lake Minnetonka. The City's retained arborist stated any -25% water runoff mitigation will be offset by positive +80% increase due to the loss of mature trees and old growth absorption of water. After the extensive 200+ tree removal needed to construct a new road with water/curbs, a +55% increase in water runoff will occur. 4. In similar water projects in Shorewood, homeowners were charged up to $14,000 for city water. The promotional $10,000 for city water is the same cost as their proposed plan in 2007. Therefore with any potential good deal, there's usually a catch. The issue is: city water access does not include the following and you the homeowner are financially responsible for retaining contractors to perform all services, such as: a. Cost to excavate and run water pipe from street to home. Cost: $6,000 - $8,000 b. Permit to hook up water Cost: Unknown C. Landscaping to repair loss of property (fyi - increased property loss proposed on the south side of Glen to straighten road) driveways, lawn after pipe is installed. Cost: $3,500 - $5,000 d. Burying power lines: 2007 plan estimated. a separate assessment of $5,000 per homeowner. e. Annual charge for water Cost: $500+ Potential future damage to sidewalks, any other static objects due to maintenance. Cost: Additional $$ g. A water softener is still recommended by Shorewood due to city's water hardness. Plus costs for filtering out chlorine (chloramines, a disinfectant), chloroform (nervous system depression, increase in kidney/liver tumors), radon (increased risk of cancer) arsenic and fluoride (a IARC human carcinogen), etc. Shorewood's water website says, `Reverse Osmosis very effective at removing inorganic contaminants. A Whole House Carbon Filter is a good preventative tool in addition to a Drinking Water System for these compounds." Reference: https://www.premierwatermn.com/water-quality/city-water/shorewood/ 5. Shorewood discussed the strong possibility of requiring wider than standard easement to accommodate larger runoff pipe (in addition to C above). The city installed the same type of road, water and runoff piping on Grant Street in Shorewood. The result? Within a few months of the water project's completion, two homeowner's foundations were breached (caved -in) resulting in the city having to purchase both homes after lengthy homeowner lawsuits. Later, WSB Engineering (the city's contracted, out -sourced engineering firm for which Shorewood's City Engineer Alyson Fauske is employed) stated the only solution was to tear out the new project (road, curb and water infrastructure) and demolish both homes to create a water- retention pond. WSB was not held liable for mismanagement or incompetence. This multi -million dollar taxpayer boondoggle has been intentionally kept from Shorewood residents. ki. If your foundation is breached or you have (increased) water in your basement after the City's install of water, curb, gutter, you will likely need to retain an attorney and file suit against the City. There are currently two active lawsuits against Shorewood for water runoff problems on Glen Road. %. At the City's recent open house in December 2018, Larry Brown (Shorewood's City Public Works Director) confirmed they have no plan as to where the water could be diverted to. Although the 2007 feasibility plan (and previous plans) show the primary runoff to be channeled behind all homes on the north side of Amlee, where current swamp exists in our neighbor's backyards or midline between two homes on Glen Road. 8. Shorewood Mayor Scott Zerbe and Council have stated city water hookup is optional; however only a simple majority vote by current council or future council could mandate hookup to city water. Once water is in, you could be forced to hook-up to city water and pay to have your well capped. The City's other option discussed was denying well permits for routine maintenance or a new well; forcing the hook-up to city water. Mayor Zerbe and Council Member Saikel stated the City of Shorewood is losing money on the "optional" water choice throughout Shorewood and that something must be done. 9. In November 2018, Council Member Debbie Siakel introduced a punitive, our -way -or -the - highway measure to financially assess homeowners for basic road maintenance if residents voted down water/curb/gutter project.
