88-035 .-- RESOLUTION NO. 35-88 . .~ WHEREAS, the City of Shorewood has been made aware of the "Truth in Taxation" provision of the House Omnibus Tax Bill (H.F..2590); and WHEREAS, the City has reviewed the requirements of said prOV1Slon and its affect upon the budgeting process of the City. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Shorewood as follows: 1. That the City of Shorewood is strongly opposed to the "Truth in Taxation" provisions of the House Omnibus Tax Bill (H.F.2590). 2. That the requirements of the prOV1Slon will create a great deal of hardship on the City during the budget process. 3. That the early date for budget adoption is too early for the City accurately estimate budget needs for the upcoming year. 4. That the provision may cause overestimating of bUdgetary needs due to the need to "guess" on the taxing requirements for the next year which may be unfair to taxpayers. 5. That the provision will cause taxpayer confusion as to the calculation of the final tax bill due to the exemption of counties and school districts from the bill. 6. That the additional costs incurred for a quarter-page newspaper ad will end up being passed on to the taxpayer which could get expensive since Shorewood uses two (2) official newspapers. 7. That this resolution be sent to the legislature and the League of Minnesota Cities. ADOPTED by the City Council of the City of Shorewood this 11th day of April, 1988.
