I have a strong interest in outdoor recreation and natural resource management, and would like to become involved in the community. I have attached my professional resume for your review.. As you will see, I work for the MN Department of Natural Resources as a Community Assistance Coordinator. In my job, I work with local governments such as watershed districts, councils and commissions, and conservation districts to help them identify and protect their natural resources. Through this work, I have gained an interest in and appreciation for the important work that citizens do in their communities. Being new to the city, I was excited to read about the opportunity to serve as a park commissioner. I think I can make a positive difference by shaping the future of the city's natural areas and recreation facilities, which were strong factors in my family's choice to move to Shorewood. Dawson, City Administrator Larry Brown, Director of Public Works/City Engineer April 8, 2004 Yard Waste Disposal Arrangement (WORK SESSION ITEM) TO: FROM: State law and County ordinance requiTe that yard waste be diverted from landfills. and waste processing facilities. In Shorewood, residents may do yard waste recycling on their own properties; take it to a yard waste/composting operation; mak~ arrangements with their refuse collectors to pick up yard waste; andlor take advantage of the City's spring and fall clean-ups. Staffhas investigated one option ~at may be a supple:mental or replacement service for residents' yard waste. Residents frequently call during the season and ask where they may ~e their yard waste. The closest is operated by NRG, and is located just off Highway 7 at 4250 Creek View Circle in Minnetrista (just before a westbound motorist arrives in Saint Bonifacius). Staffhas met with operators of the site, and learned that NRG has contracts with cities (including Mound) to accept yard waste that their residents or city public works crews bring to the site. Under contract, it charges the city $5/cubic yard for its residents (who must provide proof-of-residence). Residents from non-contract cities pay $7/cubic yard. NRG also has compost available at wholesale prices for residents Who want to haul something back from their trip tothesite~ NRGcompost is made from the materials it accepts: grassll~wn clippings, garden 'waste, leaves, weeds" and milfoil. For Shorewood residents, entering into such an arrangement with NRG would: . Provide a lower~cost alternative for those using the NRG site. . Provide an option to paying their re:fQse haulers the additional fees they charge to collect yard waste. . In the long run, provide cost savings if it were to replace the. City's fall cleanup. According to data from 2003, the following amounts of yard waste were collected (one ton = 2.5 cu. yd.): Spring Cleanup: Refuse Collectors: Fall Cleanup: Total: 120 tons 209 tons 96 tons 425 tons ( 300 cu. yds.) ( 240 cu. yds~~ (1,062 cu. yds.) -:#-,3 o PRINTED ON RECYCLED PAPER Yard Waste Disposal Option (NRG) April 12, 2004, City Council Work Session Page Two Financing: City costs for yard waste removal during the spring and fall cleanup are totaled up, and then spread equally among all customers in the City's Recycling Utility. For ease and efficiency of administration, it would make sense to do the same for services through a contract with NRG. NRG stated its contract program does not involve cash transactions with residents dropping off their wastes. Based on the data assembled above, the costs for services with NRG would most likely fall in the $5,000 to $10,000 range (or $2 to $4 per Recycling Utility account). NRG requires an up-front cash deposit, and accounts are squared away with the city at the end of the season (a refund or an additional invoice, depending on what happened during the year). The yard waste component of the City's spring and fall cleanup currently cost $11,867 in 2003 (Spring cleanup: $5,600; Fall cleanup: $6,267). There could be notable savings if the NRG proposal were to replace the Spring and Fall cleanups. At the same time, there would be a lower level of convenience for Shorewood residents. Staff believes that this is an opportunity to provide residents with convenient options at relatively low cost for disposal of their yard wastes. Staff seeks direction from the Council: 1) Whether to prepare an agreement for Council's consideration (likely at the May 10 Council meeting, so that publicity of the program can be placed in the June issue of the City's newsletter). 2) Whether this program should be developed as a supplement to, or a replacement of, the City's yard-waste collection service during spring and fall cleanups.
