022592 PK MINCITY OF SHOREWOOD PARK COMMISSION MEETING TUESDAY, FEBRUARY 25, 1992 M I N U T E S CALL TO ORDER COUNCIL CHAMBERS 5755 COUNTRY CLUB ROAD 7:00 PM Chairman Wilson called the meeting to order at 7:00 p.m. ROLL CALL Present: Chairman Wilson, Commissioners Lindstrom, Laberee, Andrus, Dzurak, and McCarty; Park Secretary Niccum; Council Liaison Lewis and Administrator Hurm Absent: Commissioner Mast APPROVAL OF MINUTES Andrus moved, Lindstrom seconded, to approve the minutes of Tuesday, February 11, 1991, as written. Motion carried - 4 ayes 2 abstain INTRODUCTION OF NEW COMMISSIONER The Commission welcomed Jennifer McCarty, 26340 Shorewood Oaks Drive, as one of the new Commissioners. Karen Mast was not present. They also welcomed Jim Wilson, who was reappointed. FINALIZE SILVERWOOD PARK SITE PLAN Park Planner, Bruce Chamberlain, of Van Doren Hazard Stallings, introduced their Engineer, Scott Harri, who discussed the grading and the pond excavation. Chamberlain referred to the questionnaire done by former Commissioner Angela Weatherly, a questionnaire asking the S.E. area residents what improvements they wanted to see in Silverwood Park. He said at that time the residents basically told the Commission what they would like to see in the park, and the master plan was formulated from the questionnaire. Included were a trail, bog walk with observation platform, play area, landscaping, picnic pavilion, sliding hill, a warming house with park and rec storage, and a skating rink. He asked the Commission for feedback to the master plan. He said this summer's plans would be to do the grading, including the grading for the tennis courts, and dredging out the pond to deepen it. He asked the Commission where they wanted the pond located. He said the tennis courts could then be built in 1993 after the ground had settled. SHOREWOOD PARK COMMISSION MEETING TUESDAY, FEBRUARY 25, 1992 - Page two Administrator Hurm said he had some questions. He said it is important that what is in the Park Capital Improvement Plan is consistent with what is on the master plan for Silverwood Park. He pointed out that the bog walk and observation platform are not in the PCIP, nor are they on the citywide trail plan. Hurm asked Commissioner Dzurak, who lives in the neighborhood, how important he thought the bog walk and observation platform were to the neighborhood. Dzurak said the neighbors were originally concerned because the original master plan had placed a common area, with a potential ballfield, in the wetland area. Therefore, they thought the bog walk and observation platform would be more passive, and nicer. He said now there are a lot of backyards with no screening between them and the pond, now maybe they wouldn't want the bog walk that close to their property. He said he didn't have a strong opinion either way. Commissioner Laberee said Silverwood is not the kind of a park where you come to take nature walks. He also said poly was better for the bog walk floats because muskrats damage Styrofoam. He said it could be a large expense and if so, he didn't feel it would be a good use of park money. VHS Engineer Harri said the bogwalk would cost approximately $15 a lineal foot and, at a length of 350', the cost would be around $5,250. Lindstrom suggested they leave it in the PCIP as a possibility for the future. Hurm suggested that a heading, such as "Potential Projects ", be placed in the PCIP plan, and that no year be designated. The Commission also discussed the proposed lake access dock to Silver Lake. Lewis said it has to be 150 yards to the end of the cattails. He said there are also floating bogs on the lake. Hurm also expressed concern over the location of the sliding hill, noting the possibility of crossing the walkway and ending up in the pond. The Commission discussed the fact that the only decent place access to Silver Lake would be Outlot A, and this could not be used because there is no place to park. SHOREWOOD PARK COMMISSION MEETING TUESDAY, FEBRUARY 25, 1992 - Page three Chamberlain said when they design it, they would prevent dangerous situations. He mentioned that the walkway will be either wood chips or grass. He said sliding hills usually have a sign stating "Sliding Hill', plus either stating times open, or a closed sign. Commissioner Dzurak said the direction of the sliding hill could easily be changed and located in a more easterly direction. Commissioner Lindstrom said that right now the hill goes directly east, and this is better because the snow will not melt as fast. He said the only thing is, the hill is steeper the other way, and that is more fun. Council Liaison Lewis suggested plantings to prevent entering the wetland area. Hurm asked the Commission what they thought about a multi -use building combined with a picnic pavilion. Laberee said he liked the idea. They discussed what should be included in the building: Building Covington Vine Ridge residents disliked the building, they expressed concern over the design. Wilson suggested combining the pavilion with the multi -use building and moving it closer to the play area. Hurm said if it was to be used as a warming house, it would have to remain near the pond. Harri said the building will be designed to allow some movement, probably on a floating slab. He said, given time, the building will stablize itself. Warming House Lewis suggested what's needed may vary with individual parks, Manor residents may be satisfied with a trailer as a warming house, the Silverwood residents may not like a trailer. Public works storage area Public Works Director Zdrazil will be consulted regarding needs. Satellites vs. indoor bathrooms Lewis, who also lives in the neighborhood, thought there would be a lot of opposition to satellites. Dzurak wondered if the satellites were tastefully screened, would there still be a lot of opposition? McCarty said one problem with the satellite is that it cannot be locked. She said the satellite in her neighborhood (Freeman Park) is used by people at all hours. Wilson mentioned the difference in expense... satellites with screening vs. putting SHOREWOOD PARK COMMISSION MEETING TUESDAY, FEBRUARY 25, 1992 - Page four in water lines and plumbing. Hurm said you could always use satellites with screening as a temporary measure, then go to inside bathrooms later on. Laberee asked if the sewer line already runs to the pumphouse, and if attaching bathrooms to the pumphouse was possible. He didn't think it would be possible to get satellites down to the building at the present location shown on the master plan. T,nr -a t 1 nn Wilson expressed concern over the possibility of vehicles being able to reach the warming house /multi -use building in its present location. He said it would be necessary for them to be able to reach it. Chamberlain said they would consider this, and look at it in the whole grading scheme. Sewer /Water Hurm questioned whether in Silverwood, because it is a totally new park, it would be more feasible to bring in the sewer and water when the grading was done. Harri said they would not want to spend a lot of money on soil correction, they will place almost 8' of fill, there should be some delay to allow for ground settling. Electricit Hurm asked when the electric should go in. Harri said it can be staged according to the facilities going in. no e] Chamberlain asked what shape they wanted the pond to be. They discussed drainage in and out of the pond area. Hurm said he will have the engineer check on it. Harri said the square footage of the pond will be about the same as the pond in Manor Park. Harri said they have to be sure they are not excavating more than the budget allows. Dzurak expressed concern over expansion of Covington Road, he wanted to make sure it didn't affect the pond, causing it to be filled back in. Harri said he met with the engineer, there should be 40' -44' for the street, trail, and everything else. The paved trail would still fit within the rightof -way and still be eligible for State funding. Harri said full expansion of Covington Road could occur and still leave room between the trail and the road (curb). Liqhtinq {inside and outside) Lewis asked if the tennis courts would be lighted? The answer was there are no plans to light it, none of the other courts in the City parks are lighted. SHOREWOOD PARK COMMISSION MEETING TUESDAY, FEBRUARY 25, 1992 - Page five Harri said to have a functional rink, you have to have lighting, it gets dark at 5:00 pm. He said the lighting could be place on the south side projecting north, or toward the water treatment plant. He said rink lights throw less lighting than street lights. Lewis thought the neighbors would object. Lindstrom said he thinks the City has an obligation to develop the park, the residents had the right to develop their property. Chamberlain pointed out that the rink and the warming house came in among the top listings in the questionnaire. Citv codes Lewis said code changes could be discussed. Laberee said it would be a lot easier for Planner Nielsen if changes were made, to have them in writing in the City code as soon as possible. Hurm said the Commission can always present requested changes to the Council. Hockey Rink Was in original master plan, no big demand and no room. Laberee said he thought once the grading starts things will start to pull together. Lewis asked the Park Planner how they defined the edge of the wetland? Harri said they met with a wildlife biologist. REVIEW PROPOSED LETTER OF AGREEMENT FOR ENGINEERING SERVICES FOR SILVERWOOD PARK Chamberlain said they will be the project manager; do the plans and specs, surveys, and inspections; (they already have the necessary permits) attend bid openings; do addendums if necessary; and report to the City Council. They will bill on an hourly basis. Laberee asked if there is an accurate survey of the park at this time. Harri said within l' up or down, the most critical areas of the wetland have been spot checked. SHOREWOOD PARK COMMISSION MEETING TUESDAY, FEBRUARY 25, 1992 - Page six MATTERS FROM THE FLOOR March and April Liaisons Lindstrom March Andrus April Men's Softball Association Donation Lindstrom said the Association has already donated $1000 toward playground equipment in Freeman Park. This was done as an incentive to get other organizations involved in donations. He asked if other organizations have made contributions, or been approached to do so? Hurm said yes, they have been approached. Lindstrom said they were going to donate another $1000. He asked if they wanted it earmarked for other things, such as benches, a chalker, etc. Hurm said he would give Lindstrom a list. Hurm suggested that the league work with a referendum committee and send out a challenge to other organizations. Lindstrom said he thought the League wanted the City to take the initiative. Plaques for Christensen and Vogel REPORTS Discussion on Plan C - Cathcart Park Hurm reported that total PCIP costs for Cathcart Park total $163,000. Informat item - Cathcart Park (4.8 acres) was sold to the City of Church. Shorewood 19 years ago for $10,000 by the Minnewashta The Commission discussed different options regarding Cathcart Park. Dzurak moved, Laberee seconded, to recommend to Council that Administrator Hurm discuss Cathcart Park with the City of Chanhassen for operations and Capital Improvement. Motion carried - 6/0.
