CONVENE ECONOMIC DEVELOPMENT AUTHORITY MEETING President Love called the meeting to order at 8:23 P.M. A. Roll Call Present: President Love; Commissioners GaIfunkel, Turgeon, and Zerby; and Executive Director Dawson Absent: Commissioner Lizee B. Review Agenda President Love reviewed the Agenda and without objection from the Board, moved forward with the meeting. 2. APPROVAL OF MINUTES A. EDA Minutes of January 28, 2002 Garfunkel moved, Turgeon seconded, approving the EDA Minutes of January 28, 2002, as presented. Motion passed 4/0. 3. NEW BUSINESS A. Selection of a Financial Advisor for Public Safety Facility Executive Director Dawson explained the EDA Staff had issued a "Request for Proposal" for financial advisory services for the Shore wood EDA. Staff interviewed three firms, checked references, and reviewed fee materials submitted by applicants at the time of the interview. As a result, Staff recommended Mr. Paul Donna, who is with the fmn of Juran & Moody, be appointed Financial Advisor for the Shorewood EDA on this project. Executive Director Dawson then reviewed Mr. Donna's professional history for the Board. Treasurer Zerby stated he was quite pleased with this recommendation. Zerby moved, Garfunkel seconded, Appointing Mr. Paul Donna, with the firm of Juran & Moody, as financial advisor for the Shorewood Economic Development Authority on the Public Safety Facilities project. Update on the Public Safety Facilities Project Executive Director Dawson stated work continued on the Architectural Services Agreement and related aspects of project management that were ongoing. He reported an Eastside station site had not yet been determined. He noted there were various sites within three-quarters of a mile of the Vine Hill Road and Cottagewood Road being considered. He explained the radial distance would allow for optimum response time should the site be located within that area. Executive Director Dawson anticipated there would be groundbreaking on the main west facility slated for the late summer of this year. President Love commented a decision should be reached within the next 30 days with regard to potential locations for the eastside site. He stated, with regard to the economy of the operation, it would be best to build both stations at one time. However, he explained response time would be maintained within the District should a site for the eastside station not be determined expediently. 4. OTHER BUSINESS There was no additional business presented for consideration this evening. 5. June 21, 2002 Selection for Construction Services for Public Safety Facilities Project As assented to by the EDA commissioners, staffhas done the background work to recommend a firm to provide professional services in conjunction with the construction of the Public Safety Facilities Project. Five firms responded to a solicitation for a Request for Qualifications. The staff team (Fire Chief Mark DuCharme, Police Chief Bryan Litsey, Shorewood Public Works Director/City Engineer Larry Brown, and myself) interviewed three firms on June 5. From those interviews, two firms were selected for further reference checks and an understanding of proposed fees: Kraus-Anderson Construction Company, and Stahl Construction Company. The services requested would include working with the architect to economize anticipated construction costs; develop, manage, and administer bid packages; and supervise construction of the facilities. These services will provide the needed expertise and time that is not available on the staffs of the EFD, SLMPD, and City of Shorewood. Staff is convinced that either firm will be able to provide the services very competently and professionally. Prior clients of both firms indicated their services were highly satisfactory. While the cost for services should be an important but not primary criterion, the disparity between the firms was notable. The two firms responded to staff's request to clarify their approach to fees and costs. They were given assumptions of $1 0 million in construction costs for two buildings, and a nine-month presence on the construction sites. Based on these assumptions, the range of costs (rounded) for the two firms would appear to be as follows: Kraus-Anderson Construction Stahl Construction $440,000 - $520,000 $585,000 - $600,000 Staff believes (unanimously) that Stahl Construction showed a better package of services in terms of documentation, public. communication, jobsite services, and team approach. Staff does question whether the difference in general costs can be justified, however. It should be noted that staff has no reservations about the capability or adequacy of Kraus-Anderson Construction. RECOMMENDATION: It is recommended that the Board authorize staff to negotiate an agreement for services with Kraus-Anderson Construction Company for the Public Safety Facilities Project. :? i\ \""tl...~/ t' G
