The area proposed to be assessed is the entire Village of Shorewood, except the islands located within the Village limits. The total cost of the improvement is $5,900,000.00. uriel Whowe 1, Village Clerk PUBLISHED IN SUN NEWSPAPER October 19, 1972 and October 26, 1972. is Village of Shorewood HENNEPIN COUNTY . THOMAS E. HOLLORAN, MAYOR MURIEL J. WHOWELL, VILLAGE CLERK "ON MINNETONKA'S SOUTH SHORE" P.O. BOX 307, EXCELSIOR, MINN. 55331 PHONE 474 -7501 OFFICE OF: Mayor is October 11, 1972 RESIDENTS OF VILLAGE OF SHOREWOOD Re: Sanitary Sewer Assessment Information The sanitary sewer for the Village should be completed not later than July 15, 1973• As portions of it are ready to accept service, you may hook up. The total estimated project cost is $5,900,000.00. Shorewood in 1972 was one of only three municipalities in the State of Minne- sota to receive a grant from the United States through the Department of Housing and Urban Development. This grant is in the amount of $1,000,000.00 leaving the Village with a net cost of $4,900,000.00. The Village is in the process of selling additional bonds to totally fund the project. The bonds sold (which is a method of borrowing funds) are interest bearing and must be repaid over the next twenty years. Repayment will be achieved by adding a special assessment to your annual tax statement. This assessment bears interest and is paid along with your annual real estate taxes. This special assess- ment will commence with your 1973 taxes and may be prepaid at any time and without interest if paid prior to January, 1973• Prepay- ment relieves one from the payment of further interest. The unpleasant task of proposing a formula for payment is upon us. Your village council proposes the following formula: Trunk System. That all property owners in the village be assessed at a rate of one cent per square foot exclusive of roads, islands, and marsh land. This charge is in payment of the larger collecting lines, lift stations and force mains which have been designed to serve the village for years to come. (See Exhibit A) We estimate that there is within the village approximately 100,000,000 square feet to which the one cent per square foot would pertain. L.J !IPZ • Lateral System This system consists of all of the collecting lines and service stubs that serve individual dwellings and buildings. Laterals are being installed to serve all existing buildings (ex- clusive of those on islands). In doing this some of the vacant land in the village is being served. Because of the irregularities sizes of parcels and irregularity unwilling to propose an inflexible deavored to devise a formula that the owner of the small residential undeveloped tract. Thus, we offer forth on Exhibit A. of terrain, the greatly varying of our street patterns we are unit charge, rather we have en- would not unduly penalize either parcel or the owner of the larger the method of unit charge set Total Repayment The formula set forth would produce $4,800,000.00 which we believe will fully repay our sanitary sewer bonded indebted- ness. No part would need to be repaid by a mill levy on the general property tax. Interest. We propose that an interest rate of 7% per annum be paid on the unpaid special assessment balance. We will consider a reduction in this interest rate if we receive a sufficiently favor- able rate of interest on our pending bond sale. • Information and Hearing A public hearing is scheduled for November 3, 1972, to further explain the formula and to receive your views and comments. This meeting will be held at 7:30 P.M. at Minnewashta School. "r T. E. Holloran, Mayor Village of Shorewood • EXHIBIT " A " FORMULA FOR SPREAD OF SHOREWOOD SEWER ASSESSMENT I.
