SUBJECT: Discussion of Preliminary 2004-2008 Capital Improvement Program (CIP),
June 23, 2003, City Council Work Session
In the process of getting the CIP deliberations back into proper schedule, a listing of projects for the
2004-2008 CIP is presented for preliminary discussion at this work session. It is good fmancial
practice to have at least the first year of the CIP settled, as it will help direct efforts in the 2004
budget. Next year, we plan to have the CIP ready for discussion in the latter part of the first quarter.
We propose that the list for each section be reviewed, and staff will be prepared to discuss or describe
the items in more detail. A narrative of each project has been provided. Rather than spend hours or
several work sessions poring over each of the projects, we will highlight the changes from the
program accepted by the Council earlier this year.
At its May 12,2003, work session, the Council reviewed and accepted the approach to be tak~n in
developing the CIP. (A copy of this memorandum is attached.) The CIP is intended to be a ~xible
document, and an important physical as well as financial planning tool. The first year of the Clf
should list is the most definite in terms of planning and implementation. The latter years of the. vIP
are most susceptible to change. A recommended fiscal policy section has been added at the'
beginning of the document to assist in: setting priorities for projects.
M~jor Changes
Municipal Water: The capital improvements identified for 2004-2007, excluding pump/well
inspections, is around $800,000. Given the financial position of the water utility, it would be prudent
to consider issuing water revenue bonds to provide affordable levels of capital to make these
improvements. Interconnection with Excelsior for the area served by the W oodhaven well, the need
for which is becoming more critical, could be moved into 2004 ifbonds are sold next year.

Municipal State Aid Roadways: The City's account with the State will be exhausted following the
Smithtown Road rehabilitation project in 2003, and with remaining and advance funding for the
City's portion of the County Road 19 intersection project. The City currently receives approximately
$180,000 yearly in the capital projects portion of its MSA distribution.
Local Roadwavs includes specific projects in each year. It anticipates continuing the level of
bituminous overlays and sealcoating that the City has performed in recent years, although there is no
adjustment for inflation.
Stormwater Management includes the Gideon Glen project in 2004-05, as well as making drainage
improvements in the Harding Lane/Glen Road area in 2005. These projects are best scheduled to
coincide with the County Road 19 intersection project. City costs for Gideon Glen are estimated to
be $25,000 for access trails, overlooks, and educational signage; we are pursuing a grant to cover
these expenses.
Sanitary Sewer improvements include two-year schedules for rehabilitating individual lift stations.
Public Facilities does not program a future city hall. The space needs study, to be undertaken this
year, will provide information that will be invaluable in determining whether and when city hall
facilities need to be addressed. Initially, the space needs study was intended to gauge how much
space would be needed over the next several years. Informal comments have indicated that the study
should also entail how space in the current city hall could be use more effectively, and how or
whether changes could be made to the current building. Staff has discussed internally the merits of
an additional service bay with lift is proposed for the Public Works building in 2005; however,
further research is necessary before including it in the CIP.
Park Improvement Fund includes two projects for 2004; the Park Commission is in the midst of
formulating plans for following years. Annual revenues to the Fund due to new land development are
not anticipated to be substantial, for the next several years.
Trails are included as a category, but no projects are shown due to the opportunity-by-opportunity
nature of considering trails. There has been no budget practice to designate monies for a trail fund.
Land and Open Space Acquisition is a new topic in the CIP. In its final report, the Land
Conservation and Environment Committee (LCEC) recommended that the City budget $10,000
annually for acquisition ofland or conservation easements. Council will need to decide annually
whether it can make this commitment.

New Financine: Tools
The Legislature has provided cities with significant flexibility in funding capital improvements
during the past two sessions.
. In 2002, long-term (Le., longer than five-year) general-obligation roadway bonds could be
issued without referendum, subject to a "reverse referendum" process. The bonds could be
issued only for projects listed in a CIP. In 2003, the Legislature clarified what needed to be
included in a CIP to be eligible to use roadway bond financing. The bill also clarified that
utility relocation could be included in this fmancing, but that first-time installation of curb-
and-gutter could not be eligible.
. A limited array of city buildings, including city halls, public works facilities, and public safety
facilities may be financed with long-term general-obligation bonds issued without
referendum, subject to the same "reverse referendum" process that applies to roadway bonds.
Land acquisition would not be an eligible expense with bond proceeds.
Franchise Fees: There is also much interest being expressed by cities to add franchise fees on their
electricity and natural gas providers. The current economic necessity for cities to diversify revenue
sources is bringing these fees under consideration. The utilities pass through the total cost of the fee
to their customers. Fees can be used for any purpose, but are more easily'accepted if they are tied to
specific uses - e.g., rental of right-of-way, impact on City infrastructure. For Sh'orew6od, these
revenues could be placed into various capital funds, replacing or augmentii'lg transfers that are
currently made from the tax-supported General Fund. This revenue source merits further research by
staff and discussion by Council.

Approach to Capital Improvement Program (CIP)

Following discussion about the 2003-2007 Capital Improvement Program earlier this year, the
Council stated it would like to take a look at the philosophy to be followed in developing and
publishing a CIP. This review would take place prior to updating the CIP this spring in preparation
for the City's 2004 budget.
The Basics: At its essence, a CIP is a planning tool for some specified period of time. The CIP lists
significant (hence the term "capital") improvements in infrastructure and equipment that the City
should plan for. It becomes a financial planning tool that identifies funding sources, funding
availability, and helps decision-makers to determine affordability. With the approval or amendment
by the Council, the CIP provides an implementation program for staff to work on.
The League of Minnesota Cities's Handbookfor Minnesota Cities contains the following discussion
of Capital Improvement Budgeting.
"Capital budgeting is a list of needed capital improvements, their order of priority, and the
means of fmancing them. Besides being one of the major tools of planning, a capital budget
can provide some or all of the following advantages:
. Keep the public informed of future needs and protect councilmembers from pressure
groups seeking projects rated low on the priority list
. Often reduce or stabilize the tax rate
. Establish an orderly capital improvement program, preventing the peaks and valleys in
a community's debt retirement program
. Frequently allow a community to move gradually to a pay-as-you-go program of
capital expenditure financing for a considerable portion of its improvements
. Capital improvements take place in a logical and orderly manner, rather than
haphazardly

. Help preserve the community credit rating by preventing an over-extension of credit
and maintaining a credit reserve for emergencies at all times
. Integrate the plans and projects of all city departments and agencies, eliminating
conflicting and overlapping projects
. By insuring prior consideration for all capital improvements, it helps guarantee ample
time for detailed and careful planning of the actual program.
"The city puts improvement projects into a multiple-year capital improvement program on the
basis of the established priority. When the council reviews it in light ofthe community's
financial situation, it may find the city should defer some ofthe projects beyond the
improvement period and other projects indefinitely.
"Following this, the budget officer recommends projects for the coming budget year. The
recommendations, in effect, become the recommended program.
"Priorities in the capital budget program for the following years remain tentative, and the
council should review them annually. At that time, the council should consider the addition
of new projects and the deletion of others."
A CIP is not a document set in stone. It is a snapshot of needs, schedule of improvements, and
schedule of financing, typically five years into the future. It is intended that the CIP be reviewed and
changed as physical conditions, financial conditions, and changes in priorities occur.
The CIP and the Comp Plan: As the park improvement program implements the parks master plan,
the City's CIP is an implementation program of the City's Comprehensive Plan. In fact, Minnesota
law provides that a City's planning commission is to review the CIP prior to its adoption by the city
council, although in practice this is seldom done unless a particular project within the CIP appears to
be inconsistent with the Comprehensive Plan.
Approaches regarding what to include in the CIP: Cities differ on the extent of projects they list in a
CIP. Some almost become wish-lists, containing a lot of ill-defined projects in the outer years of the
program. Some have a more limited scope, and include only projects on which commitments have
been made, or exclude projects that other units of government may have planned within the city's
boundaries.
A CIP should be developed to combine realistic needs with realistic expectations about expenditures.
They should reflect the projects of other units of government (e.g., MnDOT, Hennepin County,
watershed districts) so that opportunities to coordinate City projects can be identified.

The CIP can contain, as appendices, other schedules or lists of projects beyond the five-year time
horizon. For example, an equipment replacement program often extends out 20 years, so that the
acquisition of equipment can be timed to assure that the annual balance in the equipment replacement
fund doesn't go in the red. Or, it may show that short-term debt (Le., five-year equipment
certificates) may need to be issued for critical pieces of equipment.
A new wrinkle: As staff has informed Council, a State law enacted in 2002 created a new way for
cities to finance road projects. For non-special assessment financing requiring more than five years
to pay, a referendum is required. With the new law, however, cities may issue "roadway bonds"
without referendum, provided that the city has identified the projects in its CIP and is subject to
reverse referendum (i.e., a sufficient number of residents can request a referendum if they file a
petition within a 30-day period of the council's action).
There may be an incentive to list many projects, or have a general plan for roadways with an annual
outlay for them, within the CIP. The law is not clear that a road project needs to be constructed in the
year of financing; rather, the project(s) or outlays simply need to be listed in the CIP. If projects or
outlays are not listed, the CIP could be amended as necessary to qualify them roadway bonds.
Staff suggestions for approaches in developing CIPs: Council wishes to develop a philosophy or
understanding about what is to be included when a CIP is presented. The following points, subject to
Council modification, should be part of that understanding.
. We suggest that projects in Shorewood's CIP be listed with particular care in terms of
the likelihood that they will be implemented in the first or second year ofthe program.
. We suggest that the projects be listed in years three through five of the program
identify projects and opportunities that merit further evaluation.
. There may be a program for on-going outlays for which individual projects are not
well-defined at this time. For instance, the City has a pavement management program
to assess the condition of local streets, and it is updated every year. Specific streets
can change in their relative condition to each other each year. It may be appropriate to
budget, for example, $75,000 for street rehabilitation each year without listing specific
streets after the first year of the CIP.
. Placing a project or outlay in the CIP does not commit the City Council to accomplish
it. The Council's normal processes of authorizing studies to be prepared and gaining
public comment need to be followed. As these matters are of a capital (i.e., big-buck)
nature, the City Council would need to approve them as they come up. A CIP listing
does not in any way imply a done deal or a foregone conclusion. A CIP helps to keep
needs in front of the Council and helps it set priorities.

I. INTRODUCTION
This Capital Improvement Program (CIP) is a coordinated schedule of municipal
capital projects, improvements, and purchases for the years 2004 through 2008. It
identifies sources of revenue to pay for the planned capital project improvements and
purchases.
The Capital Improvement Plan consists of a project proposal that indicates the title of
the project, year that the project or expenditure has been scheduled, and the
appropriate funding sources for that expenditure.
The Capital Improvement Program is an important element of the comprehensive
planning process. See Step 4: "plans, projects, programs" of the Comprehensive
Planning Process Chart on Page 2. It is the bridge between policy planning and
implementation. It is the direction the City will take over the next five years and
beyond in undertaking and financing capital improvements consistent with the City's
Comprehensive Plan. With this Capital Improvement Program, the City Council is
integrating the Cit)ls physical needs with financial resources.
It is important to recognize that needs, resources, and projections change over the
years. Therefore, the CIP needs to be a fluid program, with review and update
annually. It is reviewed and updated based upon priorities established by the City
Council each year. It is also a very important financial planning document as it
projects the City1s capital improvement needs and identifies financial resources to
meet those needs.
Each project, which is identified in this program, must be approved by the City
Council under normal processes.

CAPITAL IMPROVEMENTS FISCAL POLICY
GENERAL POLICY
Shorewood's Capital Improvements Program reflects an assessment of the
community's needs and its ability to pay for major improvements. It is founded on
the policy that reinvestment required for replacement, maintenance, or the
increased efficiency of existing systems shall have priority over investments for
expansion of existing systems or the provision of new services.
FUNDING PRIORITIES
Capital spending proposals will generally be funded on the following priority basis:
1. Those projects necessary for contributing to the public health and welfare.
2. Those projects which will help to maintain an existing system.
3. Those projects that will make an existing system more efficient.
4. Those projects representing the expansion of an existing system for new
service or completely new public facility or service.
FUNDING PRINCIPLES
As a result, the following principles shall govern the implementation of the
recommended Capital Improvements Program:
1. The City will make all capital improvements in accordance with the adopted
Capital Improvements Program.
2. The City will develop a multi-year plan for Capital Improvements and update
it annually.
3. The City will coordinate development of the Capital Improvements Program
with development of the annual operating budget. Future optional costs
associated with new capital improvements will be projected and included in
operation budget forecasts.

A. MUNICIPAL WATER SERVICE
The City of Shorewood has 1 ,500 individual service connections to the municipal water
system. Other residents obtain water through individual residential wells.
The City of Shorewood operates and maintains five separate well houses, with a total of
seven wells to service the customers. For reference, the following table provides some
basic information of the City's systems.

The Amesbury and Woodhaven wells are what is known as hydro-pneumatic systems.
These types of systems are designed for a small neighborhood system. The Minnesota
Department of Health recommends that the number of connections served by these types
of systems should not exceed twenty-five. Currently the number of connections that are
served by this system exceeds this amount.
The Badger Field and Boulder Bridge well houses are interconnected via a trunk
watermain on Smithtown Road to the Minnewashta Water Tower. This tower is located at
26352 Smithtown Road. This site is located on the Minnewashta Elementary School
property by way of an easement. This structure has a capacity of 500,000 gallons. The
water servicing this area is not treated, with the exception of the addition of chlorine and
fluoride.
The Southeast area well is connected to the Waterford water tower located at 5500 Old
Market Road. This structure is located on City property, and has a capacity of 400,000
gallons. Water from this well is treated for iron removal, along with the addition of chlorine,
and fluoride prior to delivery to the distribution system.
What follows are individual project proposals, and overall project schedules. In addition, a
funding source summary has also been included for the municipal water system.

B. MUNICIPAL STATE AID ROADWAYS
Municipal State Aid (MSA) roadways are collector routes throughout the City that
have been designated by the City, reviewed and approved by the State as MSA
eligible routes. The Minnesota Department of State Aid provides gas tax dollars,
collected at the gas pump, to municipalities that have a population in excess of
5,000. These funds are to build, reconstruct, and maintain MSA routes.
The intent of the State Aid system is to insure a uniform network of roadways
exist, as a motorist travels throughout the metropolitan area. The amount of
MSA routes that a municipality may designation is a maximum of 20 percent of
City's total roadway length. For the City of Shorewood, this equates to just over
9.1 miles of roadway. Table 2 below lists the current designated MSA routes.

It should be noted that the Department of State Aid allows municipalities to use
the dollars held in account at the State, on a reimbursement basis. In addition,
the Office of State Aid will allow cities to borrow a maximum of three times the
annual construction allotment received by the city to complete a project.
Designs, construction and documentation, must adhere to MSA rules to be
eligible for reimbursement.

C. LOCAL ROADWAY FUND
The Local Roadway fund is established to build, reconstruct and maintain all of
the roadways within the City of Shorewood, excepting Municipal State Aid (MSA)
routes, State Trunk Highways, and County Roads.
The City of Shorewood maintains approximately 50 miles of local roadways.
Funds for such expenditures are derived form the General Fund. The City has
discussed the need to create and implement a roadway assessment policy for
public improvements to insure the longevity of the Local Roadway Fund.
The City Engineer evaluates all of the City's roadways on an annual basis.
Determinations are logged utilizing the PHASER Pavement Management System
to assist in evaluating the priority of construction projects.

D. STORMWATER MANAGEMENT FUND
The majority of the City of Shorewood lies within the Minnehaha Creek Watershed District
(MCWD). The remaining portion, in the southeast corner of the city, lies within the Riley
Purgatory Bluff Creek Watershed Management Organization (RPBCWMO).
Under Statutory authority, each municipality may elect to designate a watershed district or
districts as the responsible Governmental Unit(s) (RGU) to manage stormwater on behalf of
the City. The City of Shorewood has designated the MCWD and the RPBCWMO as the
RGUs.
In compliance with a legislative mandate, the City of Shorewood has prepared a
Comprehensive Stormwater Management Plan that was approved by the City of Shorewood
in the Year 2000. The plan has been approved by the MCWD, and is awaiting approval from
RPBCWMO.
The focus of many of the stormwater management issues has been to resolve local drainage
issues, and to acquire funding for construction of the Gideon Glen Project. In addition, the
City has recently undertaken a stormwater study for the Harding Lane, Glen Road drainage
areas.
In years past, the City Council has elected to encumber $20,000 per year to fix local drainage
issues. The City Engineer was authorized to dedicate these funds to local projects,
providing that each project did not exceed $5,000 per project. As the CIP is reviewed, the
City Council will need to evaluate whether the City Council wishes to operate under this type
of system.

E. SANITARY SEWER SYSTEM
All of the City of Shorewood is served by the municipal sanitary sewer system.
The City system includes approximately 62 miles of sanitary sewer lines with 14
lift stations. The City of Shorewood system ultimately drains to the Metropolitan
Council of Environmental Services - Blue Lake facility in Shakopee, Minnesota.
Currently, the City is focusing it~ efforts on lift station rehabilitation, reduction of
infiltration and inflow into the sanitary sewer system. As costs for treatment
increase, efforts to reduce the infiltration and inflow must also increase.

project Schedule and Funding Source Summary for the Sanitary Sewer System.

F. PUBLIC FACILlTES AND OFFICE EQUIPMENT
The Public Facilities fund provides for the design and construction of public
facilities not already designated under a separate fund, and to update major
computer equipment, office furniture and City Hall maintenance needs.
This fund has three main projects that have been identified. The first is the
design and construction of a municipal liquor store. The second is an upgrade to
the interior of the building for Public Works. The last is ongoing efforts to insure
the City's computer network needs are met to promote efficiency of Staff.
Project costs and itemizations are indicated in the project proposal sheets that
follow.

G. EQUIPMENT
The Equipment Replacement Fund Schedule identifies the year that each piece of equipment
is likely to be replaced. The overall purpose of the schedule is to help identify the financial
resources that will be necessary to maintain an economical Public Works fleet that meets the
City's needs. It is important to understand that the replacement schedule is typical for each
piece of equipment. It is the City's policy that equipment is to be replaced when necessary,
not just when scheduled. If a vehicle life can be reasonably extended beyond when it is
scheduled for replacement, it will be done. If a vehicle has a recorded history of costly
repairs and an analysis indicates early replacement, a vehicle may be moved up in the
schedule. As such schedule changes are to be done at the City Council's approval.
Financial projections attempt to indicate the resources that are needed for a 20-year period
for the Equipment Replacement Fund. This analysis makes certain assumptions with regard
to the foreseeable interest rates achieved on cash balances; the rate of inflation of
purchasing equipment, Council will notice that there are years where the fund is in deficit.
Inter-fund loans or the selling of equipment certificates may remedy these periods of deficit.
The approach recommended at this time is to monitor the Equipment Fund as it is updated
during the next few years.

the available revenue, generated by development, have decreased over the last

The following is a summary of trail segments that have been completed in the past 5 years.
~ Covington Road Trail from Silverwood Park to Vinehill Road
~ Vinehill Road Trail form Near Mountain Boulevard to Kensington Gate Road (Minnetonka)
~ Eureka Road trail from Park Lane to Ruetiman Lane
Currently proposed is a trail segment along the west side of Lake Linden Drive. This trail is
being designed by the City's consultants, and is to be constructed by the developer of the
Shorewood Village Shopping Center, as part of the Cub Foods project approval. While this
improvement is noted here, this is not a City-funded project.
Currently, there are no Trail Improvements proposed (notwithstanding the Freeman Park
Walkway project).

J. LAND AND OPEN SPACE ACQUISITION
The Land Conservation and Environmental Committee (LCEC) recommended in
its final report that the City budget $10,000 annually for acquisition of land or
