03-076CITY OF SHOREWOOD RESOLUTION NO. 03-076 A RESOLUTION APPROVING A COMMERCIAL SITE PLAN FOR DIMENSIONS IN FLOORS WHEREAS, John Sulcinar and John Deters (Applicants) are the owners of real property located at 5660 County Road 19 in the City of Shorewood, County of Hennepin; and WHEREAS, the Applicants have applied to the City for Site Plan approval for the construction of an addition to the west side of the existing building on the property, as illustrated on Exhibit A, attached hereto and made a part hereof; and WHEREAS, the Shorewood City Code requires City Council approval of site plans within commercial zoning districts; and WHEREAS, the Applicants' request was reviewed by the City Planner, and his recommendations were duly set forth in a memorandum to the Planning Commission, dated 1 August 2003, which memorandum is on file at City Hall; and WHEREAS, the application was reviewed by the Planning Commission at its regular meeting on 5 August 2003, the minutes of which meeting are on file at City Hall; and is WHEREAS, the Applicants' request was considered by the City Council at its regular meeting on 25 August 2003, at which time the Planner's memorandum and the minutes of the Planning Commission were viewed and comments were heard by the Council from the City staff. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shorewood that the Applicants' site plan is approved subject to the following: 1. The Applicants shall provide at least 18 parking spaces measuring no less than 9' x 20'. 2. The parking lot and access drives must have perimeter poured concrete curbing and all parking must be striped. 3. Prior to issuance of a building permit, grading, drainage and erosion control must be approved by the City Engineer and the Minnehaha Creek Watershed District. 4. Prior to issuance of a building permit, the Applicants shall provide hardcover calculations, prepared by a registered land surveyor, civil engineer, landscape architect, or architect, demonstrating that impervious surfaces on the lot do not exceed 66 percent of the lot area. r: 5. The proposed dumpster area will be enclosed on three sides with a concrete or masonry wall, sufficient in height to screen the dumpsters. A durable solid gate shall extend across -the front side of the enclosure: - -- - - -- - 6. Any change in existing site lighting must be approved by the City and must adhere to City standards. 7. The Applicant must submit a revised landscape plan, prepared by a registered landscape architect, providing additional evergreen trees across the rear of the property, and a landscape berm in front of the property consistent with the guidelines recommended for the County Road 19 Corridor Study. The landscape plan must also demonstrate how landscaped areas will be irrigated. 8. No certificate of occupancy for the new structure will be issued until all parking improvements have been constructed and all landscaping completed. If weather precludes installation of landscaping, the Applicants shall provide a letter of credit or cash escrow for one and one-half times the estimated cost of the landscaping to ensure that landscaping will be completed by 1 July 2003. 9. The site plan may have to be revised to accommodate the relocation of the access drive into the site from County Road 19.
