Introduction
With the completion of the City’s Subdivision Code update in Spring 2025, the City of Shorewood is
now undertaking an overarching review of its Zoning Code. While the City has routinely adopted
amendments to address speciflc issues, the City is in need of a comprehensive evaluation of the
Zoning Code to understand the level of effort it would take to bring the Code into compliance with the
2040 Comprehensive Plan, address inconsistencies, ensure the City’s regulations are consistent with
current State Statues, update standards, uses, and procedures that are outdated with contemporary
development market practices, and create a more user-friendly document.
The purpose of this Zoning Code Diagnosis is to provide detailed documentation of the strengths and
weaknesses of the City’s current Code and to provide a foundation for a future Zoning Code Update
process. This diagnosis is based on flndings from a review of the City’s Zoning Ordinance and 2040
Comprehensive Plan documents, as well as discussions with City Staff, the Planning Commission, and
the City Council.
In addition to this report, which summarizes the major themes for improvement of the Zoning Code
as well as feedback from Staff, the Planning Commission, and the City Council, the following code

Major Themes for Improvement
The major themes for improvement were identifled based on feedback from City Staff and their
experiences with the Code as well as input from the Planning Commission and City Council.
Improve Code Usability
The City should consider improving the Code’s usability by revising its structure, updating its
numbering scheme, incorporating graphics and tables to illustrate key concepts, and improving
consistency throughout the Code. HKGi offers the following speciflc suggestions for improving the
Code’s usability:
» Update the formatting/numbering of articles and sections to make the code easier to use
» Reorganize and relocate sections within the Code to group similar topics together. A suggested
revised code structure is attached. In particular, Section 1201.03 General Provisions, which is a
catch-all article that includes unrelated sections, should be reorganized
» Convert zoning districts’ uses and standards to easy-to-use tables

» Consolidate standards that are speciflc to a use, as opposed to the district level, into a use speciflc
standards article
» Address inconsistencies in language, grammar, and/or references
Update Zoning Districts
A main focus for this diagnosis was an evaluation of the organization of the City’s existing zoning
districts to determine necessary changes to districts, uses, and standards in order to refiect the
guidance from the 2040 Comprehensive Plan, current market demand, and state statute
requirements. In particular, this diagnosis explored the City’s residential districts and offers the
following suggestions to reduce the total number of districts:
R-1 Single-Family Residential Districts (R-1A, R-1B, R-1C, R-1D):
» Keep R-1A as an independent district. This district allows slightly different uses than the rest of the
R-1 districts. The current minimum lot size for R-1A is 40,000 square feet. Consider dropping this
requirement to 30,000 square feet. This would allow up to 155 additional lots that are zoned R-1A
today to become conforming.
» Combine R-1B with R-1C. These districts allow similar uses, with only minor differences in
dimensional requirements. R-1C should be used as the foundation for this new district as a
majority of the lots are zoned R-1C already, and the smaller dimensional requirements would
allow the highest number of lots to be conforming.
» Keep R-1D as an independent district. This district is more similar to the R-2 districts in terms of
dimensions. The main difference is that two-unit dwellings are not allowed in R-1D today. In the
future, the City could consider allowing two-unit dwellings in this district. The upcoming 2050
Comprehensive Plan update may be an appropriate time to revisit this.
R-2 Single/Two-Family Residential Districts (R-2A, R-2B, R-2C):
» Combine R-2A and R-2B into a single district. These districts allow similar uses, with only minor
differences in dimensional requirements. Use the R-2B dimensional requirements as these would
allow the highest number of lots to be conforming.
» Eliminate R-2C District. No lots are zoned this district today.
R-3 Multiple Family Residential Districts (R-3A, R-3B):
» These districts were recently updated to correspond with the Medium Density Residential land use
category (R-3A) and the High Density Residential land use category (R-3B). While no changes are
recommended at this time, the City may wish to revisit these districts in conjunction with the 2050
Comprehensive Plan update to determine whether adjustments are needed.
R-C Residential Commercial District:
» Eliminate this district, as all lots have already been developed. Rezone each lot to the appropriate
residential or commercial district based on the existing use of the land. As part of the 2050

Comprehensive Plan update, the City could discuss the creation of a mixed use land use
designation and zoning district in the future to allow fiexibility for parcels to be developed into
uses supported by the market.
Additional recommended updates related to the zoning districts include the following:
» Create a consistent naming and abbreviation scheme for the updated districts.
» Eliminate the C-2 district as no lots are zoned this.
» Adjust the district dimensional standards to conform to comp plan density requirements, refiect
contemporary building setback requirements, and eliminate unnecessary or confiicting standards
such as lot depth.
Implement the Comprehensive Plan
An important objective of the diagnosis is to identify recommendations of the 2040 Comprehensive
Plan that should be addressed with a zoning code update. A summary of the plan recommendations
that pertain the zoning code is below:
» Update zoning districts and zoning map to ensure consistency with the 2040 Future Land Use
Plan. In particular, a focus on the residential and commercial mixed use land designations is
needed.
» Ensure that new development maintains the existing scale and residential character of the
community. Avoid negative impacts to existing low density residential neighborhoods through the
use of buffering, separation, and screening requirements.
» Consider adopting or updating regulations for the preservation of natural features in the City such
as bluffs and trees.
Feedback from Staff, Planning Commission, and City Council
HKGi met with City Staff, the Planning Commission, and City Council in Fall 2025 to discuss the
diagnosis and gather input. The feedback received is summarized below:
Staff:
» Reduce setbacks for accessory buildings
» Explore appropriate areas/circumstances within the City where Accessory Dwelling Units (ADUs)
may be appropriate
» Revise administration language
- Add site plan review and street and easement vacation as procedures
- Add enforcement language
- Shift to an administrative review procedure where appropriate
Planning Commission and City Council:
» Generally supportive of proposed changes to zoning districts in order to provide more consistency
for property owners. During code update, complete additional analysis where necessary to

understand the impact of the changes. Consider unintended consequences of district adjustments
during analysis.
» Update zoning district titles and abbreviations to more clearly describe the purpose and function
of each
» Review code language around topography/steep slopes and determine if changes are needed to
