09-09-24 CC Reg Mtg MinutesCITY OF SHOREWOOD CITY COUNCIL REGULAR MEETING MONDAY, SEPTEMBER 9, 2024 MINUTES 1. CONVENE CITY COUNCIL REGULAR MEETING 5755 COUNTRY CLUB ROAD COUNCIL CHAMBERS 7:00 P.M. Mayor Labadie called the meeting to order at 7:03 P.M. A. Roll Call Present. Mayor Labadie; Councilmembers Callies, Maddy, and Sanschagrin; City Administrator Nevinski; City Clerk/HR Director Thone; Director of Public Works Morreim; Park and Recreation Manager Czech; Finance Director Schmuck, and City Engineer Budde Absent: Councilmember Zerby B. Review Agenda Sanschagrin moved, Maddy seconded, approving the agenda as presented. Motion passed. 2. CONSENT AGENDA Mayor Labadie reviewed the items on the Consent Agenda. Callies moved, Maddy seconded, Approving the Motions Contained on the Consent Agenda and Adopting the Resolutions Therein. A. City Council Work Session Meeting Minutes of August 26, 2024 B. City Council Regular Meeting Minutes of August 26, 2024 C. Approval of the Verified Claims List D. Approve Planner Hire E. Approve Communications/Graphic Design Intern Motion passed. 3. MATTERS FROM THE FLOOR Anna Quade 23675 Smithtown Road explained that she was here to discuss the status of the Smithtown Trail that was included on the 2011 trail plan which had a five- to ten-year projected priority and had not yet been installed. CITY OF SHOREWOOD REGULAR COUNCIL MEETING MINUTES SEPTEMBER 9, 2024 Page 2 of 4 Mayor Labadie noted that the Parks and Trail Plan and the Street Improvement Plans were in the process of being reworked and asked staff if there was an estimated time when the trail plan may be updated. City Administrator Nevinski suggested that staff take this issue back and put together an official report for the Council at a future meeting in order to give a comprehensive response. Public Works Director Morreim asked Ms. Quade to leave her contact information so the City could contact her directly with this information. Barry Brown, 6050 Burlwood Court, explained that at the July 8, 2024, City Council meeting he had two requests and he has not heard back from the City regarding those requests. Mayor Labadie asked staff to address Mr. Brown's requests to the best of their ability. Nancy Westman, 19515 Vine Ridge Road, explained that she was here on behalf of herself as well as her neighbors and noted that while they were not experts in the City's budget, they did have concerns. She stated that they felt that the budget lacked transparency and also did not appear to show that the City had put in any real effort into lowering the City's budget. She read a statement outlining their concerns with staff salaries, engineering services, police and fire payments compared to use of services, and employee healthcare. She outlined other areas that she felt were major concerns within the budget and suggested that the City hold some type of public forum before decisions were made because the truth in taxation hearing is held after the fact. She noted that they felt that the budget needed to be broken down into consumable chunks and explained in a way that the residents could understand it. Alan Yelsey, 26335 Peach Circle, noted that he had just attended the City Council Work Session meeting and noticed that there had been no reference made to what the public had asked for in any of their discussions. He stated that there was also no ability during the Work Session meeting for anyone to participate from home using Zoom and explained that he was adamant that was a requirement made by the Minnesota Department of Human Rights. He stated that he felt one of the councilmembers was currently smirking at him, which he found upsetting and noted that Councilmember Maddy had also refused to speak to him, which he felt was outrageous. Councilmember Sanschagrin stated that before they move on he would like to make a comment. Mayor Labadie explained that typically that would be done at the end of the meeting under Staff and Council Reports. Councilmember Sanschagrin explained that his comment related to Matters from the Floor. Mayor Labadie noted that she would give him leeway to make his comments. Councilmember Sanschagrin explained that he was in favor of holding some type of open house type meeting regarding the budget because he felt it was important to get input from the residents. 4. Report by Commissioner DiGruttolo on August 27, 2024, Parks Commission Meeting Park Commissioner DiGruttolo gave a brief summary of the August 27, 2024, Parks Commission meeting. 6. PLANNING A. Approve Request for Additional Time to Correct a Code Violation Location: 5925 Prestwick Court City Administrator Nevinski outlined the request for additional time to correct a code violation at 5925 Prestwick Court. He explained that staff was comfortable with this request, but since it was getting late in the year was recommending that this property be brought into full compliance by October 26, 2024. Sanschagrin moved, Maddy seconded, Adopting RESOLUTION NO. 24-076, "A Resolution Approving a Request for Extension to Correct Code Violations for Property Located at 5925 Prestwick Court." Motion passed. 7. ENGINEERING/PUBLIC WORKS 8. GENERAL/NEW BUSINESS 9. STAFF AND COUNCIL REPORTS AND DISCUSSION A. Staff Parks and Recreation Manager Czech reminded the Council that the September 10, 2024, Park Commission meet was canceled and that Oktoberfest would be September 28, 2024, at Badger Park from 2:00 to 4:00 p.m. He explained that the City was looking for volunteers to help out with the Oktoberfest event and encouraged anyone interested to contact him. Public Works Director Morreim stated that Public Works has been working on storm response and clean-up from the storms that have recently come through. He stated that they had also been working on other miscellaneous projects such as patching and work in the parks. City Engineer Budde noted that the contractors have been out on Strawberry Lane and Birch Bluff working on final restoration. He explained that the City had received a grant for the Shorewood Lane Ravine project for fifty thousand dollars which was helpful, but noted that there was still a significant gap in necessary funding. Finance Director Schmuck stated that staff has been working to pull together the budget in order to get the Preliminary Levy established and reported to the County by September 30, 2024. She stated that if there was a desire for an additional meeting or an open house, she asked that the Council give her direction on the goals of the meeting and how they would like the information to be presented. She stated that the City will welcome its new Planner on September 30, 2024. City Administrator Nevinski stated that later this week there will be a meeting with the Highway 7 corridor communities and noted that the recent incident that occurred on Highway 7 really highlighted the need for some action to be taken along this corridor. B. Mayor and City Council Mayor Labadie noted that earlier today the Inter -Regional Council of Mayors met and briefly outlined the topics of discussion. 10.
