MINUTES
Committee (Fred Bruno, Donna Woodruff, Paula Berndt, Tom Schmid and Joel
Jurgens, Linda Kircher), Planning Commissioner Brad Nielsen, two representatives
from the Water-shed District (Eric Evanson and Glenda) and two neighborhood
families with interest met for a walk through the Gideon's Glen property at 5:17 p.m.
The members reconvened at city hall and the meeting was called to order at 6:05
p.m. by Acting Chair Fred Bruno.
ROLL CALL
Present - Acting Chair Fred Bruno, Donna Woodruff, Paula Berndt, Tom
Schmid, Lucinda Kircher and Joel Jurgens. Also present Planning Commissioner
Brad Nielsen.
Absent-Dave Gosen.
• AGENDA
There no changes to the agenda.
APPROVAL OF MINUTES
Lucinda Kircher moved and Joel Jurgens seconded that the minutes of the October
26, 1999 meeting be approved with no changes. Approved 6/0.
GIDEON'S GLEN DISCUSSION
Joel Jurgens commented that there are native trees on the site, that the trees are very
mature and that it is possible that trees would need to be planted. Brad Nielsen
discussed the cost and budgeting for the project is still not known, but that new trees
might come from residential development projects that are required to replace trees.
If the project is already fully wooded the replacement trees could go onto the
Gideon's Glen property as defined in the city ordinance.
Fred Bruno asked about possible funding. Brad Nielsen commented that the
Watershed District seemed positive. The DNR Greenways Grant in 1998 finished in
the middle and would need to be written better. Jim Hurm is working on the grant
from the Met Council that is due next week. Hennepin County Highway funding is
• doubtful. BOWSR funding is unknown, and there is even a possibility of funding
• from the MN Historical Society. Donna Woodruff offered to call the MN Historical
Society.
There was a discussion about the price of the property. Brad Nielsen pointed out the
not having the land developed would be favored by some neighbors, who see no new
development as good. However, taking the property off the tax rolls will mean that
some in the community may disagree with the conservation efforts and also there
would be no chance for subdivision of neighboring deep lots for new development.
Brad Nielsen asked if Fred Bruno would be willing to meet with the Gideon's Glen
property owner and Fred agreed to do this. Brad Nielsen said that this site could be a
model for what the committee hopes to do.
Fred Bruno said that there should be a list of benefits for the Gideon's Glen project
such as environmental aspects, no new traffic on County Road 19, tree conservation,
wetland renewal and improved drainage as well as, it is a historical site. There may
also be a way to connect the property to the LRT Trail, which would be a matter for
the Park Commission and the city must decide what the public access will be.
Fred Bruno asked if the committee should publicize the project or if someone could
buy the property out from under us. Brad Nielson said that there should be a way
that the committee could get some funding and then get the right of first refusal.
Paula Berndt asked if there isn't a benefit to having government own and manage
• such properties. Brad Nielsen pointed out the in any case the city would have
control of the wetland portion of the property, but this would not solve the drainage
problems or restore the wetlands.
Fred Bruno suggested that the committee should make up a resolution concerning
the Gideon's Glen project. Brad Nielsen agreed to write the resolution and have it for
the next meeting.
BYLAWS
Tom Schmid presented a draft of the bylaws and reviewed it. Tom Schmid will
give Jim Hurm a copy of the bylaws for the city council.
Lucinda Kircher moved and Paula Berndt seconded approval of the proposed bylaws.
The motion was approved 6/0.
INTERN SEARCH
Joel Jurgens reported that he had good leads on candidates the day after the last
meeting. He thought that there would be one and possibly three applicants from the
University of Minnesota. Probably no applicant will have a masters degree. Paula
Berndt stated that she had talked to someone at Carver County and that there were
is potential intern candidates from the Environmental Office. Joel Jurgens wants to

have interviews and a decision in two weeks. Jim Hurm will report for Joel Jurgens
• at the next meeting.
WORK PLAN
Fred Bruno stated that the Work Plan as recorded in the minutes seemed fine for
now. Fred Bruno thinks that this committee will be trying to do several of these
items simultaneously rather than one at a time. There was then a discussion about
publicity for the committee. Brad Nielsen thought it was early to publicize the
Gideon's Glen project. Fred Bruno said that maybe there should be an
announcement of the committee in the city newsletter and in the Sun Sailor
newspaper.
Fred Bruno suggested that each committee member write a one page summary of
their "pet project" for the next meeting. This would create items for the work plan.
Donna Woodruff moved and Tom Schmid seconded a motion to have "pet projects"
written. Approved 6/0.
RESIDENTIAL COMPOSTING
Paula Berndt gave all the committee members a hand-out about residential
composting bins. The City of Chanhassen started residential composting and then
• the county became involved. Paula Berndt's contact is Marcus in the Environmental
Department for Carver County. Hennepin County doesn't have a program, but any
city can and there is OEA grant money available. Paula Berndt presented the results
of a survery about city restrictions on residential composting, educational material
that has been distributed, etc. Brad Nielsen stated that Shorewood does have a
restriction on putting food waste into residential compost. Paula Berndt presented
several alternatives for distributions of composting bins and gave the advantages of
residential composting such as reduced solid waste and reduced water usage when
the mulch is placed around plants.
Donna moved and Fred seconded that Paula Berndt and Lucinda Kircher will
continue to work as a subcommittee on residential composting. Approved 6/0.
Jim Hurm joined the meeting.
NEW BUSINESS
Donna Woodruff reported on the inquiry of residents on Enchanted Point Road to
find out about the possibility of conserving a three acre parcel of land in their
neighborhood. Donna Woodruff will help arrange a meeting with a home owner
from Shady Island to talk about the neighborhood association and their common
land and a representative from the group that did conservation of wetlands on Eureka
• Road. There could also be a speaker from the Minnesota Public Trust to talk to this

committee and the Enchanted Island group. Jim Hurm suggested that educational
• meetings could be taped and put onto cable TV or tapes given to neighborhood
associations.
MEETING DATES AND TIMES
The next meeting will be November 9, 1999 at 5:45 p.m, at city hall. Lucinda
Kircher wondered if the committee would be meeting every two weeks. Fred Bruno
thought that we would until we get some more things done.
ADJOURNMENT
Fred Bruno moved and Donna Woodruff seconded that the meeting be adjourned at
7:22 p.m.

LAWN CHE MCALS PROJECT
•
The purpose of this project shall be to study the use of lawn chemicals and
their possible detrimental effects to the environment of the City of Shorewood.
The goal of such a study will be to formulate a resolution recommending to the
Shorewood City Council a proposed ordinance prohibiting or limiting the use of
certain lawn chemicals, should the study conclude that such an ordinance is
advisable.
The City of Shorewood is, both by definition and in reality, an aquatic
community. A significant portion of our land is composed of lakeshore, wetland
or riparian communities. There is a growing concern that these have broadcast
lawn chemicals adversely effect water quality, wildlife, and human health.
Shorewood also has a significant number of private water wells, and there may be
• some concerns as to ground water contamination arising from a sustained use of
lawn chemicals.
It is proposed that this project employ member and intern services to study
these issues. Agencies should be contacted such as the Department of Natural
Resources, The Watershed District, pollution control agencies, departments of
health, and other governmental resources. Specific statistics for the City of
Shorewood and neighboring communities should be sought.
The intern and members should seek and consider local legislation from
communities similar to Shorewood, both nationally and internationally, and how
they have addressed the issue of lawn chemical use.
Public awareness of this effort and these issues should be concurrently
raised, through such means as the newsletter, local press, public hearings, and
neighborhood meetings.

I live on the NORTH end of Lake Virginia, the WEST edge of Shorewood. There is a
parcel of undeveloped land close to where Shorewood meets Victoria. I am interested
in scoping out this area as possible open space. The land includes Maple, Oaks &
Basswood trees 75 -100 years old. There is also a wetland area.
I can assist in educating and informing residents on environmentally safe practices
using the University of MN Extension Service Master Gardner resorces.
. I would also like to help Paula with developing COMPOSTING ALTERNATIVES in
Shorewood.
