Accordingly, staff prepared anRFP and several vendors were encouraged to submit proposals. Staff received proposals from two reputable vendors and interviews are sc~eduled for Thursday, May 6, 2004 in the afternoon. BACKGROUND AND PROJECT DESCRIPTION The City of Shore wood will engage professional services to evaluate and develop options relative to the City's municipal Ilquorstore operations. Shorewood's municipal liquor operation currently consists of two stores, :withtotal~ombined annual gross sales of approximately $1.7 million. Liquor staff includes a full-time liquor operations manager, two full-time assistant managers; and. several part-time liquor clerks. One of the objectives of this report will be to determine whether it is desirable to' expand the existing operation to include an additional third store, andlorto make improvements to the existing stores. This project is a broad feasibility overview that is being undertaken to address the following issues: i) An analysis of the optimum number of stores that can be supported in the current market and further, how many stores Shorewood should have in that market. ii) Whether an additional store in Shorewood can be supported and ifso, an analysis of location? iii) What type of store should be considered or what mark~t should each.of the stores be designed to serve? . iv) What would be the appropriate timeframe for establishment of a new store? v) If a decision were made to retain, the Waterford store, what types of improvements would be recommended? Indicate what type of data you will provide to support your recommendations, including projected financial performance for each option. SUBMISSION REQUIREMENTS Please provide the following information as part of your submission: . A narrative relating to your general approach to this project. . Company history. . Examples of work in the past three years in similar liquor operations market research studies. . Resumes, including responsibilities, background, and relevant experience, of key personnel that will be working directly on this project. . The names of three to five individuals that can be contacted as references concerning the professional capabilities and resources of your firm. . Any additional information or materials that you believe communicate the capabilities of your firm to perform on this project. III. FEES Please submit the fee for your service on this project. The City prefers that it be a maximum, or not- to-exceed, fee for the service provided. IV. SUBMISSION TIMEFRAME AND PROCESS A. Submission Deadline and Requirements Please send five bound and one unbound copies of your response to this Request for Proposal. They are to be received at the offices of the City of Shorewood no later than 4:30 p.m. Wednesday, April 28, 2004. Proposals should be directed and delivered to: Craig W. Selection Process Following review of the Request for Proposal by City staff, firms will be contacted for additional information or to participate in an interview process.
