RESOLUTION NO. 125 -92 ESTABLISHING A RATE OF THE CITY'S CONTRIBUTION TOWARD THE MONTHLY INSURANCE PREMIUM FOR CITY EMPLOYEES WHEREAS, the cost of health and other insurances for City employees has been increasing significantly over the past years; and premiums increasing are "If the employee so desires, the City will pay the monthly premium for regular and probationary full-time employees and their dependants for up to a maximum of $290 of insurance at the level of benefits currently provided..." CITY CONTRIBUTION TOWARD MONTHLY INSURANCE PREMIUM FOR C!TY EMPLOYEES At the November 30 meeting, the City Council asked the ~taff to ,review medical insurance costs for the, City staff, ,survey other options for this coverage~ and review the amount that other cities contribute toward those costs. In the co~rse of our review, we found that the insurance rates obtained by the City through the LOGIS group were comp~rable to those of other cities participating in other insu.rance '" groups. And, as was mentioned at the last Council meeting,LOGIS reviews insurance options and coverages, and premiu~s on an annual basis. We feel that, at this time, it would not be to the City's advantage to leave the LOGIS group. We find no real benefit to the 9ity or it's employees to join with another insurance group. Forming our own group may prove detrimental due to the small group size and the experience rating qf our employee group. We have reviewed the insurance contr~butions of other cities in the Metro area and, especially, ,the LakEi area for the year 199/2. These contributions /range from $174.15 to $463.92 per month. ,The average cont.ribution for cities of under 10,/000 population is $295 per month in the Metro area. The average for Lake communities is $303. To co~clude, we feel that the medical in~urance obtained through the. LOGIS insurance group is. comparable to that' of ,other groups in terms of cost.and coverage and, therefore, recommend continuing coverage through LOGIS. We also recommend ,the adjustment in, the City insurance contribution. for City employees for 1993 to $290 per mOJ:1th. This .would beconsistent with the 1993 contribution for the union contr~ct employees, and would be close to the Metro average/' city cont:r-ibution for 19.92.
