PARK COMMISSION REPORT
MYHA Hockey Tournament
Gordy Lindstrom reported on the good organization of the hockey
tournament. It's been suggested that profits from the tournament
be used for the purchase of paint for the hockey board~ with volunteer
help from MYHA doing the painting.
Playground Equipment
The Commission would like to request donations in the

A special review of the City bonds was made by the auditors and
submitted to the Council for review. Final Statements were also
submitted.
MAYOR'S REPORT
Mayor Rascop adjourned the Council and Legal Staff to the Administrator's
Office for a discussion of current litagation at 10:00 PM reconvening
at 10:20 PM.

CALL TO ORDER
The regular meeting of the Shorewood City Council was called to order
by Mayor Rascop at 7:30 P.M., Monday, February 28, 1983, in the Council
Chambers.
PLEDGE OF ALLEGIANCE AND PRAYER
The meeting opened with the Pledge of Allegiance and a prayer.
ROLL CALL:
Present: Mayor Rascop, Counci1members Leonardo, Stover, Haugen, and
Shaw.
Staff: Attorney Larson, Engineer Norton, Administrator Uhrhammer,
and Clerk Kennelly.
APPROVAL OF MINUTES
Shaw moved, seconded by Haugen, to approve the minutes of the Council
meeting of February 14, 1983 as written. Motion carried - 4 ayes -
1 abstain (Stover because of absence).
MATTERS FROM THE FLOOR
Ron Kokesh of 26260 Birch Bluff Road was present to clarify the discus-
sion of February 14th in reference to the "fire lane" or platted road
that accesses next to his house at the end of Grant Lorenz Road and
Birch Bluff Road. He felt a letter dated 7/20/82 regarding boat mooring
and Ordinance 59 were contradictory with the council's statements of the
previous meeting. Council clarified their position.

CDBG FUNDS - REALLOCATION
A Public Hearing for the purpose of reallocation of $6,000.00 of Year VI
funds and $29,676.00 of Year IX funds.
Administrator Uhrhammer suggested reallocation of Year VI funds .from

to Housing Rehabilitation. Motion carried unanimously.
1982 POLICE ACTIVITY REPORT
OUefEar1 Johnson was present to review for the Council last years goals
and obje~tives achieved and the proposed goals and objectives for 1983.
He reviewed the Crime Prevention Program, the necessity of reserves,poss-
ib1e user fees and the need for a new officer in the future.
PLANNING COMMISSIOi! REPORT
Shaw reported on the completion of the Planning Commission review of the
Zoning Ordinance.
ATTORNEY REPORT
Attorney Larson informed the Council that he has obtained enough informa-
tion to allow the issuance of the balance of the building permit for the
Minnetonka State Bank Building.
ADMINISTRATOR'S REPORT - OAKRIDGE ESTATES -3rd ADDITION
Administrator Uhrhammer presented a request from Ted Noble and Joe Gorecki
in reference to the division of Oakridge Estates. They would like to
final plat the east portion and outlot the west portion of the project.
The Council had previously stated at the time of the last division, that
no more divisions would be allowed until the entire project was platted
at one time. The planner and administrator have reviewed this current
proposal and do feel it is in good planning.
Council members Haugen, Rascop, and Stover are in favor of reviewing this
proposal.
TEMPORARY STRUCTURES
A question regarding regulations of temporary structures was presented.
The city has no Ordinance governing these structures at the present time.
Administrator Uhrhammer would like to present proposed regulations to the
Council.
Haugen moved, seconded by Shaw, to instruct the staff to submit suggested
regulations to the Council for review. Motion carried - 3 ayes, 2 nayes -
(Rascop & Leonardo.)
LIQUOR 'STORE 'FINANCIAL 'STATEMENT
Liquor Store Financial Statements were submitted to the Council for review.
MAYOR'S 'REPORT
GOVERNOR TASK FORCE
Mayor Rascop submitted a letter received from the Governor Task Force
on lake access in our area. He would like this letter sent to the
residents in the Timber Lane Area, where the Task Force is interested
in establishing a lake access.

CALL TO ORDER
The regular meeting of the Shorewood City Council was called to
order by Acting Mayor Stover at 7:31 PM, Monday, March 28, 1983,
in the Council Chambers.
PLEDGE OF ALLEGIANCE AND PRAYER
The meeting opened with the Pledge of Allegiance and a prayer.
ROLL CALL
Present: Acting Mayor Stover, Councilmembers Haugen, Shaw and
Leonardo (Rascop on vacation)
Staff: Attorney Larson, Engineer Norton, Administrator
Uhrhammer and Clerk Kennelly
APPROVAL OF MINUTES
Leonardo moved, seconded by Haugen, to approve the minutes as
amended for the Council meeting of March 14, 1983. Motion carried
unanimously.
MATTERS FROM THE FLOOR
Bonnie Schoutz of 6130 Cathcart Drive was present to voice a
complaint against MAPSI for removing/or calling her dog off her
property. She then had to pick her dog up from MAPSI and received
a ticket for "Dog Running at Large". She asked the Council for
clarification of the Dog Ordinance and what constitutes "Control"
and "Running at Large". Council determined that a dog untied in
it's own yard is within the Ordinance. Mrs. Schoutz requested the
Council to inform the patrol service of the Ordinance. She voiced
complaints on the location of the service and the lack of information
on the ticket issued,and suggested that only problem dogs should
be pursued. Various other residents of the Cathcart area and Wedge-
wood Drive voiced similar complaints with the animal patrol.
Council directed the Administrator and Attorney to clarify the Dog
Ordinance regulation with the animal patrol service.
CONDITIONAL USE PERMIT

Gary Winterfield was present to request a Conditional Use Permit
requiring 3 variances for his property located at the Southwest
corner of State Highway 7 and Chaska Road. Variances requested
are:
1.) Less than 25' setback for a front lot
line parking lot.
