PARK COMMISSION MEETING

Chairman Christensen called the meeting to order at 7:00 PM.

Laberee Vogel and Weatherly; Park Planner Koegler; Public
Works Director Zdrazil; Council Liason Gagne; and Park
Administrative Assistant Niccum

APPROVAL OF MINUTES
Andrus moved, Laberee seconded, to approve the minutes of Tuesday, July
10, 1990, as written. Motion carried - 6/0.
SILVERWOOD PARK
Commissioner Weatherly reviewed the development process: the work that
went into the original park plan, the concerns of the new neighbors,
the resulting survey, the new plans, the three options, and the
decision reached by the Commission.
Barb Christensen of 19545 Vine Ridge Road questioned the removal of
shrubbery screening the tennis courts from the east. She said if there
was just one tennis court it looked like there would be more room for
landscaping for screening purposes.
Park Planner Koegler said it would be difficult to save the terrain,
one court would make landscaping easier. He pointed out that it is
approximately 450' from the tennis courts to the property on the east.
Commissioner Laberee asked Koegler if it wasn't cheaper to put in two
courts at a time, due to only bringing in equipment once. Koegler said
there is a significant cost saving by doing it all at once.
Sean James of 19595 Waterford Place asked if the trail was part of the
original plan? Commissioner Lindstrom said yes it was.
James said the area is full of deer and pheasants, and he hates to see
them disturbed. He asked who benefits from the trail? He said it goes
between two homes. Commissioner Lindstrom said the entire community
benefits from the trail, he said the intent of the trail was so the
neighborhood did not have to drive to the park, or walk on the streets.
James expressed concern over parking for the trail use. He asked if the
City intended to add additional parking. He felt the roads should be
posted "No Parking" to keep people from parking on the streets to use
the trail.
Park Planner Koegler explained that there are three types of trails
involved in the park:
1. A trail along Covington Road, which is basically a sidewalk;
2. A trail from Silverwood Park to Hwy 7, which will be mowed turf, a
pedestrian walking trail; and
3. the wetland trail, which will be a floatable walkway with a low

unobtrusive observation platform.
Koegler said no additional parking is planned. This is a neighborhood
park, not a community park.
Koegler said the Park Commission is embarking on a overall City trail
plan, which will go before the Council at a later date.
Martey Snyder, of 19855 Chartwell Hill, asked if the City could wait to
do this trail until the entire trail system takes place?
Sam Sawyer of 19655 Waterford Place expressed concern over the
wildlife, and said he had some serious concerns regarding possible
vandalism.
The remark was made that there are problems now with snowmobiles in the
area, and the police will not come out because they say they can't
catch them anyway because there are too many exits. They ask the
residents to get the information. Gagne stated that the Council will be
discussing snowmobiles.
Kathy Swanson said she walks through Covington Park all the time. They
have two tennis courts, and they never seem to be in use. She hates to
see the trees torn down and the wildlife disturbed.
Commissioner Weatherly said the reason two tennis courts were put into
the plan was because a lot of residents did not feel it was safe to
have themselves or their children cross Vine Hill Road and, the
Commission, after tabulating the survey, feel that if the demand
exists, provide for it.
Gary Swanson of 19535 Vine Ridge Road would like to see the tennis
courts buffered, and all the work on the park done at once.
Dale Schneider of 19585 Vine Ridge Road asked if the warming house
would be permanent, and how much it would cost? Koegler said yes, it
would be permanent, and it would be a quality structure. He said
$40,000 has been set as the price for the warming house and storage
building. Swanson said, and some of the other residents agreed, that he
would rather have the City bring in a trailer, such as the one used in
Manor Park, for 3 months, and see the City spend more on playground
equipment. Koegler said $15,000 has been set as the price for
playground equipment. He explained that the price of the warming house
does not have anything to do with the price of the playground
equipment.
The Commission responded to a question regarding the trailer used as a
warming house in Manor Park last season, saying it was very well
received.
Another question arose on whether the pond would be aerated. Koegler
said they wish to create a clean open water setting, and fill as little
as possible. He said at this time he hasn't researched it to the point
of making a decision on aeration.
Weatherly explained the tabulation and results of the questionnaire.
She said 350 were sent, 138 were returned.
Christensen asked how many present answered the questionnaire? Most
people raised their hands. He said now the City has to figure out what
it wilt cost, and who will pay for it.

Koegler said the total development cost, including electric, water, and
site grading, should be approximately $180,000. He said we don't know
at this time where the money is coming from, park dedication and
possibly a referendum if necessary. We should know more in a month. He
said $93,500 has already been spent to purchase the park property. This
is a neighborhood park. The questionnaire was only sent to the
surrounding community.
Martey Snyder asked about maintenance. Christensen said the parks are
maintained by the City, and maintained well, but no park actually exits
yet. When it exists, it will be maintained.
Koegler said detailed landscaping plans will be done. They will leave
most areas as they are. This will mean less disruption and less cost.
He said picnic areas are usually developed after the rest of the park
is done. This way they can be placed in the areas needed.
Louis Tilton asked if all the money is not available - would #1 on the
list be done first? The Commission said not necessarily, it would
depend on what funds are available.
It was suggested by residents that a committee be formed to plan the
play structure. Koegler said there are no definate plans for the play
equipment at this time, although it will be a system that will handle
pre- school and 5 -9 year olds. He said the equipment is usually
purchased by one of the large companies that specialize in play
equipment, and he doesn't see this changing. The next step in the
process will be to make a presentation to the City Council and get plan
and spec approval.
Louise Bonach thanked the Commission for the time, effort, and
consideration they have given to Silverwood Park.
Commissioner Laberee said it looks like the tennis courts can be moved
a little to the west and south. Koegler said he will look at that when
he gets into the detailed plan.
Vogel moved, Andrus seconded, to recommend to Council that they adopt
the Master Plan for Silverwood Park presented by Park Planner Koegler;
with the stipulation that the tennis courts can be moved slightly and,
that buffering can be added on the east side of the tennis courts.
Motion carried 6 -0.
PARK CAPITAL IMPROVEMENT PLAN (PCIP)
Park Planner Koegler reviewed sample plans with the Commission. He said
he will be meeting on Thursday with the Finance Director to see what
money is available.
Andrus reviewed the priorities - irrigation in Freeman Park, relocation
of ballfield and parking lot in Cathcart Park, Little League field in
Freeman Park, and the completion of Silverwood Park. This cost is
approximately $244,000. He said less than $400,000 in park fees will be
received by the year 2000, more funding sources are needed.
Koegler said after he attends the staff meeting, he will send a memo to
the Park Commission and the City Council.

BUDGET
The Commission reviewed the park budget with Public Works Director
Zdrazil and Park Planner Koegler.
LITTLE LEAGUE FIELD
The Commission discussed the status of a proposed Little League field
in Freeman Park. Koegler informed the Commission that Administrator
Whittaker is in the process of writing a letter to the Tonka Men's Club
informing them of the costs and asking them their intentions.
Andrus moved, Laberee seconded, to recommend to Council that Zdrazil
stake and grade it at this time, and that the Council authorize an
expenditure of $1400 for the survey and grading of a proposed 2nd
Little League field in Freeman Park. Motion carried - 6/0.
The Commission feels that this is an ideal location for a Little League
field. They feel that as long as the BMX Track was removed, something
else should be put in its place.
SHOREWOOD SUBURBAN ESTATES - PARR DEDICATION REQUEST
Andrus moved, Lindstrom seconded, to recommend to the Council that they
accept cash in lieu of land from Shorewood Suburban Estates. Motion
carried - 6/0.
