I am writing to request appointment to the Shorewood Planning Commission. I am a ten
year resident of Shorewood and a twenty year resident of the South Lake area. I have
business and non-profit board experience to bring to the Planning Commission.
I have owned and operated two manufacturing businesses since 1988. I have sold my
interests and ended my affiliation with those businesses. I can therefore make the
necessary time commitment to provide excellent service to the Planning Commission.
My business experience includes the construction of several manufacturing facilities on a
company-owned site. Each of these projects required working with the host city to
facilitate meeting the needs and concerns of the community.

Dear Sir:
The ShoreReport indicated an opening on the Planning Commission and I wish to add my name
as an applicant. I moved to Shorewood in 1998 and intend to live here for at least four more
years. I have always wished for a common sense approach to city planning and now wish to put
my thoughts into action.
I graduated from high school in 1963 and just completed my liberal arts degree with a major in
computer science from DePaul University, last June. With school ending, I find that I have too
much free time on my hands and need to do something constructive.
During my lifetime, I have lived in Germany, Japan, France, Kentucky, Missouri, California,
Florida, Georgia, New Jersey, Connecticut and Illinois. Having seen the USA and Europe first
hand brings a different perspective to city planning: commuting problems, shopping areas,
recreation needs and commercial areas need to be addressed within a single solution. I recognize
the need to work with our surrounding neighbors, but that does not mean we cannot lead them
when we plan our future.
While in Naperville, IL, I was treasurer of a 550 family Homeowner's Association for three
years. While treasurer, I reduced the annual dues from $40 to $25 per year, without eliminating
any neighborhood social events. One of my cost cutting proposals replaced professional grass
cutters with high school children who cut the grass in the common areas, keeping the money in
the neighborhood.
I haven't mentioned my professional career yet: I started as a computer programmer in 1969,
writing programs for the First National Bank of Chicago. I eventually directed a project for IBM
to create software for online computer connectivity. After 20 years of working for someone else I
became a consultant, running my own business. When my daughter came home after being in a
fight at daycare, I decided to stay at home and raise her. That was 12 years ago, and now that she
is a freshman at Minnetonka High, I finally have free time to do whatever I want (so long as I am
at home when the bus gets there).

Being part of the planning commission would be a new challenge for me, allowing me to
contribute my talents and time. I am stillleaming the history of Shorewood and Excelsior, as
well as Minnesota and realize that real planning cannot be done without the input of history and
the population of our town.

Hello Jean,
Thank you for your recent letter regarding the annual process to appoint
an LMCD Board representative from Shorewood. I hope it is appropriate in
this day-in-age to respond with an email.
I have served as the LMCD Board representative from Shorewood for 3
years and have enjoyed the opportunity. As I hoped when I first accepted
the position, this is an excellent position for me, given my experiences
and interests. Here are a few points for you to consider.
- I have lived in the Lake area for almost my entire life. I believe
this experience is of great value in serving the Lake area and its citizens.
- I have been involved in a number of related "programs", such as
serving as a Water Patrol Deputy and being a Lake Watch volunteer
(taking water quality readings, etc.) I have been doing Lake Watch work
for the DNR for about 10 years.
- I served on the Shorewood Planning Commission prior to this LMCD
assignment. It was good experience.
- As an LMCD Board member, I try to take an active role in understanding
the issues the LMCD deals with. Examples: I worked with the Hennepin
County crew in putting in the buoys in the spring of 2002. I have been
out with the milfoil harvesting crew and have driven the harvesters. I
participated in the annual multiple dock license inspection/audit in
2002. In facing upstream development in Six Mile Creek and Long Lake
Creek, I have driven watercraft up both of these streams as far as
possible so that I could more fully understand their condition and use.
I do not believe a Board member can make good judgments by sitting in a
Boardroom, listening to dialogue, and looking at 2 dimensional drawings,
so I try to get out in the field as much as possible.
- I have been the Treasurer for the LMCD for the last 2 years and have
been re-elected for 2003. I have helped to make important changes to
budgeting and financial reporting at the LMCD, bringing some "business
discipline" to the operation.
- In 2002, I took on the leadership role for the LMCD to try to ensure
that Hennepin County would provide 100% funding for the proper number of
Water Patrol deputies. This effort is now completed (and Commissioner
Tambomino told me a few weeks ago that this funding has been included
in their 2003 budget.)
- I have tried to fulfill the agreed upon commitment to provide the
Shorewood City Council with effective communication on LMCD matters.
This has been accomplished in each of the last 3 years by a written
communication along with a City Council "presentation" 3 times per year.
I am interested to be re-appointed for 2003, and will plan to be
available the evening of Monday, January 13th, for all interview.

I believe that I would make valuable contributions to the City as a planning
commissioner for the following reasons:
1. I take volunteer public seIVice seriously. This is demonstrated by my 5-1/2
years of service as a park commissioner for Shorewood and four years of
seIVice as a reserve officer for the South Lake Minnetonka Police
Department.
2. I have substantial experience in administering laws and resolving disputes.
As an appeals officer for the Minnesota Department of Revenue I spend
most of my time evaluating facts, interpreting and administering statutes,
and trying to fairly resolve the disputes that arise out of those facts and
statutes.
3. I can disagree without being disagreeable. During the late 1980's I was
involved in the dispute over the Old Market intersection. I was on the
losing side of that dispute. I nonetheless conducted myself in a manner
that allowed me work constructively with the City's staff and council
members on subsequent issues and as a member of the Park Commission.
