Introduction I Background
Glen Road is located in the north central area of Shore wood, near Gideon's Bay
on Lake Minnetonka. Figure 1 shows the problem areas that this study will
address. According to minutes of previous Council Meetings, the Glen Road area
has experienced flooding problems since approximately 1961. Table 1 shows the
existing conditions for the study area. A brief discussion of the problem areas are
provided below.
. Problem Area 1: The house at 24735 Glen Road becomes inundated by the
high water from the depression adjacent to this residence. The outlet for this
area is a 9-inch drain tile that conveys runoff to the north. A catch basin at
elevation 953.0 serves as the inlet for this system. There is a secondary
overflow at elevation 955.3. The low building open is 955.0.
. Problem Area 2: The house at 24710 Glen Road experiences drainage
problems caused by a poorly functioning private drain tile outlet. The drain
tile is located adjacent to the house and serves as the primary outlet for the
ponding area discussed in Problem Area 1. It is believed that the tile is
damaged and does not function properly.
. Problem Area 3: Runoff from Glen Road is directed toward the houses
located along the north side of Glen Road.
. Problem Area 4: The garages at the Shorewood Oaks apartment building
become inundated by the high water from the adjacent wetland. The existing
outlet for this area is a natural 8-foot swale at elevation 947.6. The elevation
of the garages is 949.0.

Problem Area 5: The wetland adjacent to Glen Road overtops Glen Road and
flows to the pond at the Gideon's Woods development. This in turn causes the
emergency overflow of the Gideon's Woods pond to spill down the west ditch of
CSAH 19. The existing outlet for the pond south of Glen Road is a 12-inch PVC
with an invert elevation of 944.7. The overtopping elevation of Glen road is
948.0.
. Problem Area 6: Flooding problems have been observed in the backyards of
the residences between Glen Road and Amlee Road to the north. The
problems are located near the assumed location of the private drain tile.
. Problem Area 7: During storm events greater than a 2- year storm, runoff
overtops Amlee Road approximately 100 feet west of the existing culvert
crossing. The runoff is then conveyed between the houses at 24740 and
24770 Amlee Road and then to the depression south of the Hennepin County
Regional Trail. The invert of the existing 12-inch CMP located under the cul-
de-sac at Amlee Road is elevation 943.5 and the overtopping elevation of
Amlee Road is 944.7.
There are three other downstream areas that were not identified as problem areas,
but were studied to assess the affects of the proposed modifications. These areas
include the following:
. The depression area north of Amlee Road and south of the Regional Trail.
This depression has an existing outlet consisting of a 27"x 18" masonry
railroad culvert at elevation 931.6. Runoff from this area is conveyed to a
park north of the Regional Trail.
. The City park located within the boundary of Tonka Bay that is north of the
Regional Trail. The outlet for this area is a 36-inch RCP that conveys flow
directly to Lake Minnetonka.
. An existing ponding area is located approximately 800 feet east of CSAH 19
on property owned by the City of Shorewood. The outlet for this ponding
area is a IS-inch CMP at an approximate elevation of 934.2.
Figure 2 shows the subwatersheds that contribute runoff to the study area. The
overall watershed is approximately 116 acres, of which 102 acres lie within the
City of Shorewood. The remaining runoff tributary area is located in the portion
of the City of Tonka Bay that extends south to CSAH 19 near the Tonka Bay
Mall.

It is also noted the City of Shorewood is in the planning stages for two future
projects. This Comprehensive Storm Water Management Plan has been
developed to incorporate these projects as well as alleviate flooding in the
problem areas. The two new projects are listed below.
. Reconstruction of the intersection of CSAH 19 at Smithtown Road.
. Construction of a new fire station in a portion of the area tributary to the pond
located east ofCSAH 19.
Feasibility reports have previously been completed for this area. All three studies
focused on modifying the series of wetlands and overflow areas to the south of
Glen Road. These studies include the following:
. 1988 study by Eugene Hickok & Associates.
. 1991 report by Orr, Schelen, Mayeron & Associates, Inc.
. 1997 study prepared by Orr, Schelen, Mayeron & Associates, Inc.
In November of 1990, a special taxing district was established to provide funding
for this project. The recommendations were not implemented due to the concerns
of residents regarding loss of trees and easement acquisition.
Procedures and Methods Followed
The tasks completed for the development of this Comprehensive Storm Water
Management plan for Glen Road include the following:
A. Collection of Background Information
To aid in the development of the plan, the following background information was
gathered:
. Current and future land use maps.
. Aerial photos of the problem area.
. Parcel boundaries for the City of Shorewood.
. Digital one-foot contours for the City of Shore wood.
. Storm sewer as-builts for the City of Shorewood.
. Soil type information gathered for the City of Shorewood.
. Site inspection of the problem areas.
. Field surveys of known storm sewers and drain tiles for which as-built
information was not available.
. Review of previous studies outlined in Section I.

. The Draft Comprehensive Water Resource Management plan for the City
of Shoreview, prepared by WSB & Associates, and revised March 20,
2000.
B. Hydrologic and Hydraulic Analysis
A hydrologic/hydraulic analysis of the area was performed using the following
procedure:
. The watershed boundaries previously delineated were verified and found
to be correct.
. Additional tributary areas not included in all of the previous studies were
delineated using USGS quadrangle map contouring information.
. Runoffvolumes and rates were calculated using the SCS TR-20 Method.
Land use information obtained from the City was used do develop Curve
Numbers and the one-foot contours were used to develop times of
concentration for each subwatershed.
. A hydraulic model was developed that routed the runoff from each sub-
watershed through existing ponding areas, where applicable.
. The base hydraulic model was then modified to represent the proposed
construction.
C. Development of Proposed Improvement Alternatives
Improvements were considered that would alleviate flooding at the problem areas.
The following criteria were developed:
. Primary objective was to provide a minimum of2 feet of freeboard at all
primary residences. Where this was not feasible, the freeboard was
increased or remained the same. Freeboard is defined as the difference in
elevation between the high water level of the pond and the low building
opening elevation of adjacent structures.
. A secondary objective was to reduce the frequency with which roadways
were overtopped by storm water runoff.
. A third objective was to provide a minimum of 1 foot of freeboard for
outlying buildings such as garages and storage sheds.
Proposed Improvements to Storm Sewer System
Based on the procedures and methods outlined above, improvements were
identified that would alleviate flooding at the problem areas. Figure 3 outlines
the proposed construction. The improvements include the following:

. Component 1 - Construction of a storm sewer trunk line along CSAH 19
right-of-way.
This storm sewer trunk line will be constructed within the CSAH 19 right-
of-way and will redirect runoff from the Tonka Bay Mall and provide an
improved outlet for the wetlands adjacent to the Shorewood Oaks
Apartments. This system will discharge to the ponding area east of
CSAH 19. The ponding area will be expanded to provide NURP
treatment for the new construction. An improved outlet and skimmer
structure for this pond will also be constructed. These improvements will
provide the necessary outlet and treatment for the subsequent
improvements outlined below as Components 2 and 4. The anticipated
cost of these improvements is $512,000.
. Component 2 - Construction of outlets for selected ponding areas south
of Glen Road
An improved outlet for the depression adjacent to 24735 Glen Road will
be constructed to convey all runoff to the east. The proposed outlet will
include a catch basin and pipe. The natural swale outlet from the wetland
adjacent to Shorewood Oaks will be widened at its existing elevation.
These improvements will lower the 100-year high water levels at Problem
Areas 1 and 4. The anticipated cost of these improvements is $39,000.
. Component 3 - Construction of a new storm sewer from the backyards
between Glen Road and Amlee Road.
New storm sewer will provide an improved outlet for this area. As part of
this work, the existing railroad culvert will be replaced with a skimmer
structure and an improved outlet. These improvements will eliminate the
flooding between the houses and reduce the frequency of the overtopping
of Amlee Road. The anticipated cost of these improvements is $125,000.
. Component 4 - Construction of a storm sewer system for Glen Road.
This storm sewer system will providc rdiefto thc houses north ofGlcn
Road by intercepting the runoff from Glen Road and conveying it east to
the storm sewer trunk line. The anticipated cost of these improvements is
$228,000.
Table 2 summarizes the conditions of the area if all components of this
Comprehensive Plan are implemented.

To aid the City in the planning ofthe construction of the proposed improvements,
the Comprehensive Plan was broken into components as outlined in Section II.
Cost estimates were developed for each component of this Comprehensive Storm
Water Management Plan. Each component of the plan may be constructed
separately, or combined with other components of the plan. The costs associated
with each component are outlined below. A detailed breakdown of the probable
costs is provided in Tables 3-6.

Summary and Recommendations
The proposed improvements lower the high water level of ponding areas to
provide freeboard where little or none previously existed. In addition, treatment
for runoff from a portion of the area is provided where none currently exists. It is
recommended that the City implement all of the components outlined in this Plan.
In addition, it is recommended that the City work with the County to determine
the amount of State-Aid participation that can be obtained for this project.
