LMCD Board position
I am responding to the letter I received from Jean
Panchyshyn, dated November 26, 2001 regarding the LMCD Board
position for the City of Shorewood. I currently hold this
Board position and am interested in continuing to serve
Shorewood and the Lake Minnetonka area by retaining this
position.
My background and interests are as follows:
- I had the good fortune to grow up in (what is now)
Shorewood. I spent many years of my childhood in, on, and
around the water. I know the Lake well, and have seen
dramatic changes take place in how the Lake is used and
managed.
- After finishing college, getting married and having 2
daughters, we returned to Shorewood in 1972. We have the
good fortune to have a lakeshore home. We love the water,
use it often, and want to preserve it for future
generations. The Lake is a public resource and we need to
find the balance between maximizing its use without
destroying it.
- I have served on the Hennepin County Water Patrol as a
Special Deputy. In this position I patrolled the waters of
Hennepin County year around (in boats or snowmobiles). Most
of the time was spent on the Lake. I did not just learn
about laws and tickets; I learned about education and public
safety.
- I have served on the Lake Watch project for 8 or 9 years.
In this project we take weekly readings of water quality,
water temperature, and note significant natural events. This
information is submitted and is then summarized at the local
and national level in order to identify trends and
directions of our Nation's freshwater natural resource.
- I served on the Shorewood Planning Commission from January
1999 until February 2000. I earned a lot about City
government: how decisions are made, how citizens
participate, how budgets are managed, how the Comprehensive
Plan is revised, and much more. This was a great experience.
- I was chosen to represent Shorewood as their
representative to the Lake Minnetonka Conservation District,
effective February, 2000. In order to do justice to this
commitment, I reluctantly resigned my position as a Planning
Commissioner.
- In December, 2000 I was elected to be the Treasurer of the

LMCD. I believe I have been able to make some very positive
changes in how financial matters are budgeted, managed and
reported within the agency.
- One of my commitments I made to Shorewood when I joined
the LMCD Board was to communicate effectively with
Shorewood. I want to be sure that I am representing my
community effectively by keeping the City informed. Towards
this end I have submitted reports 3 times per year in both
2000 and 2001. I also attended City Council meetings to
answer any possible questions about the reports.
- In summary, I am enjoying my role as a Director at the
LMCD. Serving in this role is an excellent application of my
time, given my long background with matters involving the
Lake and my commitment to preserving the Lake for future
generations. I would like to continue is this role.
I believe that the information above is the most relevant to
your request. If you would like information regarding my
professional career or other activities/accomplishments, I
will be happy to provide them.
I have made a note on my calendar to be at City Hall at 6:30
on Monday, December 10th for further discussions.
Sincerely,
Tom Skramstad
