I am enclosing copy of the agreement for library facility which has> ~::
been approved by ,the Excelsior Council. The 'note atta.ched to the
agreement explains the basis for filling in the blank amount of dol-
lars.
The latest architects estimates indicate, it is likely that the con-
tracts will come in at the ten percent (10%) higher figure and that
Excelsior may have to pay some additional costs for landscaping and
demolition.
Because the Excelsior Council is very an."Ci..ous to let the contract after
bids have been received so that the library may be completed by the
beginning of school year in the fall, we ...'Culd request that the villages
approve the agreement fer net to exceed the fellotdng dollar amounts:
Deephaven, $6,326; Greenweod, $2,002; Shorewood, $12,309; Tonka Bay,
$4,635; and Excelsior's share being $7,777 for a grand total of $33,069.
In the event the bids come in low by any good fortune, these amounts
could be reduced proportionality.
Enclosed you will find a suggested form fer a reselution approving the
agreement.

NOTE:
The Village of Excelsior 'Will receive bids for a contract for the con-
struction of a building at 343 Third street to house a library on June 25, 1965.
At the time the bids are received the basic contract for construction will be
known and estimates can be made of architect, engineering, legal and adminis-
trative expenses in addition. The dollar amount to be paid by a village is
determined as follows: The cost of the building as determined by the Excelsior
Council, less any federal funds, over the 1960 population of all of the five
villages, Excelsior, Deephaven, Greenwood, Shorei'Tood and Tonka Bay, times
the 1960 population of the village concerned; except in the case of the Village
of Deephaven, 1960 population over 2.
It is the understanding of the Village of &ccelsior that the villages have
approved this agreement provided that the cost of construction of the building,
after all deductions, does not exceed $30,000.00 by ten percent (10%).

RESOLVED: It would appear that the plans for future construction
by the State Highway Department of highways in Hennepin
County through the year 1970 do not include reconstruction of State
Highway Noo 7. At present No.7 is as heavy a traveled road as any in
the County outside of No. ~9~, and there exists on Highway 7 an accident
rate as great or greater than on any highway in Hennepin County. Failure
to improve and upgrade this highway can only result in an even higher accident
rate during the next five to ten years. This Village Council cannot stand
by and allow and permit such a loss to occur without publically calling
attention to what Shorewood considers to be a great dis-service to the
residents of the Village of Shorewood and users of State Highway No.7.
The Village Council of Shorewood calls upon the State Highway
Department to immediately change its plans to include on its construction
schedule the reconstruction of Trunk Highway No.7 prior to 1970.
