1. CONVENE BOARD OF REVIEW MEETING
Mayor Love convened the meeting at 7:00 P.M.

Zerby moved, Turgeon seconded, approving the Agenda as presented. Motion passed 4/0.
Mayor Love stated the City Council would be acting as a Board of Review this evening whose purpose
was to examine property valuations and hear concerns brought forward by residents concerned with
proposed assessments on their property. He explained the procedures to be utilized in this meeting and
noted Minnesota Statutes gave twenty days from this date to have assessment issues remedied. Because
of this, he anticipated the Board of Review would be holding another meeting in approximately one week
to hear progress made on issues brought forth this evening.
2. PRESENTATION BY HENNEPIN COUNTY ASSESSOR
Mr. Keith Rennerfeldt and Mr. Jeff Huff, of the Hennepin County Assessor's office, were in attendance
and addressed the Board. Mr. Renneneldt explained he was an appraisal supervisor who had been
assigned nine cities, including the City of Shorewood. He stated fairness and equity to be the primary
goals in establishing assessments throughout the forty-four cities Hennepin County assessed each year.
He further explained assessments were based on market value of homes beginning in the 1970's with a
four-year review cycle; thus, one-fourth of the homes in Shorewood had been reviewed this year.
Mr. Rennerfeldt also noted the process for review of valuation notices. He suggested concerned residents
initially contact the Assessor's office. Secondly, attend the Board of Review meeting which could be
viewed as a body of equalization. Should the situation still need remedy, residents should appeal to the
County Board of Equalization, and finally, residents could file their property in tax court.
Mr. Jeff Huff stated market valuations presented for the Year 2001 included the Northeast section of
Shorewood, including the boundaries of Highway 7, Shady Hill Circle, Vine Hill Road, and Minnetonka
Boulevard. He noted the Assessor's office had received ninety-nine calls this year leading to thirty-six
field reviews and twenty-two reductions in valuations.

3. TESTIMONY BY RESIDENTS
Marlys Bucher, 5490 Manitou Lane, PID 33-117-23-21-0049, stated she had not contacted the
Assessor's office regarding her concern. She had owned her home since 1972, and stated her current
estimated market value to be $183,900. This was an increase of $55,900, and she noted the market value
of her home had increased approximately 31 % in the past six years.
Mr. Rennerfeldt explained the entire real estate market had shown double-digit growth in the last two
years as a factor of demand. Since an inspection had not been made of her home in approximately twenty
years, an appointment was made for inspection.
Duane Laurila, 5595 Eureka Road, PID 33-117-23-22-0015, stated he was again concerned this year
about his valuation. He noted his lot was approximately two acres long and one hundred seventy feet
wide, and had an estimated market value of $142,000. He was concerned because he had visited the'
Hennepin County web site and found, what he thought, to be discrepancies in comparing other similar
properties to his own. He stated he had contacted the Assessor's office, but was not pleased with the
outcome and chose to come to this meeting. Mr. Laurila also stated he was concerned because he did not
believe he could subdivide the lots and believed that should affect his market value as well.
Mr. Rennerfeldt stated he would like to review the information presented by Mr. Laurila as well as other
comparable properties to see if remedy could be made.
Mark Stageberg, 21075 Radisson Road, PID 35-117-23-11-0079, stated he was again concerned this
year about his valuation. His valuation had increased 23% last year and Mr. Carroll, previously acting as
City Assessor, had reduced his valuation by approximately $31,000. This year, he had received a
valuation notice showing an increase of $145,000 placing his estimated market value at $773,000. He
stated he' was a bit confused by these seemingly contradictory actions. He also presented an article from
the Star Tribune, dated March 4, 2001, discussing the increase in median sale prices in Shorewood
equaling 10.9%. Since his property had increased approximately 23%, he was quite concerned about the
reason for the increase so far over the median.
Mr. Rennerfeldt explained the study shown in the paper was conducted differently than the study
conducted by the Assessor's office that was being used to determine estimated market values in the City.
Mr. Stageberg also voiced concern regarding the comparables being used in his assessment, noting the
comparable homes were very different from his own. Mr. Rennerfeldt agreed to review this property
again to see if a resolution could be found.
Jo Cunningham, 28170 Woodside Road, PID 31-117-23-24-0010, stated her market value had been
estimated at $772,000. This was an increase of approximately $209,000. She had not contacted the
Assessor's office, but would be willing to work with them to find a solution to this matter.
Alex GendeIman, 6050 Galpin Lake Road, PID 34-117-23-43-0040, expressed concern regarding his
valuation as well. His estimated market value was approximately $437,000. This was an increase of
$33,000 in the past year. He stated he had previously spoken with the County Appraisers and was not
satisfied with the direction given to him. He was present to see if more could be accomplished this
evening.

Mayor Love stated the purpose of the Board of Review to be that of reviewing testimony for accurate
increases in estimated market values and suggested Mr. Gendelman speak with Mr. Rennerfeldt and Mr.
Huff regarding resolution.
Mr. Rennerfeldt read into record two letters from concerned residents-Dan Fields, 1010 Holly Lane, PID
35-117-23-44-0008, with an estimated market value of approximately $1,212,000 and Richard Baker,
5235 Howard's Point Road, PID 35-117-23-44-0004, with an estimated market value of $1,498,000.
4. BOARD DIRECTION TO ASSESSOR
Mayor Love asked Mr. Rennerfeldt if he and Mr. Huff would be able to revisit each of these properties
within a week's time.
5. ESTABLISH DATE FOR BOARD TO RECONVENE
In cooperation with Mr. Rennerfeldt and Mr. Huff, the Board of Review agreed to reconvene on April 23,
2001, at 6:00 P.M.
6. ADJOURNMENT
Zerby moved, Garfunkel seconded, adjourning this session of the Board of Review at 7:45 P.M.
