Tuesday, October 12, 1999
The meeting was called to order at 5:47 p.m. by Acting Chair Fred Bruno.
ROLL CALL
Present - Acting Chair Fred Bruno, Donna Woodruff, Paula Berndt, Tom
Schmid and Joel Jurgens. Also present City Administrator Jim Hurm.
Arrived at 5:48 p.m.-Lucinda Kirchner.
Absent Dave Gosen.
AGENDA
Paula Bernt asked to add an agenda item as New Business as #3D. The addition
concerns residential composting.
APPROVAL OF MINUTES
• Donna Woodruff moved and Lucinda Kirchner seconded that the minutes be
approved with no changes. Approved 6/0. Jim Hurm left for another meeting.
MISSION STATEMENT
There were Mission Statement suggestions submitted by Donna Woodruff, Fred
Bruno, Lucinda Kirchner and Paula Bernt. There was discussion by all that the
statements were similar. Lucinda moved and Joel seconded that the statement by
Fred Bruno be adopted. Approved 6/0.
The Mission Statement is as follows:
The mission of the Land Conservation and Environmental Committee is to
implement a process which will permanently protect and increase natural
open space in the City of Shorewood, to serve as an educational resource of the
City Council, commissions and property owners regarding land protection options
and the benefits of a continuing land conservation effort, and to assist, guide, and
coordinate environmental issues and education.
BYLAWS
• Tom Schmid will be the Bylaws Subcommittee and submit an outline for the bylaws
for the next meeting.

• WORK PLAN
L Fred Bruno had submitted a potential list for the Work Plan, including the need
for an intern to assist this committee. Joel Jurgens stated that he has worked with
Jim Hurm, who has written a job description, which Joel Jurgens has sent it to
several potential candidates in the College of Natural Resources at the University of
Minnesota. Joel Jurgens had talked to some professors, also. Thursday, October 14,
1999, Joel Jurgens will meet with the students to get an idea of interest in the
internship. Fred Bruno suggested that the be a more equal emphasis in land
conservation and environmental issues than the job description states. Joel Jurgens
believed that Jim Hurm has also sent the job description to Metropolitan State and
Mankato University. There is a deadline of October 29, 1999 in the job description,
but Fred Bruno stated that there should be no arbitrary deadline, because it is
important to get a the best candidates. Joel Jurgens agreed to be the Intern
Subcommittee. See attached Job Description.
2. Fred Bruno suggested that another Work Plan item might be the project currently
called Gideon's Glen. Fred reported that he had already worked with Mayor Woody
Love and Planning Director Brad Nielsen on a walk-through of the 6 acre property.
Fred Bruno stated that he had a copy of an application for a grant that he believed
the City of Shorewood would be completing. The grant deadline is October 29,
• 1999. Paula Berndt suggested that the committee should see the property. It was
agreed that Planning Director Brad Nielsen or City Engineer Larry Brown would be
invited to accompany the committee to give background and answer questions.
Paula Bernt asked about how this property would benefit the public.
Mayor Woody Love and City Administrator Jim Hurm joined the meeting at 6:38.
Mayor Love said that the Watershed District will pay for wetland deliniation and
is a possible revenue source. Mayor Love has talked to the owner of the Gideon's
Glen property and assured him the city will pay fair market value. Mayor Love gave
a brief history of the property. Mayor Love also suggested that there are several
funding sources.
Fred Bruno made a motion to put the Gideon's Glen property on the Work Plan.
Joel Jurgens seconded. Approved 6/0.
Mayor Love suggested that there should be reporting to the city council about what
the committee is doing like the walk. The suggestion was to report at least once a
month by rotating members of the committee to possibly begin in November. The
first reporting meeting would be attended by all members of the committee.
• 3. The next suggestion for the Work Plan was a Land Inventory to determine what
property was available. Jim Hurm suggested that there needs to be a grassroots
effort to get the citizens involved to help in this determination. Mayor Love
suggested that there be a series of pubic informational meetings that would help
educate the committee and the general public. Jim Hurm asked if there was any
committee member that could write for the newsletter. Tom Schmid was asked
if he would do some writing.
4. Fred Bruno moved and Paula Berndt seconded that studying the use of lawn
chemicals be on the Work Plan. Approved 6/0.
DETERMINATION OF MEETING TIMES AND DATES
The next meeting will be at 5:15 p.m. on October 26, 1999. The committtee will
meet with Larry Brown and/or Brad Nielsen at the parking lot of the Unitarian
Church for a half hour walking tour of the Gideon's Glen property with the regular
meeting to follow from 5:45 to 7:15 p.m. If a committee member can not attend a
meeting, please call the city hall and notify Jim Hurm.
NEW BUSINESS
Paula Berndt stated that her New Business Item can be considered at another
meeting.
ADJOURNMENT
• Lucinda Kirchner moved and Fred Bruno seconded that the meeting be adjourned at
7:18 p.m.

CITY OF SHOREWOOD
Land Conservation / Planning Internship
Location:
The City of Shorewood is located along the south shore of Lake Minnetonka. Take Highway 7 west
from 494, turn right on County Road 19 through Excelsior, approximately 1 mile to Oasis Market
station, turn left at the intersection to 5755 Country Club Road. Information on the City can be
found on our web site: www.ci.shorewood.mn.us.
Work Schedule & Pay:
This internship consists of approximately 50 hours of work per month. It can begin immediately and
run through the year 2000. A schedule can be developed which is acceptable to the intern and the
City. Some evening meetings will be required. The pay range is $8.50 to $10.00 per hour.
Expectations:
The City will receive a quality work product on projects which need the abilities of upper class
students working on a Bachelors or a Masters degree.
The student will receive municipal experience in working with the City's Land Conservation /
Environment Committee (LC&E).
• Duties:
• Work under the direction of the City Administrator and Planning Director.
• Act as a staff resource for the City's LC&E Committee which was recently established by the
City Council with the following goals:
A. Carry out a process that will permanently protect and lead to an increase in the amount of
protected natural open space in Shorewood.
B. Serve as an education resource to the City Council and Commissions and property
owners regarding land protection options, the benefits of an on-going land conservation
effort and on environmental issues.
• Assist the Committee in planning and implementing recommendations of a recent land
conservation report:
Open Space Planning
Develop a vision for open space and criteria for prioritizing parcels,
Create working groups,
Identify priority open space parcels,
Develop a land protection strategy,
• Finalize open space plan.

Implementation:
• Education residents about land protection options and promote the plan,
Implement land conservation options,
Evaluate plan effectiveness,
Continue long term programs.
• Assist the Committee by preparing Committee "packets," take meeting minutes, and be
responsible for meeting follow-up.
Desired Skills:
The intern will be expected to have knowledge, background and interest in natural resources public
administration, and planning; a high level of oral and written communication skills; research and
organizational skills.
