There is no other country in the world today which has such a successful democratic system operating at the grass roots level of gov- ernment. In observance of this, the week of May 10th to the 16th has been designated Municipal Clerk.s Week. The success of any unit of government is measured by its ability to meet the needs of its people. The Municipal Clerk is important to the community as a whole, serving as the key- stone of efficient and responsive local government. Today.s Municipal Clerk is truly a professional -- a person who serves the local legislative body and its committees, the department heads and their staff, and the general public with consideration and dispatch. Today.s municipal clerks are also professionals in the sense that they realize the importance of continually learning what is happening on the urban scene and updating their skills to more efficiently operate their office. Literally thousands of municipal clerks are returning to the classroom every year to expand their education and to learn how to better deal with the changing times.
