The Shorewood City Council wiD hold a special meeting on the foDowing date:

The purpose of this meeting is to interview candidates for appointment to the LMCC
Board and LMCD Board. The following interviews have been scheduled:

I am writing this letter to express my interest in continuing as the at-large representative for Shorewood on the Lake
Minnetonka Communications Commission (LMCC).
I have included my attendance record below for reference. As you know, full commission meetings are held
quarterly and executive committee meetings are held monthly. Due to an unusual pressing business concern, I was
unable to attend one of the three full commission meetings for which I was eligible to participate. Quorum was not
reached at this meeting, so no business was conducted. Thankfully, Shorewood did have representation as Scott
Zerby was in attendance. I also attended many of the executive committee meetings as a non voting observer.
During these meetings, commissioners (not serving as members of the executive committee) have been welcomed to
join the discussion.

A summary of significant issues / highlights for LMCC business in 2003 includes:
. A ruling from the FCC / Courts stating cable modem data access is an information service and is therefore
not subject to regulation by the cable authority. The LMCC may collect and forward complaints regarding
cable modem access but has no authority whatsoever over the pricing / service level of this product.
. MediaCom filed a petition with the FCC claiming effective competition existed in the LMCC area. If the
FCC agrees, MediaCom will be able to have full control over the pricing of all their services without
LMCC's approval. This affects ONLY the pricing for the very basic level of service ($13 .50). MediaCom
already has full authority to set pricing for all other service levels. LMCC filed a petition disputing
MediaCom's claims and requesting that the FCC deny MediaCom's request. The outcome of this ruling is
still pending.
. LMCC requested MediaCom enable an additional channel for local access television. This channel is part
of the franchise agreement and MediaCom is obligated to fulfill this request. We expect the additional
channel to be up and running in January 2004.

. At the December 16th executive committee meeting, Bruce Williamson (Chairman of the LMCC) expressed
his concern the LMCD (Lake Minnetonka Conservation District) meetings were not televised on local
access television. Apparently, the LMCD has been reluctant to pursue this. Mr. Williamson believed a
more aggressive approach may be necessary to pressure the LMCD into broadcasting their meetings. A
philosophical discussion ensued on the role of the LMCC in providing community access to meetings such
as this. The majority view is the LMCC should stand ready and willing to provide support to any publicly
chartered organization interested in broadcasting their meetings. However, the LMCC should not insist on
broadcasting these meetings when uninvited. At my suggestion, the LMCC was to send letters to all the
city councils explaining the willingness and desire of the LMCC to see these meetings aired. It is
incumbent on the LMCD and direction from their appointing city councils to make televising LMCD
meetings a priority. The LMCC will be ready to assist when invited in for such purpose.
. Service related issues and complaints decreased substantially during CY 2003. Although there are always
exceptions, the general feeling is MediaCom has been performing reasonably well in this area.
. I raised concerns with LMCC staff regarding some accounting issues I noticed upon review of the
financials. The issues where relatively minor, but I felt they were material enough to be examined. As a
result, some mistakes were found with how the bank manages the deposits. LMCC staff was looking into
this in an effort to clean up the books.
It took several meetings for me to get the feel of the LMCC organization and fully understand its role. I would like
to continue as an active participant on the LMCC board for the year 2004. If! am appointed by the council to serve
in 2004, I would likely seek nomination to the LMCC executive committee when the annual LMCC elections occur.
Specifically my interest would be in serving as either Treasurer or an At-Large member.

LMCD appointment
Hello Jean,
Thank you for your recent letter regarding the annual process to appoint
an LMCD Board representative from Shorewood. I will respond again this
year with an email.
I have served as the LMCD Board representative from Shorewood for 4
years and have enjoyed the opportunity. As I hoped when I first accepted
the position, this is an excellent position for me, given my experiences
and interests. Here are a few points for you to consider.
_ I have lived in the Lake area for almost my entire life. I believe
this experience is of great value in serving the Lake area and its
citizens.
_I have been involved in a number of related "programs", such as
serving as a Water Patrol Deputy and being a Lake Watch volunteer
(taking water quality readings, etc.) I have been doing Lake Watch work
for the DNR for about 11 years.
_ I served on the Shorewood Planning Commission prior to this LMCD
assignment. It was good experience.
_ As an LMCD Board member, I try to take an active role in understanding
the issues the LMCD deals with. Examples: I have worked with the
Hennepin County crew in putting the buoys in. I have been out with the
milfoil harvesting crew and have driven the harvesters. I participated
in the annual multiple dock license inspection/audit. In facing upstream
development in Six Mile Creek and Long Lake Creek, I have driven
watercraft up both of these streams as far as possible so that I could
more fully understand their condition and use. I do not believe a Board
member can make good judgments by sitting in a Boardroom, listening to
dialogue, and looking at 2 dimensional drawings, so I try to get out in
the field as much as possible.
_ I have been the Treasurer for the LMCD for the last 3 years. I have
helped to make important changes to budgeting and financial reporting at
the LMCD, bringing some "business discipline" to the operation.
-In 2002 and 2003, I took on the leadership role for the LMCD to try to
ensure that Hennepin County would provide 100% funding for the proper
number of Water Patrol deputies. This effort for 2003 was completed
successfully. I have led the "charge" for 2004 also, and recently heard
back from Commissioner Linda Koblick that we have 100% County funding
for 2004. Funding additional deputies will be a challenge in future
years, and I will continue to offer my energies toward this outcome (if
re-appointed).
- I have tried to fulfill the obligation to provide the Shorewood City
Council with effective communication on LMCD matters. This has been
accomplished in each of the last 4 years by a written communication
along with a City Council "presentation" 3 times per year.

. I am interested to be re-appointed for 2004, and will hold time on the
evenings of Monday, January 12th, and Monday, January 26th, for
interviews. Please let me know which night works best for the Council.
