Executive Summary Smithtown Road has experiencf pavement deterioration to the point that normal maintenance activities are no longer sufficient. The City of Shorewood has requested that WSB & Associates prepare a feasibility report exploring the costs and benefits of street rehabilitation methods. ~ L ~",,"'~ This request investigates two methods, namely overlaying the roa or~eClamation. Overlaying simply places a 1-2" layer of bituminous pavement over the existing asphalt. Reclamation consists of grinding off the existing paving and mixing it with the existing gravel to make a good base, and then paving the road with 4" of new asphalt. The city also requested that the addition of gravel shoulders be explored. The reclamation option is more expensive (approximately 62% more than an overlay), but provide~~e permanent, longer lasting road. An overlay typically extends the life of a road ~years while a reclaiming would extend the life 12-15 years. In addition, with a reclamation project, there is more opportunity to correct minor deviations in the grade and slope. The overlay option is estimated at $342,000 while the reclamation option is $555,000. The addition of gravel shoulders would cost approximately $80,000 for one side or $160,000 for two. This report recommends the reclamation option with gravel shoulders on at least one side. The project would be funded 100% by the Municipal State Aid account. The timing of the project would be determined by the resolution of the right-of-way issues. If those can be resolved quickly, the project could be designed and constructed in 2001, but it is more likely to be completed in 2002. ",~ld'j of that segment of Smithtown Road between the west city limits to Country Club Road. The project is anticipated to be constructed as ~tate-Aid project. ' tn,,,, i(.'~~ I 2.2 Scope The proposed project consists of the improvements of Smith town Road from the city limits on the west end, to the west side of Country Club Road. Two rehabilitation options were studied. Option #1 includes overlaying the existing roadway. Option #2 includes the reclamation and re-paving of the existing roadway. Additionally, the report investigates adding six-foot (6') wide gravel shoulders on one or both sides of the existing roadway. The gravel shoulders can be added to either ofthe street rehabilitation options. None of the proposed improvement options will alter the existing road profile. Because of the designation as Municipal State Aid Roadway, Smithtown Road must be constructed according to current. State Aid Standards. The city may be required to ask for variances to the standards based on the fact that the improvements will not change the profile. 2.3 Data Available In preparing this report, all or portions of the following sources of information were utilized: (1) City of Shore wood Topographic Maps (2) City of Shorewood Parcel Maps (3) Color Aerial Photography as supplied by Hennepin County No field survey work was authorized or utilized. Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 2 3 General Backf!round 3.1 Project History Smithtown Road is an existing Municipal State Aid street that runs from the southern city limit line between Lake Minnetonka and Lake Virginia, north and east across the City of Shorewood. It is the main east-west corridor across the western end ofthe city. Several years ago a water main system was constructed in Smithtown Road. Several trenches for the main and service laterals have settled creating an uneven travel surface. The roadway profile, for the most part, follows existing terrain. . 3.2 Existing Conditions 3.2.1 Streets Smithtown Road is an older roadway of varying paved widths. It varies from approximately 22 feet wide to about 28 feet wide, with a median width of about 25 feet. There is no concrete curb and gutter. The preliminary roadway geometry and profile, as prepared from the available topography plans, has one horizontal curve and several vertical curves that do not meet the Mn/DOT State- Aid Standards, and will require variances or exceptions. The general condition ofthe roadway is fair to poor. The existing right-of-way width varies considerably over the length of the project area. There are several areas along the north side of the roadway with no recorded public right-of-way. 3.2.2 Sanitary Sewer, Watermain The existing watermain in and along Smithtown Road is approximately 5 Yz years old and should be in very good condition. The existing sanitary sewer is in unknown condition. It is highly recommended that a televised inspection of the sanitary sewer mains be done prior to when the proposed roadway improvements are constructed so any needed repairs can be coordinated with the road work. 3.2.3 Storm Sewer Drainage along Smithtown Road is almost entirely handled by roadside ditches. There are a few existing cross culverts. Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 3 3.2.4 Private Utilities Private underground utilities consisting of telephone, gas, electric and cable TV are located in and along different stretches of Smithtown Road. It is anticipated that only minimal adjustments, if any, will be required to the existing private utilities. Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 4 4 Proposed Improvements 4.1 Streets This feasibility report investigates two different options for the proposed improvement of Smithtown Road. Further, Smithtown Road was divided into two segments for estimated cost purposes. Segment #1 runs from the city limits to the west side of Eureka Way and includes about 9,020 linear feet of roadway. Segment #2 starts at the west side of Eureka Way and runs to the west side of Country Club Road, just north of City Hall. Segment #2 includes about 4,572 linear feet. Both options will follow the existing horizontal and vertical alignments with some minor alignment and/or grade changes to bring more of the roadway up to the minimum State Aid Standards. A full field survey would be required prior to final design to determine exactly where the existing roadway does not meet the minimum requirements and where, ifpossible, grade or alignment changes could be made to allow more ofthe improved roadway to meet the 30 MPH minimum design speed requirements. Both options utilized a rural section (i.e. no curb and gutter) to match the existing roadway design. General assumptions used in the Opinion of Probable Cost for both options include: a) Minimum or no changes in alignment or grades. b) Transitions into driveways and at intersections with existing roadways would be minimal and incidental to the construction cost. No driveway reconstruction or overlay was provided for. c) Option #2 (reclamation) does include saw cutting across each existing . roadway at intersections to allow for a betterpavement joint and a smoother transition. Option #1 Option #1 includes the placement of a bituminous leveling course to provide an even base and to rebuild the crown where required. For estimating purposes, a 1" leveling course was assumed. A two-inch (2") thick bituminous wearing course is anticipated. Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 5 t 4.2 Option #2: Option #2 would involve a bituminous pavement reclamation process, which consists of pulverizing and mixing of the existing bituminous pavement structure with the existing aggregate base, so as to produce a homogenous dense graded aggregate base. TIns process results in a longer service life of the rehabilitation over an overlay process. Additional aggregate base-class 5 (100% crushed rock) would be added as needed to create a minimum of six-inches (6") of base and to shape the roadway crown. Bituminous pavement would be placed in two 2"courses to create a 7-ton roadway. If the project is ordered, soil borings should be performed to determine the soil bearing strength and the depth of the existing aggregate base. The proposed road section would then be revised if necessary. VarianceslExceptions: Typical horizontal and vertical curve design for a proposed State-Aid street must meet the requirements for a 30 :MPH design speed. The horizontal curve near the West end and near the intersections with Boulder Bridge Circle and Boulder Bridge Drive currently does not meet this requirement. There are also several places along the existing roadway where the vertical curve grades do not meet the State-Aid design. lfthis project is authorized for design, a field survey would be performed to determine how many variances would be required. If option #2 (reclamation) is accepted, the design stage would include modifying the grades with the addition of aggregate base, to minimize the number of variances needed. In either option, the city would present the argument that the intention of the proposed road improvements are to provide the best road possible with the minimum of disturbance. The proposed project is not a road reconstruction proj ect, in which case, the stretches of roadway that do not meet the State-Aid standards may be exempted from State Aid design criteria, yet still eligible for State Aid financing. Shoulders This report includes the potential to add six-foot (6') wide gravel shoulders to one or both sides of the road. The shoulders can be added to either Option #1 or Option #2 as the city desires. The shoulders could also be utilized by pedestrians or bicyclists. Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 6 4.3 Miscellaneous a) Street Signs It is possible that some street signs may need to be salvaged. relocated or replaced as part of this proj ect. It is assumed that city maintenance crews would do this, so no costs were included. b) Utility Poles If shoulders are added to the road. it is possible that some utility poles may need to be relocated. These relocation costs would be born by the utility companIes. c ) Wetlands There may be some existing wetlands adjacent to the roadway. It is assumed by this report that no wetlands would be impacted by this project. This should be verified as part of the design process. d) Existing Ditches Since this project is generally a maintenance project, the cost estimate does not include any costs for any extensive ditch work or corrective action for drainage issues. The addition of the shoulders would result in some grading along the yards and sod restoration. 4.4 Permits It is anticipated that no permits would be required for either the overlay option or the reclamation option. The construction of gravel shoulders may require permits from one or more of the following agencies: . Minnesota Pollution Control Agency (MPCA).. .NPDES . Minnesota Creek Watershed District (MCWD).. .Stormwater Management Permit It is recommended that a preliminary wetlands investigation be performed prior to the start of any design work on the( proposed shoulders. Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 8 5 Financiltf[ 5.1 Opinion of Probable Cost A detailed opinion of probable cost is included in Appendix B of this report. The opinion of probable costs includes a 10% contingency and 30% indirect costs. The indirect costs include legal, engineering, and administrative costs associated with the project. The city could elect to use their local road fund, but the MSA fund has a greater balance and the local road fund should be saved for non-State Aid roads. 5.3 Rigltt-of-Way WSB had previously completed a right-of-way survey and map for Smithtown Road. This analysis indicated that only 76 out of a total of 136 parcels has Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 9 provided a legal right-of-way for the road. The remaining parcels do not show any legal right-of-way, but rather there is probably a "prescriptive" easement over those parcels. By virtue of maintaining the road, the city has obtained a prescriptive easement over the portion maintained. Even with that~, the city should consider securing all remaining legal right-of-way to a minimum width of 66-feet to ensure all future improvements of Smithtown Road cannot be questioned. WSB has prepared a parcel map showing all right...of-way needs. This item has the potential to delay the construction of the project until 2002. The council could elect to utilize all of2001 for the right-of-way acquisition with construction occurring in 2002. One or both segments could be done entirely in 2001, depending on the right-of- way acquisition process. Feasibility Report City of Shorewood, MN Smithtown Road Improvements City Project No. WSB Project No. 1074-58 Page 11 7 Feasibility and Recommendation The Smithtown Road Improvements Feasibility Report presents two options. Option #1 consists of placement of a bituminous leveling course and a bituminous wear course over the existing roadway. Option #2 consists of reclamation of the existing pavement and placement of four-inches of bituminous pavement to build a 7 -ton rural roadway. Both options could include the construction of six-foot wide gravel shoulders on one or both sides of the improved roadway. The total estimated cost of Option #1 is $341,800. The total estimated cost for Option #2 is $555,800. For shoulders on one side of Smithtown Road the total estimated cost is $80,000. Shoulder on two sides would be approximately double the cost of one side - $160,000. If shoulders impact wetlands, additional costs may be incurred. The current total balance in the City's Municipal State Aid Account is $ . This balance is available to complete this project. The most cost-effective option from an engineering prospective would be option #2, reclamation of the existing bituminous paving. This option would result in a quality roadway with an expected design life of 12-15 years. Option #1, Overlaying the existing paving would have a design expectancy o~ears. J.-lfJ ,,~,., Construction of the gravel shoulders is feasible from an engineering perspective. If sufficient funds are available, gravel shoulders should be constructed on both sides of Smithtown Road. WSB & Associates recommends option #2, the reclamation option. This project is necessary, feasible and cost effective.
