112994 CC WS Min . . . CITY OF SHOREWOOD COUNCIL WORK SESSION TUESDAY, NOVEMBER 29, 1994 COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 9:00 P.M. MINUTES WORK SESSION Mayor Brancel convened the work session at 9:00 p.m. Present: Mayor Brancel; Councilmembers Benson, Daugherty, Lewis, and Stover; Senior Task Force Chair Robert Gagne, Architect Nick Reuhl, City Administrator Bunn, City Attorney Keane, City Engineer Dresel, Planning Director Nielsen, Finance Director Rolek, and Police Chief Young. 1. DISCUSSION ON SENIOR COMMUNITY CENTER ISSUES Mr. Robert Gagne, Chair of the Task Force, made brief introductory comments and acknowledged the support of City Administrator Bunn in the work of the Task Force. Bunn presented and reviewed an "Early-Start Time Line from December 1994 through June 1995" covering establishment of a corporation, operations agreements, design and management, and funding for a Southshore Senior/Community Center. Be presented suggestions for each component developed in conjunction with the task force. The Councilmembers discussed the structure of the corporation, funding of the project, and responsibilities. Mr. Jerry Sjoberg, a member of the Task Force, Mr. Reuhl, and Bunn responded to questions and concerns posed by the Council. The Councilmembers generally agreed that appropriate acknowledgement of other cities' financial participation is important, but that ownership, control, construction, and operation of the center must be independent from any of the cities involved including Shorewood. Mr. Reuhl outlined the conceptual design of the center and the processes and financial requirements for completion of the project. The consensus of the Council was that the Task Force, with assistance from the staff, develop a structural framework and organization for the Southshore Senior/Community Center for the Council's consideration, at its next meeting, in order that the other processes related to the Center can proceed expeditiously. 2. CONSIDERATION OF APPLYING FOR GRANT FOR NEW POLICE OFFICER Police Chief Young referred to his November 8, 1994 memorandum detailing availability of Federal grant funds for hiring police officers. Application must be made by December 31, 1994. Young noted a meeting of the Coordinating Committee is not scheduled prior to the deadline, but that the Mayor may request a special meeting to consider the matter. Following discussion, it was the consensus of the Council that it was in the best interests of the City to apply for the grant to hire an additional police officer. Brancel stated she would call a meeting of the Coordinating Committee to facilitate preparation of the application prior to the deadline. .. .. . . .
