Background
Minnesota State law requires all public jurisdictions such as cities, counties, and school districts
to eliminate any gender-based wage inequities in compensation to submit reports to Minnesota
Management and Budget (MMB). MMB staff assists local government employers in
implementing this law. In 1992 the division began analyzing reports from local governments to
ensure that compliance is achieved and maintained.
Pay Equity is a method of eliminating discrimination against women who are paid less than men
for jobs requiring comparable levels of expertise. This goes beyond the familiar idea of equal
pay for equal work where men and women with the same jobs must be paid equally. A policy
to establish pay equity usually includes 1) that all jobs will be evaluated and given points
according to the level of knowledge and responsibility required to do the job; and 2) that salary
adjustments will be made if it is discovered that women are consistently paid less than men for
jobs with similar points. The City is required to file a report every three years. The City is
required to report the job evaluation method used, the total payroll for the calendar year just
ending, post an official notice of the report informing employees that the Pay Equity
Implementation Report has been filed and is available upon request and that the report was
approved by the governing body and signed by the Chief Elected Official.

Staff recommends the council adopt Resolution 24-009 Approving the 2024 Pay Equity Report
for the City of Shorewood.
Motion, second and simple majority vote is required.

A RESOLUTION APPROVING THE 2024 PAY EQUITY REPORT
WHEREAS, pursuant to Minnesota MN State law requires all public jurisdictions such as cities,
counties, and school districts to eliminate any gender-based wage inequities in compensation
to submit reports to Minnesota Management & Budget (MMB); and
WHEREAS, MMB staff assists local government employers in implementing this law. In 1992,
