Mound Fire Contract, New Funding Formula (Work Session Item)
Shorewood contracts with the City of Mound Fire Department to provide fire and rescue services to
The Islands. As a practical matter, this is the only and best provider available to Shorewood to serve
The Islands. Mound also provides services under contract to the cities of Minnetonka Beach,
Minnetrista, and Spring Park. Until the end of2003, it also provided service for part of the City of
Orono (generally speaking, the Navarre area).
Contracts for services have generally had three-year durations. The formula for sharing costs has
been unchanged for decades: 50% on assessed market valuation of the cities in the fire contract, and
50% on the percentage of the previous three years' average of firefighter hours spent in the city.
With the current contracts expiring at the end of 2006, there were some changes that Mound preferred
to make and some that other cities wanted to consider regarding the funding formula.
These changes were considered by Mound's Fire Commission, an advisory group with representation
from each contract city. Mound preferred a longer-term contract at least five years, and ten years
would be nice. Minnetonka Beach had asked that the valuation formula be changed to include only
the value of structures, as value of lakeshore land was rising faster than non-Iakeshore land; the fire
department responded to incidents involving buildings or people, not land; and a city like Minnetonka
Beach that had a large percentage of its properties fronting lakes would be disproportionately affected
in the valuation part of the funding formula.
After four months of study, the funding formula endorsed by the advisory Fire Commission was:
. 20% on percentage of previous three years' average of firefighter hours in each city
. 20% on market valuation of land
. 30% on market valuation of structures
. 30% on population
Under this formula, in 2006 each contract city would have seen a reduction in contract costs, and
Mound would have had a 2.7% increase in costs. Shorewood would have had a 13.2% reduction,
from $25,600 to $22,500.

The growth in the service area is occurring in the City of Minnetrista. Minnetrista and Mound are
working on agreements regarding new facilities that would be located in Minnetrista. As the years go
on, Minnetrista will assume a greater percentage of the contract costs for the cities, as it will have
greater valuation and demand due to new development. Shorewood' s percentage of the total will
drop somewhat, and its costs should increase slowly.
The Mound City Council has approved the proposed change in the formula.
Fire Chief Greg Pederson will be present at the work session to discuss the proposed changes in
contract duration and funding formula, as well as respond to questions about MFD generally, at the
work session.

Update on Watermain Installation
Wedgewood Drive, Mallard Lane, and Teal Circle
This memo is meant to provide you with an update on Staff s efforts to provide clearer communication
to residents on Wedgewood Drive, Mallard Lane, and Teal Circle. In addition, this memo will
summarize the three different project scenarios that are presented in the Feasibility Report that will be
considered at the regular City Council Meeting. Finally, this memo outlines the remaining steps that
are necessary to obtain funding under the Chapter 429 process (the special assessment process), as
defined by State Statute.
Communication with Residents
Attached is a draft memo that will be finalized and sent to each resident once the project limits are
determined. This will be included in the mailing of the official notice sent to each resident as required
by the 429 process.
The memo has been prepared to describe to the residents what they can expect, both in terms of the
public hearing process, as well as the actual construction associated with the watermain installation. It
also clarifies the costs associated with connecting to the City's water system.
In addition to the memo, a Public Information Meeting will be held at City Hall. The meeting is
tentatively scheduled for 7 PM on May 31,2006.
Pro;ect Limits
As you may recall, the question originally under consideration was whether or not to install watermain
in Wedgewood Drive, Mallard Lane, and Teal Circle for the entire length of the project during the road
reclamation project. A Feasibility Report has been prepared as authorized by Resolution 05-069 to
determine if the installation of the watermain as part of the reclamation project is feasible. Based on

comments and questions from residents during the last survey, the Feasibility Report has presented
three options. All three options are feasible.
Option 1
The project that was originally proposed consisted of extending City water throughout the
entire road reclamation project limits. Of the 37 total properties, 18 have expressed an interest
in connecting to City water. This represents 49% that have expressed interest in connecting to
City water. The estimated cost for this option is $315,350, which relates to a proposed
assessment amount of $8,523 per property.
Option 2
Since only one of the properties east of Mallard Lane expressed interest in cOlmecting to City
water, Option 2 was developed. For this option, the watermain on Wedgewood Drive will be
terminated just east of Mallard Lane. No watermain will be installed under Mallard Lane for
this option. Of the 28 properties adjacent to this portion, 18 have expressed an interest in
connecting to City water. This represents 64% in favor of connecting to City water. The
estimated cost for this option is $234,640, which represents a proposed assessment amount of
$8,380 per property.
Option 3
Since the April 10, 2006 City Council Meeting, we have received a petition requesting that the
City consider installation ofwatermain on a portion of Wedge wood Drive during the upcoming
road project. The petition, enclosed for your information, is signed by six ofthe eight
properties fronting on Wedgewood Drive, between Smithtown Road and the Hennepin County
Regional Rail Authority (HCRRA) Trail. In addition to these six properties, the resident at
5640 Harding Lane, which is adjacent to Wedgewood Drive, has expressed a desire to connect
to City water. This represents 78% in favor of connecting to City water. The estimated cost for
this option is $80,080, which relates to a proposed assessment amount of $8,898 per property.
Schedule
Statue 429 requires a minimum of 10 days' public notice before a Public Hearing can be held. In
addition, certain steps have to be completed before moving to the next step. Each step requires the
Council to pass a resolution. If Council wishes to proceed with this process, the steps that are required
and a time line for the process are outlined below. Items that are already complete are listed in bold.

There is some flexibility as to when the Final Assessment Roll is certified in relation to the actual
construction. The two options that are available are described in greater detail below.
The benefit of the approach outlined above is that any appeals will be known before awarding a
contract, which may help Council evaluate how to proceed with the project. However, since the Final
Assessment Roll is certified before the project is complete, potential construction overruns will not be
included in the assessed amount and will have to be funded by the City.
If the Final Assessment Hearing is held after the project is completed, the known construction costs
can be used to calculate the assessed amount, but there would still be the opportunity for an appeal.
Since the project could be awarded at the July 24,2006, meeting, an additional month could be added
to the construction schedule. This may result in better bids, as well as allow some time for rain delays,
which are typically common in the fall.

improvements to Wedgewood Drive, Mallard Lane, and Teal Circle.
Our signatures below indicate our interest in having public water installed as part of the road
improvements. We base our interest on the following assumptions:
1. The total cost for residents that decide to hook up now will be $10,000, plus the cost of ",

The city does now operate and maintain public parks for the benefit and pleasure of its
citizens, and the city has in the past expended monies for capital improvements and maintenance
of these parks. It is the desire ofthe city to establish a Park Commission for the city as an
advisory body to the City Council to aid that Council in the expenditure of monies so that the
greatest benefit may be obtained from the use and maintenance ofthe parks.

As you are aware the sunset for the work of the Land Conservation and Environment
Committee is 30 June 2002. Staff suggests an extension of the sunset to the end of
August. One of the primary objectives for the committee was to prepare an open
space plan, including goals and objectives, an educational component, criteria for
evaluating open space parcels, and possibly implementation of a land registry
program.
LCEC meetings for the last three months have been put off due to inordinate time
being spent on the CUB Foods project, and delays at Hennepin County with respect to
parcel database information. Consequently, staff recommends extending the
committee's work to 12 August with the final report being presented to Council on 26
August.
Relative to ongoing land conservation efforts, staff recommends the establishment of
a permanent ad hoc committee consisting of one Planning Commissioner, one Park
Commissioner, and one member of the City Council. The advantage of this type of
membership is that the people that make up the committee would already be aware of
environmental issues through their respective commissions. This committee could
easily be called together on an as-needed basis to address land conservation and
environmental issues as they arise.

Mayor Love stated he appreciated the efforts of the Planning Commission in this matter, and would ask
Staff to follow through on this issue in the development agreement.
7. GENERAL
A. Requests from Residents Regarding Goose Control
Administrator Dawson explained that the City had two requests from residents for goose control: one at
Manor Park, and a second on private property along Christmas Lake. He reviewed the history of the
City's actions regarding this matter, noting Council would need to detennine whether the City or
residents would need to pay for collection and removal of the geese as part of a program offered by Dr.
Jim Cooper, of the Minnesota Department of Natural Resources.
Administrator Dawson explained the cost of the removal program was approximately $1000 dollars per
site per year for three consecutive years, as the migratory pattern of the geese would necessitate their
return over that time period. He then noted the use of landscaping and lakescaping as a deterrent, and
also other cities' participation with the program.
Greg Frankenfield, 5750 Merry Lane, and Jim Bruce, 5755 Meny Lane, were in attendance this evening.
Mr. Frankenfield addressed the Council stating there were approximately 15-40 geese on his property in
the season. He had tried the use of landscape baniers, but the geese were able to get through the
landscaped hedge. He stated this also just seemed to move the problem to another property nearby. He
stated, if the City would not fund the program, he would like permission to be able to utilize the program
on his private property.
Mayor Love encouraged consideration for addressing this issue through the Lake Association for that
area. Council came to a consensus for allowing private property owners to deal with the geese. Mayor
Love also suggested the City facilitate speakers regarding lakescaping as a long-term solution for the
problem in the area.
B. Future of Land Conservation and Environment Committee (LCEC)
Garfunkel moved, Lizee seconded, Extending the Land Conservation and Environment Committee
sunset date to August 31, 2002, and for purposes thereafter, to create an ad hoc committee
consisting of one Planning Commissioner, one Park Commissioner, and one member of the City
Council. Motion passed 5/0.
8. ENGINEERING/PUBLIC WORKS
A. Request for "No Parking" signs - Gideon Woods Townhome Association
Engineer Brown reviewed the, request by Ms. Nancy Clegg, speaking on behalf of the Gideon Woods
Townhome Association, at the June 10, 2002, Regular City Council meeting regarding concern for the
number of vehicles parking and loitering at the comer of Glen Road and County Road 19. At that
meeting, Director Nielsen stated the City Code required a 30-foot sight triangle to be free from structures
or plantings in excess of 30 inches in height, as within this triangle they would create an obstruction for
motorists making turning movements. Staff had investigated and reviewed this issue in the Glen Road.
Findings show mature trees located on the comer of the property already obstruct the sight triangle.
Whether vehicles park in the shoulder area or not would be immaterial to the sight distance, unless the
mature trees were removed. With regard to these findings, the Engineering Department reviewed the site
and recommended the shoulder area along Glen Road remain undesignated with regard to parking
restrictions. There were no additional comments by Council on this matter.
