WHEREAS, the City engaged the consulting services of Hoisington Koegler Group, Inc., (HKGi),
and its team which included The Lawless Institute and MMC Associates, to perform
the study; and
WHEREAS, while the HGKi team performed a scoping study in 2001, the City of Shorewood
encouraged the participation of the cities of Deephaven, Excelsior, Greenwood, and
Tonka Bay at the marginal cost of including them in the project, in order to define the
scope of the project that HGKi would subsequently perform; and
• WHEREAS, the City of Excelsior elected to participate in the Community Visioning Study, and
was therefore included in the project when its next phase began in Fall 2001; and
WHEREAS, the HGKi team prepared its report based information gained during random selected
