Adopted this 25th day of June, 1973. Elsa I. Wiltsey, Clerk CITY OF SHOREWOOD • I 0 0 R n August 17, 1973 MEMORANDUM • Re: Village of Shorewood - Proposed Schwanke Subdivision Attached hereto is a proposed plan and division of the Schwanke property located on Edgewood Road. This proposed division leaves a 32 acre parcel of property which has no frontage on a public road other than a 55 foot permanent easement. Ordinance No. 11, Subdivision 4, pro- vides that every parcel of land shall have a frontage on a public road of not less than 100 feet. The ordinance also provides that 100 feet may be decreased by unanimous vote of the village council. It is the interpretation of our office that although the village council may reduce the number of feet necessary on a public road, it cannot eliminate it entirely and that there must be some reason- able amount of frontage on a public road, i.e. 25 to 30 feet. IV" RESOLVED FURTHER, that in the opinion of this council the interpretation given to the Metropolitan Sewer Act by the report does not lend itself to the furtherance of the con- struction of a Metropolitan Sewer System, which was the prime purpose of the passage of the act; that the involvement of the PCA, the Minnesota Municipal Commission, the State Legislature, and individual municipalities negotiating with each other all for the purpose of constructing a sewer to serve homeowners in the metropolitan area was not the intent of the legislature when the sewer act was adopted, but rather, in the opinion of • this council, the purpose of this act was to eliminate the necessity of individual municipalities negotiating with each other as well as the placing with one administrative body, the Metropolitan Council, the sole authority to decide problems involved in the construction of a Metropolitan Sewer System and eliminate inter - community sewer contracts. RESOLVED FURTHER, that this council request the Metropolitan Council to review the purpose of the Metropolitan Sewer Act and grant to the Village of Shorewood and adjoining communities the right to reach a metropolitan interceptor so that the people of Shady Island and Enchanted Island in Lake Minnetonka may be served by sewer. 0 Vim. a.1, / 17,3 4 I, ELSA I. A review Of the iutersoction of T*R* 7 and Pleasant Avenue was made by the District "KIAtosuae Eugiueor, Mlaintenamm Superintendent and mmyself. It was our conMnsus that the roadway surface Of Pleasant Avenue was increased in width during utility soustruction in the area. Unfortunately, the roadway shoulder,, slopes and drainage structures were not also modified. Because of the lack of shoulders on Pleasant Avenge, it is undesirable to • place a trrlffic barrier as you suggest. Heather perditting this fall, or for Cartel* Sena sprig, we will modify the drainage structures, install shoulders and lesson the slopes on that portion of Pleasant Avenue, which lies within State right of way. However. a portion of the problem along Pleasant Avenue falls outside of State right of way and will have to be taken oars of by the Village of Shorewood. With the addition of shoulders and slope modification, the hazard along Pleasant Avenue adjacent to T.B. 7 will be eliminated without the need of a traffic barrier.
