Dear Mr. Woodward,
As requested, we have reviewed the information provided for 6140 Apple Road related to the costs
incurred for installing a water service. The information includes receipts from Diversified Plumbing &
Heating Inc, and Poppitz Construction.
1. Sanitary sewer services: Per City Code: 904.08; Subd 4, i, 1: costs to install a sewer service shall
be at owner’s expense.
a. No credit should be given for the costs associated with sanitary sewer service
installation in the right of way or private property. This applies to the $5000 from
Diversified Plumbing & Heating and the $1800 from Poppitz Construction.
2. Water service: Per City Code: 903.04; Subd 3, d: Properties not served by water shall pay for the
cost of the improvement or the water connection charge, whichever is greater.
a. Poppitz Construction provided a receipt for $5500 for materials & labor to tap into the
watermain and extend the service into the building. This includes work both in city right
of way and on private property. This amount credited to the WAC charge should include
the tap, service length in the right of way, and the curb stop. The length of pipe on
private property should not be credited to the WAC charge.
b. Based on the above it is estimated that $4500 of the $5500 is related to the water
service installation in the right of way and can be credited toward the WAC fee. The
remaining WAC fee to be paid is $5500.
