Letter Request and CommunicationRECEIVED DEC -1 2019 Planning Committee /Marie Darling November 30, 2019 Shorewood City Hall CITY OF SHORE 0D Dear members, Again, I am coming with the request of better management of excessive lighting from Shorewood Landing Senior Living. Last year I presented to the Planning Committee, suggestions to up- grade the Lighting rules in the City of Shorewood. The reason I presented this was because my property and the surrounding properties around the new build, Shorewood Landing on Chaska Road, have been violated with excess lighting at night. And I witnessed other areas of the City having conflicting lighting problems. To remind you, we made the request to have special down cast parking lot lighting to limit the over flow of their light onto our property. Because this City is mixing residential and commercial we voiced our concern on the end result for us. The end product of Shorewood Landings lay out concerning lighting was to build a monument sign at the end of our driveway with lights that blind us coming out of our driveway. At Christmas time they decorated the entire top of the building with large white light bulbs. Dozens of lit up trees followed. This year they have added more lights on the ground. I enjoy decorative lights. My continuous request has been to turn all decorative lights off at 11 pm nightly. Including the lights on top of the building. I performed a neighborhood questioning of the 12 surrounding properties affected by lighting. All preferred the lights go off at llpm.(1/12/2019). I have been working on this problem for a year now. Last year my complaint to Marie Darling about the lights resulted in everything (decorative) being turned off completely. This year the complaint turned them off, then they came back on. I have contacted management at The Landings numerous times, with them ignoring me. I turned to talking with the Maintenance manager, explaining our problem with the monument sign. He did put a hood on the spot light, but it still blinds our vision entering on to the road. I also talked with him about the ability to control the outside decorative lights. It is possible, but he needs permission to do it. Did the Planning Committee change or make new rules concerning Commercial lighting? I am frustrated that another year is here, the lights are on again, and there seems to be no one to deal with our problem. You have a problem in that this City continues to mix Zones that are not compatible with Residential living. Light pollution effects people, driving visuals, animal wellbeing and neighborhood home pricing. I am looking to you to resolve this problem. The City should have this worked out. Please inform me of your actions and changes at The Shorewood Landings.( Soon to be The Pillars). They r both in the family Musteloidea, so related to weasels. I suggest the following change: "Any member of the rodent family, as well as skunks (whether or not de- scented) and raccoons, buvcluding those members otherwise defined or commonly accepted as domesticated pets;" Regards, Marc Marc Riedel, Ph.D. ` Associate Professor, Electrical & Computer Engineering; Graduate Faculty, Biomedical Informatics & Computational Biology; University of Minnesota. mail: 200 Union St. S.E., Minneapolis, MN 55455 office: 4 -167 Keller Hall email: mriedel @umn.edu tel:612- 625 -6086 cell: 612 - 275 -9878 fax: 612-625-4583 web: http: / /tinyurl.com /marc - riedel location: http: / /tinyuri.com /marc - iphone papers: httP:Htinyurl.com /marc- papers research: http: / /tinyuri.com /marc- research
